What “free” means here
This list covers licensed services with no recurring subscription fee. It excludes seven- or 30-day trials, paid catalogs that merely contain a free section, and unofficial sites offering unauthorized copies. Tubi describes its service as free and legal, with short ad breaks supporting the platform (Tubi’s explanation). Xumo Play says it is free, ad-supported, and does not require a subscription, account, or credit card (Xumo support). Plex likewise identifies its free on-demand service as ad-supported (Plex support).
1. Tubi: best overall for free movies and shows
Tubi is the best first stop when you want to choose a movie or episode immediately rather than follow a channel schedule. Its catalog includes movies, series, reality programming, horror, action, and older studio titles. Tubi identifies partners including Paramount, Lionsgate, and MGM, and lists support for web browsers, Android, iOS, Roku, Apple TV, Amazon Fire TV, Xbox, Samsung and Sony smart TVs, PlayStation, Xfinity platforms, and other devices (Tubi; device and getting-started information).
Advertising interrupts both films and shows. Tubi’s country catalogs and individual titles change when licenses expire, so search for a specific film inside the service instead of relying on a static “available on Tubi” list. A large catalog does not imply current theatrical releases.

2. Pluto TV: best for live-channel surfing
Pluto TV is closest to cable-style viewing: select a channel and watch whatever is scheduled. It also offers on-demand movies and shows, but its distinctive value is the live guide, themed channels, classic television, news, reality programming, and background viewing. A program may already be in progress, and ad breaks are part of the linear experience.
Channel lineups and counts change by country, device, and date. Do not treat an old third-party channel count as permanent; check the current US lineup at Pluto TV.
3. The Roku Channel: best for Roku households
The Roku Channel combines free on-demand movies and shows with live streaming channels. Roku’s support documentation says its devices expose free movies, current-season episodes, classic shows, and live channels through Free or Featured Free areas (Roku support). On Roku TV, an antenna can appear alongside free streaming channels in the channel guide.
Keep the categories separate: The Roku Channel is a service, while Roku is the operating system and hardware. Netflix, Hulu, Prime Video, and other paid apps remain paid. Roku also distinguishes genuinely free programming from authenticated TV Everywhere content that requires a qualifying cable or satellite subscription (Roku’s authentication guidance). Availability can differ among Roku hardware, smart-TV versions, the standalone app, and the web.

4. Plex: best for free streaming plus personal media
Plex provides a free, ad-supported on-demand catalog and ad-supported live TV, with apps for browsers, phones, streaming players, smart TVs, and game consoles. A free account can add watchlists and personalization (Plex free-versus-paid details; free catalog).
Two Plex features that are easy to confuse
- Plex’s free catalog: licensed movies and shows supplied with advertising.
- Plex Media Server: your own legally obtained files streamed from a computer or storage device.
Installing Plex does not provide every movie you own digitally, and a personal library is not the same thing as Plex’s commercial catalog. The broader interface can also display rentals, purchases, and personal media, so check that a title is marked free before playback (Plex FAQ).
5. Xumo Play: best no-login option
Xumo Play is designed for casual viewing without registration: Xumo says no subscription, login, or credit card is required. It combines live channels with on-demand movies and shows; the web service has live-guide, movies, TV, and network sections (account requirements; Xumo Play; free movies).
Xumo’s product page has promoted figures such as 350-plus channels and 15,000 on-demand titles. Treat those as dated promotional counts, not guarantees. Xumo Play is different from Xumo TVs and Xumo Stream Box hardware. Xumo’s support documentation also says parental controls are currently unavailable for Xumo Play.

6. Kanopy: best library-based ad-free option
Kanopy is the strongest choice for documentaries, independent cinema, educational titles, and films without traditional commercial ad breaks—if a participating public library or university supplies access. Check eligibility at Kanopy and follow the institution search and verification process in its help center.
A library card alone is not a universal guarantee: the library or school must maintain a Kanopy relationship. Monthly or title-based borrowing limits may apply, and an institution can change or suspend access according to its licensing budget. Ad-free does not mean unlimited.
7. Hoopla: best for library-card borrowing
Hoopla lets patrons borrow movies and TV alongside ebooks, audiobooks, comics, and music. Access depends on a participating library, not merely possession of any library card. Start at Hoopla and consult its help pages.
Your library sets monthly borrow allowances and loan periods. A title can therefore be available to one patron and unavailable to another, or expire after a limited loan. Hoopla is best understood as digital library borrowing rather than unlimited free streaming.

- Pick a movie or episode now: Tubi.
- Surf live channels: Pluto TV or Xumo Play.
- Use a Roku TV or player: The Roku Channel.
- Combine free streaming with your own media: Plex.
- Have a participating library or university: Try Kanopy for films or Hoopla for a wider digital-media collection.
- Avoid creating an account: Xumo Play is the clearest option.
Ads, catalogs, and devices: practical limits
Advertising
The first five services generally use advertising instead of subscription payments. Ad frequency varies by service, program, device, country, and available inventory; no fixed number of interruptions should be assumed. If ads are unacceptable, check library-supported Kanopy or Hoopla first.
Live versus on-demand
On-demand playback starts when you choose. Live or linear channels show the scheduled program, even if it has already begun. Pluto TV and Xumo Play emphasize live viewing, while Tubi emphasizes on-demand; The Roku Channel and Plex combine both.
Device differences
Web, mobile, smart-TV, and game-console apps may not expose identical catalogs or features. If an app is missing, check the service’s official support page, try its website, or use a supported streaming device. Compatibility depends on operating system, manufacturer, country, app-store region, and device age.

- Check that you are in the service’s own free catalog rather than a device-wide search that mixes rentals and subscriptions.
- Search the title directly on the service’s website.
- If it was previously free, assume its license may have expired or that regional rights differ.
Roku specifically notes that some results require cable or satellite authentication, so a listing inside a streaming interface is not automatically free (Roku support).

Are these services legal and safe?
Use the official websites and app stores linked above. Recognized ad-supported platforms and library-borrowing services license the content they present. Avoid unofficial sites promising newly released movies at no cost, downloads that require suspicious software, and lookalike pages requesting payment details. Confirm that the title is labeled free before pressing play.
Availability outside the United States
