For most U.S. PC viewers in 2022, Tubi was the best all-purpose free streaming service. It was strongest for choosing on-demand movies and television shows in a browser. Pluto TV was the better option for live, channel-style viewing, while Amazon Freevee stood out for free originals and recognizable licensed programming. Plex was the most useful choice for anyone who also wanted to organize a personal media library.
This is a historical, U.S.-focused guide to services available during 2022. “Free” usually meant ad-supported, not ad-free or permanently available. On a Windows or Mac computer, “app” often meant an official website or web player rather than a native desktop application.

These are editorial recommendations, not claims that one service had the objectively largest catalogue. Title availability, advertisements, account requirements and PC features varied by date, country and device.
What “free streaming” meant in 2022
Free streaming covered several different models:
- Ad-supported streaming: You paid no subscription fee, but advertisements appeared before or during programmes.
- Free access with an account: Browsing might be open, while watchlists, resume features or playback required registration.
- A free tier inside a paid service: The service offered only a limited selection without payment.
- Library-funded streaming: Kanopy and Hoopla could be free to eligible users through a participating library, school or institution.
- Free live television: This generally meant scheduled internet-delivered channels, not local broadcast stations received through an antenna.
None of these models guaranteed ad-free viewing, permanent access, downloads, ownership of a title or unrestricted international availability. Unlicensed movie portals, torrents, illicit IPTV services and unofficial “fully loaded” players were not legitimate alternatives.

1. Tubi: best overall for on-demand viewing
Tubi was the safest default recommendation for a viewer who wanted to choose a movie or show rather than wait for a channel schedule. Its browser-first approach made it practical on a Windows or Mac computer, and its broad mix of films, television and genre categories gave it the most useful general-purpose profile.
Tubi was particularly suitable for viewers browsing documentaries, older films, horror, action, comedy and family programming. Its value was less about a permanently fixed catalogue than about having a large enough rotating selection to make a free account worthwhile. Exact title counts became outdated quickly and varied by market.
The trade-offs were familiar: advertising was unavoidable, titles could disappear, and availability differed by country. Tubi was best described as the best overall choice for most viewers, not as the service with a guaranteed largest catalogue.
2. Pluto TV: best for live channels
Pluto TV was the stronger choice for people who missed traditional channel surfing. It combined scheduled, internet-delivered channels with on-demand programming, making it useful for background viewing, news and lifestyle content or simply turning on the television without deciding exactly what to watch.
The channel model was also Pluto TV’s main limitation. A scheduled channel could be repetitive, and the next programme was not always what a viewer wanted. Someone searching for a particular film or a complete television season would generally have a better experience with Tubi or another on-demand service.
Choose Pluto TV over Tubi when “I want something on” matters more than “I want this exact title.”

3. Amazon Freevee: best for free originals
Amazon’s service was called IMDb TV earlier in the period. Amazon announced that it would become Amazon Freevee beginning April 27, 2022, describing it as an ad-supported video-on-demand service. The announcement also referred to more than 60 FAST channels at that point; that was a dated announcement, not a permanent channel count. See the official announcement.
Freevee combined free originals with licensed films, shows and live-style channels. It appealed to viewers interested in Amazon’s own free programming, but it required careful attention to the interface: Freevee content could appear alongside Prime Video titles that required a rental, purchase or paid subscription. A free account and the availability of a particular title also depended on the market and date.
For the 2022 edition, Freevee was the strongest alternative to Tubi for readers specifically interested in free originals and recognizable licensed programming.
4. Plex: best for free streaming plus personal media
Plex was unusual because its free, ad-supported catalogue was only one part of the product. Plex also helped users organize and stream their own legally acquired media files. Its documentation described free movies, television and live TV, and identified Windows desktop and the Plex Web App as access routes. Plex was a good fit for two audiences: viewers who wanted another free streaming catalogue, and people who already maintained a personal media collection. The second use case could involve installing Plex Media Server, organizing files and configuring remote access. None of that was necessary simply to watch Plex’s free ad-supported content.

5. The Roku Channel, Crackle and Xumo Play
The Roku Channel
The Roku Channel offered free movies, shows and live channels. In markets where web access was available, a Roku device was not necessarily required for PC viewing. However, the Roku branding could make readers assume that hardware was mandatory, while the interface could place free, rental, purchase and subscription options close together. Check the label before starting playback.
Crackle
Crackle was a legitimate ad-supported option for older films, television and genre material. It worked best as a useful second destination when a larger service did not have a particular title. Its catalogue was less consistent than the leading free streamers, and availability historically varied by country.
Xumo Play
Xumo Play was primarily a linear-TV alternative. It suited viewers who wanted news, lifestyle programming or background television, but it was less compelling for someone who wanted to search for a specific film. Channel lineups and PC access could change by market.
Other legitimate choices
Peacock’s free tier
Peacock offered selected free programming alongside paid tiers. It could be useful for particular NBCUniversal shows or franchises, but the free selection was much narrower than the paid catalogue and changed over time. It should not be presented as an unlimited free replacement for a paid Peacock plan.
YouTube’s free films and shows
YouTube sometimes included free-with-ads films and programmes, but those titles were mixed into a much larger ecosystem of paid rentals, purchases and user-uploaded videos. It was convenient and familiar, yet less clearly organized as a dedicated free streaming service.
Kanopy and Hoopla
Kanopy and Hoopla deserved separate consideration because they were institution-funded rather than ordinary commercial ad-supported services. Eligible users could access strong selections of documentaries, independent films, educational content and children’s programming through a participating library or educational institution.

They were not universally available. A reader might need a library card, PIN or school login, and monthly borrowing or viewing limits could apply. When available, these services could be the best ad-free options, but they were not direct substitutes for Tubi or Pluto TV for every reader.

For news, dedicated services such as NewsON or Haystack News could also be useful where supported. Availability and channel lineups were regional and changed over time.
On-demand versus live streaming
The most important comparison is not simply which service is “best,” but what kind of viewing it supports:
- Choose on-demand services such as Tubi, Freevee, Crackle, Plex, The Roku Channel, Peacock’s free selection, YouTube, Kanopy or Hoopla when you want to select a particular film or episode.
- Choose live or linear services such as Pluto TV, Xumo Play, Plex Live TV, The Roku Channel’s live channels or Freevee’s FAST channels when you want scheduled programming and channel surfing.
Judging Pluto TV only by its on-demand library misses its main strength. Likewise, judging Plex only as a free Netflix alternative overlooks its personal-media tools.

For most services, the simplest and safest method in 2022 was to use the official website:
- Open the service’s official site, not a third-party download page.
- Confirm that the service and the selected title are available in your country.
- Create an account only when playback, watchlists or resume features require it.
- Use a current version of Chrome, Edge, Firefox or Safari as appropriate, with JavaScript and cookies enabled.
- Choose a clearly marked free title or live channel and start playback.
“Available on PC” did not always mean “has a Windows app.” It could mean a browser player, a Microsoft Store app, a Mac application or an optional desktop client. Do not install a program merely because a search result calls a website an app. Plex was the clearest example in this comparison with documented Windows desktop and web access.

Basic requirements
- A supported, up-to-date operating system and browser.
- Stable broadband internet.
- Working speakers or headphones.
- Updated browser software and graphics drivers.
- Optional HDMI, DisplayPort or USB-C equipment for a larger display.
A wired connection could help with unstable Wi-Fi, but it was not mandatory. Resolution, HDR, surround sound, downloads and bitrate depended on the specific service, title, browser, device and region; they should not be assumed.
If playback fails
- Temporarily disable extensions that block scripts, cookies or embedded players.
- Try a private window or another supported browser.
- Sign out and sign back in.
- Clear the service’s cookies and cached data.
- Update the browser and graphics driver.
- Confirm that the item is free rather than a rental, purchase or subscription title.
- Try the provider’s official Windows or Mac application if one is documented.
Do not treat a VPN as an official or guaranteed way to access another country’s catalogue. Regional licensing restrictions are part of the service model.
Advertising, accounts and privacy
Commercial free streaming services generally paid for distribution through advertising. Ads could appear before playback, during on-demand programmes or within live channels. Frequency varied by title, region, device, time and session, so a universal “minutes of advertising per hour” figure would be misleading without dated, controlled testing.

Privacy-conscious viewers should review the service’s settings and decide whether the convenience is worth registering.
Browser privacy tools can also interfere with login and playback. That does not mean viewers should permanently disable security protections; it means a controlled test in another browser or a private window can help identify the cause.
How to choose
- I want the best general on-demand option: Start with Tubi.
- I want live channels or background television: Choose Pluto TV, with Xumo Play as an alternative.
- I want free originals: Try Amazon Freevee, while separating its free catalogue from paid Prime Video content.
- I own media files and want to organize them: Choose Plex.
- I have a participating library or school account: Check Kanopy and Hoopla before paying for another service.
- I want older films or niche genres: Use Crackle as a secondary catalogue.
- I want the least installation: Begin with any service offering a functioning official web player.
A practical combination for many U.S. PC viewers was Tubi plus Pluto TV: one for choosing a title and one for live channels. Add Freevee if its originals or licensed programming appeal to you. Add Plex only when personal-media management matters.
What free streaming could not replace
- There was no guarantee that a film or series would remain available.
- Advertisements were the normal cost of commercial free viewing.
- New theatrical releases were uncommon on free services.
- Country and licensing restrictions applied.
- Free tiers could offer fewer features, titles or supported devices than paid plans.
- A scheduled live channel was not the same as a local broadcast station or a complete on-demand catalogue.
The safest approach was to use official websites and official app stores, avoid suspicious plug-ins and unofficial APKs, and be wary of services demanding cryptocurrency, unusual downloaders or browser extensions before showing a video.
