Best Budget PC Parts for a 24/7 4K 60fps YouTube Live Loop in India

Intel Arc A380 and NVIDIA RTX 4060 are sourced AV1-encode candidates, but current India value and 24/7 reliability depend on exact parts and testing.

For a budget 24/7 YouTube loop at 4K/60fps, the most relevant sourced GPU candidates are the Intel Arc A380 and NVIDIA GeForce RTX 4060, both of which support AV1 encoding. Neither can honestly be called India’s best-value choice from the available evidence: current local prices, a compatible complete parts list, and continuous-duty testing are not established. Start by checking your actual encoder, platform settings, local stock and power requirements, then validate the finished PC under its own workload before leaving it unattended.

What the PC needs to do

A looped live stream sends encoded video from your PC to YouTube continuously. At 4K/2160p and 60fps, YouTube’s current guidance supports H.264, H.265/HEVC and AV1 over RTMP or RTMPS, with constant bitrate (CBR). A GPU is relevant when your chosen encoder software can use its hardware encoder; codec support alone does not prove that a particular software workflow, board or full PC will operate reliably around the clock.

YouTube’s settings are encoder targets, not a guarantee that an internet connection with the same nominal upload speed will remain stable. The machine also needs adequate cooling, a suitable power supply and a plan for detecting and recovering from interruptions.

Choose the encoder settings before buying parts

YouTube Help’s current live encoder settings page, accessed in 2026, gives these figures for 4K/2160p at 60fps:

Codec Recommended bitrate Minimum bitrate
AV1 35 Mbps 10 Mbps
H.265/HEVC 35 Mbps 10 Mbps
H.264 50 Mbps 14 Mbps

These are YouTube’s published encoder-setting recommendations and minimums, not a prescribed internet plan. A connection needs stable upload capacity for the stream and enough headroom for normal fluctuations and other network use.

  • Protocol: RTMP or RTMPS.
  • Rate control: CBR.
  • Frame rate: up to 60fps.
  • Keyframes: YouTube recommends a two-second interval; do not exceed four seconds.
  • Latency: YouTube’s guidance places 4K at normal latency, rather than the low-latency option.
  • HDR: For the listed HDR workflow, YouTube recommends H.265 over RTMP(S) and says AV1 is not supported.

YouTube automatically detects encoder settings by default. Its guidance says, “We recommend running a speed test to test your upload bitrate,” and, “Make sure to test before you start your live stream.” Test with representative movement and audio, then monitor stream health rather than assuming a nominal speed or a successful short test proves unattended stability. GPU candidates documented for encoding

Intel Arc A380

Intel’s Arc A380 Product Guide V1.3 documents AV1 encoding and describes the card as suitable for a dedicated streaming rig or media server. That is Intel’s product positioning, not independent performance testing or evidence of 24/7 reliability. Check the exact add-in-board model available in India: the guide does not establish its connector, dimensions, cooling, compatibility with a particular motherboard, or current price and stock. See Intel’s Arc A380 Product Guide.

NVIDIA GeForce RTX 4060

NVIDIA lists AV1 encode support for the RTX 4060 family. Its published specifications give the RTX 4060 a total graphics power of 115 W and a required system power of 550 W. These are NVIDIA specification values, not a measured whole-system 24/7 draw or a universal PSU calculation. Verify the precise board’s power connector and manufacturer requirements before selecting a power supply. See NVIDIA’s GeForce RTX 4060 specifications.

How to decide between candidates in India

The evidence supports treating the A380 and RTX 4060 as AV1-capable candidates, not declaring either today’s budget winner. Before buying, compare the exact model and your workload against these checks:

  • Encoder compatibility: Confirm that the software you intend to run can use the card’s encoder and output your chosen codec at the required resolution and frame rate.
  • Local price and availability: Check current Indian seller stock and the exact SKU on the day you purchase. No reliable price comparison here establishes a current street-price ranking.
  • Physical fit and power: Confirm the card’s dimensions, connectors, motherboard fit, case clearance and add-in-board vendor’s PSU requirements.
  • Thermals and noise: Assess the card and complete PC in the actual case and ambient conditions. No endurance or thermal testing establishes how either candidate behaves in your setup.
  • Whole-system operation: Validate power draw, temperatures, stream health, internet stability, restart behavior and monitoring with the intended encoder and representative content.

A GPU name alone cannot establish safe continuous operation. No complete compatible India build or total cost can be stated responsibly without selecting and verifying exact parts and current local prices.

Validate before leaving a loop unattended

  1. Configure YouTube and the encoder. Use the intended stream key and RTMP/RTMPS workflow. Set CBR, the chosen codec, 60fps, a two-second keyframe interval and the bitrate appropriate to that codec and resolution.
  2. Test representative content. Include the movement and audio characteristics of the real loop. Check that the encoder maintains its output and that YouTube reports healthy stream status.
  3. Check the complete system under load. Observe GPU and system temperatures, stability, power behavior and network performance in the final case and location. A brief successful test is not proof of long-term reliability.
  4. Exercise recovery. Confirm how the PC, encoder and YouTube session behave after a network interruption, encoder failure or restart. Arrange monitoring and a way to respond if the stream does not resume.

Or let it run in the cloud

If your goal is to keep an uploaded video or playlist live on YouTube, rather than to stream from a camera or build a local encoder PC, StreamNeo runs the loop from the cloud. Upload a recording or build a playlist, add your YouTube stream key once, and go live. Nothing has to stay on at home; it plays the video as uploaded, up to 4K 60fps at one price per slot, and automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly service is $9.99 per month. In India, UPI works as well as cards. Start your free StreamNeo day.
