There is no official weakest-to-strongest list; the placements below are judgments based on what the animated series show.
How this ranking measures power
“Powerful” here means more than the size of a single wave. The comparison weighs four things: combat skill, versatility, adaptability to the water and terrain available, and demonstrated scale paired with control. Healing and bloodbending count as important specialties, but they are not interchangeable with ordinary combat technique. Avatar Studios’ character page lists waterbending, healing, and bloodbending among Katara’s skills, but does not rank her against other benders: Avatar Studios’ Katara profile.
- Combat skill: technique, control, timing, defense, and performance against capable opponents.
- Versatility: the range of demonstrated waterbending applications. Healing and bloodbending are identified as specialized abilities.
- Adaptability: effectiveness when water is scarce or the terrain and water source change.
- Scale and control: the amount and range of water moved, precision, and whether the feat reflects a reliable capability rather than an exceptional moment.
The available material supports a leading tier of Katara, Korra, Unalaq, and Pakku, but does not establish a definitive order among them. The placements below are therefore a reasoned editorial ordering, not a canonical result or a measured statistic.
Animated waterbenders, ranked
1. Eska and Desna
Eska and Desna are formidable waterbenders, but the animated series gives them less sustained evidence of individual combat range and adaptability than it gives the leading contenders. Their coordinated fighting makes them dangerous together; ranking them below the strongest solo specialists reflects the narrower record of distinct individual feats, not a claim that either lacks skill.

2. Kya
Kya is a capable fighter who uses waterbending with precision and composure. Her experience and range of applications make her a strong contender, though the series does not give her the same breadth of high-level combat demonstrations as the benders ranked above her.
3. Tonraq
Tonraq is a powerful close-range combatant. He uses forceful, direct waterbending effectively, especially in physical confrontations. His strength and toughness matter, but his demonstrated range of technique and control is less extensive than that of the specialists above him.

4. Hama
Hama is an inventive and dangerous waterbender whose bloodbending makes her a major threat. That ability is a specialized form of control over another person, not a straightforward measure of ordinary waterbending strength. Her placement reflects the distinction between overall threat and versatility in open combat: the series presents her as exceptionally dangerous under particular conditions, but offers a narrower comparison with the broadest combatants.
5. Ming-Hua
Ming-Hua’s lack of arms does not prevent her from becoming one of the most agile fighters in the series. She shapes water into mobile, whip-like limbs and uses them for movement, reach, and attack. Her distinctive adaptation and combat effectiveness put her above conventional fighters with a more limited repertoire, though she has less evidence of large-scale control than the top tier.

6. Tarrlok
Tarrlok is an accomplished waterbender and bloodbender. Bloodbending sharply raises his threat in a confrontation, but it remains a specialized ability rather than proof that he surpasses every broadly capable waterbender in ordinary technique. His political power is not part of this ranking; only demonstrated bending matters.
7. Amon (Noatak)
Noatak, known as Amon, belongs near the top because of his exceptional bloodbending control. His ability to use bloodbending without the full-moon limitation shown for earlier practitioners makes him an unusually dangerous opponent. That specialty does not settle a ranking of ordinary waterbending: the available comparative evidence does not show that his conventional waterbending exceeds Katara’s, Korra’s, Unalaq’s, or Pakku’s.

8. Pakku
Pakku is a master waterbender with formidable technical discipline. His experience, control, and combat ability make him a leading contender, even though the animated series does not establish a conclusive head-to-head ranking against Katara, Korra, and Unalaq. A secondary technique summary identifies him among users of advanced forms such as waves, water whips, and water spouts; those examples are useful prompts for episode checks, not a canonical ranking: Avatar Wiki’s waterbending overview.
9. Unalaq
Unalaq combines high-level waterbending with a distinctive spiritual focus. For this list, only his human waterbending counts: spirit power and transformations are excluded so he can be compared on the same terms as the other characters. His technique, control, and combat skill place him among the strongest, but the series does not resolve his position relative to the other members of the leading tier.

10. Korra
Korra is an exceptional waterbender as well as a highly capable fighter. Her adaptability and ability to apply bending under pressure distinguish her. This placement counts her demonstrated waterbending without Avatar State amplification; including the Avatar State would change the source of power being compared and make the ranking less useful as a comparison of individual waterbending skill.
11. Katara
Katara takes the top spot for the combination of growth, breadth, and demonstrated mastery across the animated series. Her waterbending is complemented by healing and bloodbending, both separately identified skills on her official profile. Those specialties strengthen her overall versatility, while her combat technique and adaptability support her standing even when they are set aside. This is an editorial choice among a close leading group, not an officially settled verdict.

Katara, Korra, Unalaq, and Pakku each have a strong case, but the series does not provide a controlled comparison under identical conditions. Their feats differ in setting, available water, opponents, and the purpose of a scene. Katara’s healing and bloodbending add specialized versatility; Korra’s Avatar State is excluded; Unalaq’s spirit-related power is excluded; and Pakku’s record is shaped by his role as a master and teacher. The ranking above favors breadth and demonstrated control, but another reasonable weighting could move these four without contradicting an official order—because no such order is established by the cited official character material.
What “every waterbender” can and cannot mean here
The title is narrowed to named human waterbenders who demonstrate waterbending in the two animated series. It does not claim to cover the live-action adaptations, comics, novels, games, or all historical and spiritual figures. For example, Netflix’s guide discusses its live-action Katara and her development in that adaptation’s first season; that is not evidence for ranking animated-series Katara: Netflix Tudum’s live-action character guide. Avatar Studios’ profile identifies Aang as a character with waterbending skill, but this ranking excludes Avatar State amplification and focuses on the distinct waterbender field rather than treating every character who can waterbend as an equivalent specialist.
