Its publisher, TheRichest, explicitly describes it as satire. MKULTRA itself was real, and official records document human experimentation, but the sources cited here do not establish that any of the celebrities on the list were involved.
What the celebrity list says—and what it does not prove
TheRichest published the exact-title listicle on November 26, 2016, with Leon Powell credited as its author. The article says: “This article is a satirical take on celebrity conspiracy theories that are currently available on the Internet.” That disclosure is central to how its claims should be read: as entertainment built around celebrity rumors, not as reporting that documents CIA control of the people named.
The official sources discussed below document the history and scope of MKULTRA, but they do not substantiate the listicle’s celebrity allegations. The available evidence here therefore does not support presenting any of the names as confirmed subjects. The listicle itself is the source for what it alleges; it is not independent proof that those allegations are true.
What official records establish about MKULTRA
A real CIA program involving human experimentation
In testimony to the U.S. Senate in 1977, CIA Director Stansfield Turner described MKULTRA as an umbrella project. Some subprojects examined behavioral modification through drugs and hypnosis, and some tests involved unwitting subjects. Turner said recovered records gave the agency its first detailed insight into 149 subprojects. That figure refers to subprojects discussed in his statement—not to a number of celebrity subjects. Read Turner’s September 21, 1977, testimony.

The hearing’s account of institutions and missing records
The 1977 Senate hearing record says recovered material implicated 86 universities or institutions. That count does not mean every institution conducted the same kind of research. The hearing also records that the CIA destroyed the bulk of its MKULTRA records in 1973, and that later-discovered material expanded what investigators knew. Read the Senate hearing transcript.
Why missing records do not identify celebrities
A September 12, 1977, letter from CIA Legislative Counsel George L. Cary said the agency files located at that time did not contain the names of people who may have been unwitting subjects. That is a meaningful limit on what surviving records could show. It does not establish that a particular celebrity participated, nor does it turn an unsupported rumor into evidence. Read Cary’s letter.

How to assess the allegations
- Separate history from claim: Official testimony supports the conclusion that MKULTRA involved human experimentation; it does not verify the celebrity allegations in the listicle.
- Check whether a source names a person: The CIA letter describes a record limitation; it does not name possible subjects. The Senate hearing’s institutional count is not a celebrity list.
- Require person-specific evidence: A claim about an individual would need reliable documentation directly connecting that person to the program. The official sources cited here do not provide it.
- Do not treat speculation as corroboration: Symbolism, public behavior, or online repetition cannot establish CIA control. Missing records are a reason to qualify what is known, not to fill the gaps with guesses.
The responsible reading is straightforward: MKULTRA’s historical abuses are documented, while this listicle’s claims about famous people remain unverified rumors presented in a source that calls itself satirical.
