For a custom-built pipeline, Google Cloud Live Stream API and AWS Elemental document components and workflows for live video—but the cited documentation does not establish either as a turnkey scheduler that takes a stored playlist and continuously publishes it to YouTube. The key distinction is whether you need playlist playout as well as encoding and delivery.

The service that encodes video is not necessarily the service that schedules files, loops a playlist, restarts playback, or reconnects after an interruption. Confirm each responsibility before choosing a provider.
What 4K/60 YouTube delivery requires
Resolution, bitrate, and encoder settings
YouTube’s English encoder-settings guidance lists 2160p at 60 fps with a 10 Mbps minimum, 40 Mbps recommended, and 35 Mbps maximum for that row. These are published encoder settings, not a guarantee that an internet connection with that upload speed will sustain a broadcast. Leave network headroom and verify settings for the chosen workflow. YouTube recommends constant bitrate (CBR), a two-second keyframe interval (no more than four seconds), and RTMPS for secure contribution. Its general encoder guidance lists H.264, H.265/HEVC, and AV1. YouTube encoder settings.

HDR and HLS are a specific workflow
For HDR, YouTube says H.265/HEVC is required and allows RTMP(S) or HLS. The HLS-specific requirements include MPEG-2 transport stream packaging, H.264 or HEVC video, AAC audio, a closed GOP, and up to 60 fps. For HDR over HLS, the rolling playlist must have no more than five outstanding segments. Do not mix these instructions indiscriminately with general RTMPS settings: configure the encoder for the actual ingest mode and stream key. YouTube: Stream HDR video and YouTube HLS ingestion.
Separate the YouTube destination from a cloud transcoder’s input
Google Cloud recommends SRT over RTMP for input to its Live Stream API where possible, citing transport and recovery features; the encoder must support SRT. That is a connection into Google’s transcoder, not a direct YouTube connection. YouTube’s documented destination may use RTMPS or HLS depending on the workflow. Google Cloud Live Stream API: managed transcoding, not demonstrated playlist playout
Google documents RTMP or SRT input, HLS or DASH output, H.264/AAC support, Cloud Storage output, backup inputs, slates, and live-to-VOD features. These capabilities make it a candidate transcoding component in a custom pipeline. The cited overview does not establish that it schedules a stored video playlist continuously or publishes that playlist directly to YouTube.
Google’s best-practices table recommends 50 Mbps H.264 or 37.5 Mbps H.265 for 2160p/50–60 source input, and a 25 Mbps H.264 output rendition at that resolution and frame rate. Its quota documentation lists UHD input up to 2160p, 50 Mbps, and 60 fps; UHD output up to 2160p, 25 Mbps, and 60 fps; and two UHD output streams per channel. This can process UHD/60 within those published limits, but the 25 Mbps output rendition is below YouTube’s general 40 Mbps recommendation for 2160p/60. Google Cloud says Live Stream API is charged on demand for encoding and streaming, with output pricing depending on resolution and codec. That does not calculate the full cost of a playlist pipeline: storage, compute or playout, and network egress may also matter. Google Cloud Live Stream API pricing.
AWS Elemental: documented 4K HDR YouTube workflow over HLS
AWS describes a 4K HDR live-to-YouTube workflow using Elemental Live or MediaLive with HLS ingest. Keep that protocol specific: the AWS walkthrough uses HLS for its described 4K HDR path. AWS codec tables listing H.264/AAC for RTMP output do not mean that RTMP is the contribution path used in that HLS workflow. YouTube’s HDR HLS requirements still apply. The cited AWS material does not establish that Elemental alone schedules a stored video playlist into a continuous YouTube broadcast. AWS 4K HDR YouTube workflow and AWS Elemental Live codec support.

OBS or another self-managed encoder in the cloud
OBS documentation explains that hardware encoding can move encoding work from the CPU to a specialized GPU component. In a cloud VM, that is useful only if the chosen instance exposes suitable hardware and the software supports it; the cited documentation does not verify particular VM models, prices, or playlist automation. A GPU is not established as universally necessary. Even with a working encoder, you still need a playout mechanism, YouTube ingest configuration, persistent operation, and a way to monitor and recover the pipeline. OBS hardware encoding.

Before committing to a provider, ask for evidence against the full workflow—not just a claim of 4K encoding.
- Playlist operation: Does it accept stored media, provide playlists or scheduling, loop automatically, and restart after a failure?
- 4K/60 encoding: Which codec, resolution, frame rate, and bitrate can it sustain for the intended duration?
- YouTube contribution: Does it support the correct destination protocol—RTMPS generally, or HLS for the relevant HDR workflow?
- Resilience and visibility: Are there backup inputs, stream-health monitoring, alerts, and automatic recovery? Which failures require manual action?
- Component boundaries: Is the offer a transcoder, a playout system, or both? Identify who handles storage, scheduling, encoding, delivery, and reconnects.
- Full cost: Add continuous encoding or compute, storage, and network egress. A transcoding price alone is not a complete monthly pipeline estimate.
YouTube’s Live Streaming API exposes 2160p resolution and 60fps frame-rate values, as well as stream-health status fields. Those can help configure and monitor a broadcast, but the API does not itself play a stored playlist. YouTube Live Streaming API: liveStreams.
