For a free Windows setup that sends an ordered playlist of local videos to YouTube Live, use OBS Studio with its VLC Video source. Install VLC too, then add your clips in order and turn on playlist looping if you want them to start again after the final clip. For one video on repeat, OBS’s built-in Media Source is simpler and does not require VLC.
Which free tool should you use?

OBS handles the scene and encoding. VLC Video supplies the playlist playback; it is not a separate streaming service. These are free software tools, and the minimum workflow does not require a capture card, camera, microphone, hardware encoder, or paid add-on.
Check YouTube Live eligibility first
Before preparing a broadcast, confirm that the channel can livestream. YouTube says a channel must be verified and must not have had live-streaming restrictions in the previous 90 days; the minimum age to livestream is 16. First-time live streaming enablement can take up to 24 hours, so enable it well before the planned broadcast. See YouTube’s live-streaming eligibility guidance.
Set up a playlist in OBS on Windows
- Install OBS Studio and VLC. Download Windows versions from their official sites. If your OBS installation is 64-bit, install 64-bit VLC; mismatched architecture can prevent the VLC Video source from appearing or working. The OBS guide for the source is at OBS: VLC Video Source.
- Create or select a scene. In OBS, use the Scenes panel to select the scene for the broadcast or create one. In the Sources panel, select + and choose VLC Video.
- Add the clips in playback order. In the source properties, add the local files to the playlist in the order you want them played. Choose whether to shuffle. Leave Loop Playlist enabled if playback should return to the first item after the last one. Check OBS’s VLC Video Source documentation for the source controls.
- Fit the picture to the scene. Select the source in the preview and use the transform controls to fit it to the canvas. Confirm the video is visible and that the canvas matches the output orientation and resolution you intend to stream.
- Check sound and transitions. Play a representative clip and listen through the intended audio output. Check more than one playlist item, especially the transition between files and what happens when the playlist reaches its end. OBS documents single-file playback separately: for one repeating video, add Media Source, choose the file, and enable Loop in its properties. See OBS: Media Sources.
Connect OBS to YouTube Live
- Create or select a stream in YouTube Studio. Open YouTube Studio and go to Create → Go live to open Live Control Room. Create a stream or select the one you intend to use. YouTube’s encoder workflow is described in Set up your encoder for live streaming.
- Copy the stream URL and stream key. In Live Control Room, copy the current stream URL and key. YouTube describes stream keys as “like your YouTube stream’s password and address.” Treat the key as a credential: paste it only into OBS’s stream settings, never publish it in screenshots or instructions, and reset it in Live Control Room if it is exposed. Details are in YouTube’s stream-key guidance.
- Enter the connection details in OBS. Open Settings → Stream, select YouTube as the service if available, and enter the stream key. If OBS asks for a server or stream URL, use the current URL shown in YouTube Live Control Room rather than an old copied address. Use RTMPS where the encoder setup offers it; YouTube recommends the encrypted RTMPS connection.
- Start the encoder and check Live Control Room. Select Start Streaming in OBS. Wait for YouTube to receive the feed and show its preview. Then use the Live Control Room controls for the stream’s chosen setup to start or manage the public broadcast.
Choose output settings for the source and connection
There is no single bitrate that suits every PC and upload connection. YouTube’s current encoder-settings page, accessed October 3, 2026 (publication date not displayed), recommends RTMP/RTMPS, CBR, up to 60 fps, and a two-second keyframe interval that should not exceed four seconds. It lists H.264, H.265 (HEVC), and AV1 video codecs. See YouTube’s live encoder settings.

Those are YouTube’s published recommendations, not a promise that a particular Windows PC or connection can encode and sustain them. In OBS, choose a video resolution and frame rate appropriate to your files and system; use a bitrate your stable upload connection can maintain. If the upload connection is shared or variable, leave headroom rather than setting the video bitrate equal to the entire measured upload capacity. YouTube’s settings page includes additional resolutions and codec details.
Test before the broadcast and monitor it live
- Test with a clip that has movement and audio similar to the videos you plan to play, not just a still frame or silent sample.
- Verify that the Live Control Room receives the picture and sound before making the broadcast public.
- Check playback across file boundaries and confirm the playlist’s loop or end behavior.
- While live, keep an eye on YouTube’s stream-health indicators and the incoming preview. YouTube recommends monitoring stream health during the event; see YouTube’s live-stream troubleshooting and monitoring guidance.
Copyright and reused-content checks
A playlist being technically playable does not establish that you have permission to broadcast its contents or that the channel will qualify for monetization. Use video and audio you own or are licensed to stream, and check the applicable rights for music, archival footage, documentary excerpts, and other third-party material. YouTube’s copyright and monetization decisions are separate from OBS playback and stream health. A successful test broadcast is not proof of rights clearance or monetization eligibility.

Common problems and fixes
