This editorial list compares one peak version of each character from the original series and Naruto: Shippuden, judging demonstrated combat feats, power, versatility, and matchup tools. Boruto-era upgrades are excluded so the list does not mix different versions. The placements are reasoned judgments, not canon facts.
How this ranking works
The scope is the original manga and Naruto: Shippuden, using each character’s strongest relevant version shown in that continuity. The list weighs what characters accomplish in combat alongside their range, defenses, speed, versatility, and ability to counter opponents. Reputation alone is not enough to settle a placement, and a group victory does not automatically establish that each participant could win alone.
Close rankings can change with different criteria. A July 21, 2026 secondary ranking by feats and portrayal, for example, places Kaguya, Naruto, Sasuke, Madara, Hashirama, Obito, Nagato, Itachi, Minato, and Tobirama in its top ten, while putting Might Guy and Jiraiya next. That is one dated editorial approach, not an official list or a canon verdict: the comparison ranking.
The 10 strongest Naruto characters
1. Kaguya Ōtsutsuki
Kaguya is the strongest choice for the top spot in this scope because the story presents her as a final antagonist whose power overwhelms Naruto and Sasuke and lets her send them into alternate dimensions. The official episode 679 synopsis identifies her as Hagoromo’s mother and says he entrusted powers to Naruto and Sasuke; it also describes her immense power and the pair’s need to seal her. An official anniversary retrospective recounts that she immobilizes them and uses alternate dimensions.

Her defeat was not a straightforward one-on-one contest: Naruto and Sasuke worked together, and sealing was central to stopping her. That makes her extraordinary battlefield control and the difficulty of the encounter strong evidence of her standing, but not proof that she would automatically win every individual matchup.
2. Naruto Uzumaki
At his Shippuden peak, Naruto belongs immediately below Kaguya. Hagoromo’s entrusted power and Naruto’s role in the final confrontation establish him among the series’ highest-level fighters. He is also one half of the team that ultimately seals Kaguya. Because that outcome depended on cooperation with Sasuke, it should be read as evidence of Naruto’s elite capability, not as a solo victory over her.

3. Sasuke Uchiha
Sasuke stands alongside Naruto in the Kaguya confrontation and receives power from Hagoromo, making him a clear member of the same top tier. The case for placing him just below Naruto is an editorial comparison, not an official distinction: the story’s joint sealing feat does not cleanly separate their individual strength. Different weights for specific abilities or matchups could reasonably swap their order.
4. Madara Uchiha
Madara’s peak as the final battlefield threat before Kaguya’s emergence places him among the most formidable characters in the series. Kaguya emerges from Madara in the official episode synopsis, marking a change to an even greater threat rather than a simple continuation of his fight. His place below Naruto and Sasuke reflects the scale of the later Kaguya conflict and the Six Paths power entrusted to the pair.

5. Hashirama Senju
Hashirama earns a high position through his portrayal as a legendary shinobi and the benchmark for earlier generations. He sits below the characters whose endgame powers and threats push the series’ combat scale further. This is a peak-version ranking, not a claim that Hashirama’s reputation by itself settles how he would fare against every later opponent.
6. Obito Uchiha
Obito’s peak belongs in the upper tier because he becomes a central, powerful combatant in the late-war conflict. He ranks below Madara and Hashirama here as an overall comparison of peak portrayal and battlefield threat. His position is especially sensitive to version choice: evaluating a single strongest incarnation avoids counting multiple stages of the same character as separate entries.

7. Nagato
Nagato’s place reflects the breadth of his combat capabilities and the scale of the threat associated with his power. He ranks below the late-war figures above him, whose peak portrayals operate at a higher level in the series’ escalating conflict. This placement is an overall judgment; a particular matchup could reward Nagato’s specific tools more heavily.
8. Itachi Uchiha
Itachi is exceptionally dangerous because strength is not only raw output: technique, timing, and the ability to punish an opponent’s mistake matter in a fight. He falls below Nagato in this list’s overall peak comparison, but a narrow ranking cannot represent every matchup. A specialist’s tools can make an individual duel less predictable than the overall order suggests.

9. Minato Namikaze
Minato’s speed and battle judgment make him one of the strongest shinobi of his era and a serious threat even against opponents with greater raw power. He ranks below Itachi here because the list gives greater weight to overall peak capability and versatility across the late-series power ceiling, rather than treating speed as a complete measure of strength.
10. Tobirama Senju
Tobirama completes the list as a highly capable shinobi whose combat skill and strategic approach keep him above many formidable alternatives. His placement at number ten is a close editorial cutoff, not an objective line separating strong characters from weak ones. The July 2026 comparison list similarly places him tenth, but another method could move characters such as Might Guy or Jiraiya into the final slot.

A character’s rank depends on which version counts and what “strongest” means. Peak Shippuden forms, Boruto-era upgrades, raw destructive power, versatility, direct fight results, and reputation do not produce identical lists. Even the Kaguya encounter resists a simple ranking inference: official summaries describe a formidable opponent, but also emphasize two heroes working together and a sealing solution.
Official Shueisha character data books provide profiles and technique entries, not a definitive strength ranking. Jin no Sho is described as covering 270 shinobi and 232 techniques; its paper edition is listed as released November 4, 2014, with 392 pages and ISBN 978-4-08-880263-3. Sha no Sho is described as containing profiles for more than 130 shinobi and 115 techniques; Shueisha lists a paper edition dated September 4, 2008, and a digital edition dated February 4, 2015. Rin no Sho is described as covering 137 characters and 86 techniques. Those counts describe book contents, not character strength.
