Jeffrey Donovan did not return as Detective Frank Cosgrove when Law & Order started season 23. The reporting available on the question reports a production decision, not a departure Donovan chose: TVLine reported on November 15, 2023, citing sources close to the show, that he was let go for creative reasons. NBC declined to comment, and no first-person explanation from Donovan has been published in the reporting found. The season 23 premiere gave the character its own in-story explanation, but that is fictional dialogue, not confirmation of why the production made the decision.

What happened to Frank Cosgrove

  • Donovan played Detective Frank Cosgrove in seasons 21 and 22, after Law & Order returned in 2022.
  • He was absent when season 23 began. The character was not written back into the show’s opening episode as a regular.
  • The season 22 finale did not set up an exit. Nothing in that episode signaled that Cosgrove was leaving, which is one reason the change drew attention from viewers.

The reported production reason

The only behind-the-scenes explanation in the reporting is TVLine’s November 15, 2023 story. It described sources close to the show as calling the decision a firing for creative reasons. Three points define how much weight that report can carry:

  • The sources are unnamed. TVLine did not identify who described the decision, so readers have no way to check the claim against a named person.
  • NBC declined to comment. The network did not confirm or dispute the creative-reasons account.
  • Donovan’s side was contacted, but no response is recorded. TVLine said it reached out to his camp. The reporting found does not include a public statement from him about the exit.

TheWrap repeated the casting news and attributed the creative-reasons account to TVLine. That shows the claim spread, but it is not an independent second source. Every version of the story traces back to the same report.

The on-screen explanation

The season 23 premiere addresses Cosgrove’s absence directly. New detective Vincent Riley asks Jalen Shaw about Cosgrove, and Shaw says he was a great cop who “just got jammed up” for being too honest. That is the show’s account within the story. It explains why the character is gone from the squad, but it does not explain why the production removed the actor, and it should not be cited as if it were a statement from Donovan or from NBC.

Two explanations, two kinds of evidence

Readers often combine the on-screen line and the reported production decision into one story. They come from different kinds of sources, so keep them separate:

Explanation Where it appears Who is speaking Status
Let go for creative reasons TVLine report, November 15, 2023 Unnamed sources close to the show Reported; NBC declined comment; not confirmed on the record
Cosgrove “got jammed up” for being too honest Season 23 premiere dialogue Jalen Shaw, a fictional character Scripted, in-story explanation only
Donovan’s own account of leaving Not stated in the reporting found Not stated No public first-person explanation located

What is not established

The available reporting does not support several claims that often circulate with this story:

  • That Donovan quit or chose to leave the series.
  • That a specific creative disagreement, contract dispute or personal conflict caused the decision.
  • Any ratings, audience or episode-count figure tied to the departure.

Each of these may be discussed in other coverage, but none is documented in the sources that describe the decision itself.

How to describe the exit accurately

A precise sentence for an article, social post or forum reply is: “TVLine reported, citing sources close to the show, that Donovan was let go for creative reasons.” If you add the on-screen line, label it as the show’s explanation within the story. The word “abruptly” is common in headlines, but the reporting does not describe when the decision was made or how it was communicated to the cast, so the suddenness is a framing choice rather than a documented detail.

If you are checking the story yourself, start with TVLine’s November 15, 2023 report, then compare it with the season 23 premiere. Any new statement from Donovan, NBC or the show’s producers would supersede the reporting described here, and it should be checked against the original publication before it is repeated.
