Yes—legal free movie streaming is available in the United States. Tubi, Pluto TV, The Roku Channel, and Plex fund licensed catalogs with advertising; Kanopy provides ad-free viewing through participating libraries and schools. None reliably carries every new theatrical release, and catalogs change as rights expire.

What “free” and “100% legal” mean
“Free” normally means no streaming-subscription fee. It does not necessarily mean no account, no advertising, unlimited plays, or zero data collection. Tubi, Pluto TV, The Roku Channel, and Plex are ad-supported services. Kanopy—and the alternative Hoopla—are free to patrons when a participating institution pays for access.
These recommendations point to official services distributing content through licensing, advertising-supported partner catalogs, or library agreements. That is different from a site promising current cinema releases through anonymous uploads, mirror domains, aggressive pop-ups, or an unknown “player.” Use the official domains and app-store listings below.

Its catalog spans studio films, genre movies, documentaries, independent titles, and television content. Tubi says it offers thousands of hours rather than promising a fixed, permanent title count. Search and playback are primarily on-demand, so you can normally start a listed film from the beginning.
Supported platforms currently listed by Tubi include the web, Android, iOS, Roku, Apple TV, Amazon Fire TV, Xbox, PlayStation, and several smart-TV systems (device list). A free account can add personalization and watchlists; exact sign-in requirements can vary by device.
Trade-offs: Expect commercial breaks, changing rights, and uneven availability between apps. Tubi is not a dependable source for every current theatrical release, and you do not need a VPN to use its legal US service.

2. Pluto TV — best for live movie channels
Why choose it: Pluto TV feels like free cable. Its live channels schedule movies and themed programming, while a separate on-demand area lets you choose from available films.
The live model is the key distinction: a movie may already be partway through when you tune in, and channel schedules, titles, and availability change. On-demand playback gives you more control, but Pluto is strongest for browsing and channel surfing rather than locating one exact film immediately.

Pluto lists web, mobile, smart-TV, and major streaming-device support on its where-to-watch page. Account features and sign-in prompts can differ by platform.

3. The Roku Channel — best hybrid service
Why choose it: Roku combines free on-demand movies, television, Roku Originals, kids’ programming, and a live-TV guide. Roku’s support documentation describes thousands of free movies and shows and, at the time of writing, more than 350 live channels; channel counts are volatile (Roku support).
You can watch on Roku hardware, through the Roku Channel website, and through Roku’s mobile app. Roku also warns that content availability varies by location and platform.
Watch the labels: The interface can place free titles beside rentals, purchases, trials, or premium subscriptions. Confirm that a film says Free or Watch Free before playback.

Trade-offs: The experience is especially polished on Roku devices, but you do not need Roku hardware if your existing television, console, or browser supports the service.
Verdict: Use The Roku Channel if you want one place for free movies, live channels, and Roku’s original programming.
4. Plex — best for streaming plus discovery
Why choose it: Plex offers free ad-supported Movies & Shows and free ad-supported live TV. Plex says the online catalog is available without operating a personal Plex Media Server; a free Plex account is helpful for watchlists and personalization (Plex FAQ).

Its ecosystem also includes personal-media management and paid features, so the free movie catalog may not look like one simple Netflix-style shelf. The official service supports browsers, mobile devices, game consoles, streaming players, and smart TVs including Roku, Fire TV, Apple TV, Android TV, Samsung, LG, and Vizio (Plex streaming page).
Plex says advertising helps keep partner-provided content free and legal. It also notes that ad availability can differ between browser playback and big-screen apps; changing devices is not a guaranteed way to remove ads.
Trade-offs: Avoid confusing free titles with rentals or paid Plex features, and remember that the free catalog changes.

Verdict: Plex is a good choice when free movies, live TV, and a broader media-discovery toolkit matter more than a simple interface.

5. Kanopy — best ad-free library-card option
Why choose it: Kanopy is particularly strong for documentaries, independent films, classics, international cinema, and educational viewing. Access comes through participating public libraries, colleges, and universities, so a library card alone is not enough unless the institution subscribes.
Sign up with the institution’s approved credentials, then watch on the web, iOS, Android, Roku, and other currently supported platforms. Monthly plays or “tickets” are set by the institution. For example, Seattle Public Library lists 15 tickets per month, but that is not a universal Kanopy limit (library example).
Trade-offs: Your library or school may not participate, and limits can apply. Kanopy is not designed to guarantee the newest mainstream blockbusters.
Verdict: Check Kanopy before paying for another subscription if you want ad-free, thoughtful film programming.
How to watch legally and avoid deceptive sites
- Open the service’s official website or install its verified app from your device’s app store.
- Check that the title is marked Free, Watch Free, or included in your institution’s catalog—not a rental, trailer, clip, or premium add-on.
- For Pluto TV or live sections of Roku and Plex, determine whether the listing is a scheduled channel or an on-demand film.
- Never install an unknown player, browser extension, APK, or “codec” to start a movie.
- Be suspicious of promises of current theatrical releases, repeated redirects, fake download buttons, or domains imitating Tubi, Roku, Plex, Pluto, or Kanopy.
- Expect titles to disappear when licensing windows end. A search result is not a promise of US playback rights.
US availability, device support, and catalogs can differ by state, app version, device, and title. VPN use is not required for these recommendations and can trigger location or account problems.

Useful alternatives
Hoopla: A participating library may provide movies and television alongside ebooks, audiobooks, comics, and music. Borrowing rules differ from Kanopy; check your library and Hoopla’s library information.
YouTube: Use only clearly identified official free, ad-supported movies or verified rights-holder channels. Ordinary user uploads are not automatically authorized.
Samsung TV Plus, Xumo Play, and Sling Freestream: These FAST services are useful for live channels and occasional movies, but their catalogs and device availability change. Free network or studio apps can also offer selected films in particular regions.
