Brazil’s seventh phase of Operation 404, announced September 19, 2024, resulted in authorities reporting that 675 websites and 14 illegal streaming applications were blocked or suspended. The action also included 30 search-and-seizure warrants, nine arrests—six in Brazil and three in Argentina—and removals of online content, search results, and social-media pages. “Taken down” does not establish that every service was permanently dismantled.
What happened in Operation 404’s seventh phase?
Operation 404 is Brazil’s continuing law-enforcement campaign against digital piracy and other online intellectual-property crimes. Phase 7 was a coordinated enforcement action, not a single shutdown of one service. Brazil’s Ministry of Justice and Public Security reported the results on September 19, 2024. The ministry’s account lists several distinct measures:
- 675 websites and 14 illegal streaming applications blocked or suspended.
- Audio and video material removed, including games and music.
- Content de-indexed from search engines and profiles or pages removed from social networks.
- 30 search-and-seizure warrants executed and materials related to alleged crimes seized under judicial orders.
- Nine arrests reported: six in Brazil and three in Argentina.
These are separate categories of action, not a count of 689 businesses. The official announcement does not say that every site and app belonged to one operator, nor that every operator was arrested. Arrests and searches are enforcement steps; they are not convictions.

The government described the websites and applications as “blocked or suspended.” That wording matters: a service may become harder or impossible to reach through a particular domain, provider, platform, or region without its operators, servers, or business being permanently eliminated.

- Blocking or suspension can prevent access through a network or suspend a domain or service. The public announcement does not specify the technical method used for each target.
- App blocking or removal can affect distribution or use, but the announcement does not establish that all 14 apps were removed from Google Play or Apple’s App Store.
- De-indexing removes content from search results; it does not itself delete the material from the site hosting it.
- Social-media removals address profiles or pages used to distribute or promote content, distinct from blocking the underlying streaming service.
- Search-and-seizure warrants authorize investigative searches and seizure of relevant materials; they do not by themselves prove a permanent shutdown.
A blocked service may remain available in other places or return through a different domain, mirror, host, or app package. Later enforcement activity is a reminder that disruption does not equal eradication: a subsequent phase was reported to have blocked another 535 websites and one additional streaming application. Piracy Monitor’s report on Phase 8 describes that later action separately from the September 2024 figures.
Why did the operation involve other countries?
Online distribution can involve operators, infrastructure, payment channels, users, and rights holders in different jurisdictions. Reporting on Phase 7 describes cooperation involving Brazil, Argentina, Paraguay, Peru, and the United Kingdom, with U.S. agencies described in some accounts as supporting or observer participants. Participants did not all have the same role. The reported network included Brazilian justice and police bodies such as the Ministry of Justice and Public Security, its Cyber Operations Laboratory (Ciberlab), and state civil-police forces; international law-enforcement and governmental partners; and rights-holder or industry organizations. Those organizations included the City of London Police intellectual-property crime unit, the UK Intellectual Property Office, Peru’s INDECOPI, the Premier League, LaLiga, the Alliance for Creativity and Entertainment, the Motion Picture Association, the Brazilian Association of Pay Television, Alianza contra la Piratería Audiovisual, Brazil’s National Council for Combating Piracy, and APDIF, which represents the recording industry. Participation or cooperation should not be read as evidence that each organization carried out searches or arrests.

How does Magis TV fit into the story?
Magis TV was a prominent related example, but it should not be treated as another name for all 675 websites and 14 applications. LaLiga reported a separate Argentine court order directing Google to disable Magis TV on Android, including preventing installation and disabling the application on devices where it had already been downloaded. The case was connected to an investigation into a network allegedly selling TV boxes with pirate applications pre-installed. LaLiga’s account of the ruling describes the rights holder’s perspective and its estimate that Magis TV had 55 million visits over six months; that traffic figure is LaLiga’s estimate, not an independently verified audience count.

The Argentine court action, the broader cross-border investigation, and Brazil’s Phase 7 totals are related in reporting but are not interchangeable. Some accounts report different arrest totals because they describe a narrower related action or an earlier tally; the Brazilian ministry’s Phase 7 announcement gives the official total of nine, with six arrests in Brazil and three in Argentina.
What kinds of piracy did Operation 404 target?
Phase 7 was not limited to films and television. The Brazilian announcement names audio and video, including games and music. Operation 404’s broader history has also included unauthorized audiovisual and live sports streams, music and stream-ripping services, video-game piracy, download and linking sites, mobile apps, and social accounts used to distribute or promote unauthorized material. Why do authorities warn about pirate streaming apps?
Copyright enforcement is one part of the rationale. Brazilian authorities and anti-piracy groups have also warned that unauthorized streaming sites and applications can expose users to malicious advertising, phishing, fraud, malware, or data theft. Instituto Dannemann Siemsen’s summary discusses these risks. That is a warning about the risks associated with unregulated services, not proof that every targeted site or app contained malware.
Because unofficial apps and TV boxes may not receive the same distribution checks, updates, privacy protections, or customer support as licensed services, replacing a blocked app with an APK from an unknown source can create additional device and account risks. - Uninstall the app and avoid reinstalling replacement APKs from unofficial websites.
- Change passwords that you reused on the service, especially for email or payment accounts.
- Review bank and payment activity if you entered payment details.
- Run a reputable security scan and check browser extensions and notification permissions.
- Use official broadcaster or licensed streaming apps, and report suspected fraud or malware to the relevant platform or authority.
How large is Operation 404 overall?
The IIPA reported that from Operation 404’s launch in November 2019 through Phase 7, the campaign had taken down or blocked approximately 2,040 websites and 1,377 illicit streaming applications, removed more than 400 social-media profiles, and led to arrests of 55 people connected to piracy operations in Brazil and Argentina. These are cumulative figures from an industry submission, not a single current government dashboard. The report uses terms such as “taken down” and “blocked” across a campaign in which actions may differ, so the totals should not be read as a count of permanently closed operators.
Where can viewers find legal options?
Availability varies by country and by the rights to each title or sporting event. Check the official league, broadcaster, or rights-holder site for sports, and use a licensed service’s own catalog or a legitimate availability finder such as JustWatch to see where a film or series is offered. A discovery tool does not provide the content itself, and a subscription may not include every title shown in search results. For sports, official starting points include LaLiga, the Premier League, and FIFA+; actual coverage is territory-specific.
