On February 25, 2025, the White House announced that its own press team, not the White House Correspondents’ Association (WHCA), would decide which news outlets receive seats in the limited-capacity presidential press pool. The Associated Press reported the change as a sharp break from a long-standing arrangement in which journalists selected pool participants and shared what they saw with the wider press corps. The decision remains contested in court as of October 8, 2026, when the AP reported on a new access case still in progress.
What the presidential press pool does
The press pool is a small group of reporters who attend events where space is too limited for every journalist to be present. These include the Oval Office and Air Force One. Pool reporters watch closely, then relay what they see and hear, including presidential movements and remarks, to outlets that could not attend. In practice, the pool decides two things: which journalists get direct access, and which reporting the rest of the press corps depends on.
Space is the reason the system exists. A June 25, 2025 opinion from the U.S. Court of Appeals for the D.C. Circuit notes, for example, that the East Room holds roughly 180 people, and smaller rooms are narrower still. When a room is that small, whoever is inside sets the record for everyone outside.
What changed on February 25, 2025
The White House announcement stated that “the White House Press Pool will be determined by the White House Press Team.” Press Secretary Karoline Leavitt presented the change as an update to how the White House deals with modern media. In the AP’s account of the announcement, she said: “It’s beyond time that the White House press operation reflects the media habits of the American people in 2025, not 1925.” She also framed the change as ending what she described as a monopoly by a select group of Washington journalists.

According to the AP, the administration planned to rotate traditional outlets and bring in some streaming services. That is the administration’s stated plan, and its rationale should be read as a claim about intent. The reporting does not by itself show how much wider access became in practice.
WHCA President Eugene Daniels responded in the same AP report: “This move tears at the independence of a free press in the United States. It suggests the government will choose the journalists who cover the president.” That is the association’s position, and it is presented here as one side of the dispute.

WHCA and the White House: who does what
Many readers assume the WHCA controls access to the White House. It does not. The association is a nonprofit membership group for White House journalists. Its current member information, reviewed on October 8, 2026, states: “The WHCA does not manage access to the White House.” It describes its work as helping to facilitate coverage and logistics. Applicants seeking briefing-room access or new-media seats are directed to the White House Press Office.

Two different things are easy to confuse. WHCA membership is a professional affiliation. White House credentials and event access are government decisions. A journalist can belong to the association and still be excluded from a particular event, and a reporter can receive access without being a WHCA member.

The AP dispute that shaped the story
The change was announced in the middle of a dispute over wording. The AP kept using “Gulf of Mexico” in its own reporting after President Trump directed a federal renaming to “Gulf of America.” The D.C. Circuit opinion records that the administration did not dispute excluding AP reporters from the pool and other press events because of the AP’s continued use of that terminology.
The same opinion describes a preliminary injunction that bars the government from excluding the AP on the basis of viewpoint from pool events and other limited-access events open to the press corps. That is a procedural ruling. It addresses viewpoint-based exclusion in that case. It does not settle every question about who may attend White House events, and it does not resolve the broader pool-selection arrangement.

The access case that remained open in October 2026
The dispute did not end with the AP. On October 8, 2026, the AP reported that attorneys for CNN, MS NOW, and Politico asked a federal judge to stop the administration from barring their reporters from the White House. Judge Timothy Kelly said he intended to rule by Tuesday, and possibly sooner, on whether to extend an order preserving access.
That report is a snapshot of the case on October 8, 2026. It describes what was pending, not how the judge ruled. Readers should check later coverage before treating any outcome as settled.

The administration’s position
In a statement dated September 21, 2026, the White House argues that access to the White House is a privilege, and it cites actions by past administrations to support that view. The statement also makes claims about press coverage, including a figure it attributes to the Media Research Center. Those claims are the administration’s own argument. They are useful for understanding its position, but they have not been independently verified in the sources reviewed for this article.
How to read the next update
- Check whether a report describes a ruling or a request for one. The October 8, 2026 AP story describes a request and an expected decision.
- Separate the pool from the wider credential system. A change to who fills pool seats is different from a change to who can enter the briefing room.
- Attribute the claims. The February 2025 rationale, the WHCA’s objections, and the September 2026 statement each come from a named speaker.
- Note the date of each event. The February 2025 announcement, the June 2025 appellate opinion, and the October 2026 proceedings are separate stages.
The WHCA’s May 12, 2025 statement adds another example of the same tension. It said it was “advocating for the wire service journalists to return to their seats on Air Force One,” after wire-service reporters were excluded from an international trip. The association presented that as its own position on access.
