Usually, yes: showing a movie to an audience outside a private home can require public-performance permission, even if the event is free. But the answer depends on the country, venue, audience, purpose, and rights for that particular film. Buying a disc or having access to a streaming service does not by itself grant permission to screen it publicly.
The examples below cover the United Kingdom, United States, and Canada. They are not universal rules or legal advice for a particular event; check the law where the screening will take place.
Do I need a licence to show a movie at a community event?
In the UK, government guidance says permission is usually needed to show films or TV in public, including at one-off events, film clubs, and community cinemas. Charging admission is not the deciding factor: a free event can still require permission. The government also identifies staff rooms and shared guest areas as settings where permission may be relevant. See GOV.UK guidance on showing films and TV in public.
In the United States, the statutory definition of public performance includes showing a work at a place open to the public, or where a substantial number of people outside the normal circle of family and social acquaintances are gathered. A membership list, private venue, or no-ticket policy does not automatically settle whether a screening is public. The facts and governing law matter. For a particular event, assess the country and locality, exact film and version, venue, audience, purpose, advertising, admission arrangements, and source and terms of the copy or stream. Then confirm who controls the required public-performance rights in that territory.
Does owning or streaming the movie give me screening rights?
No. A purchase, rental, library loan, or streaming subscription may give you access to a copy for specified uses; it does not establish that you can perform the film publicly. The U.S. Copyright Office distinguishes a lawful copy from permission to screen for entertainment, and UK guidance likewise treats public-showing permission as a separate question.

Ask the rights holder or an authorized licensing agent whether it controls public-performance rights for the exact title, version, country, venue, and event. Do not assume an agent can license every film in its catalogue or that a blanket licence covers every venue or use. The UK government names Filmbankmedia and MPLC as examples of licensing bodies, but says the type of licence and whether it is needed depend on the programme and premises. Confirm authority and coverage directly in the UK government’s explanation of changes to Section 72.
Can I show a movie at school?
United States: narrow face-to-face teaching exception
The U.S. Copyright Office says a lawful copy may be shown without permission as part of face-to-face teaching activities at a nonprofit educational institution, in a classroom or similar place devoted to instruction. The exception is not a general school-screening pass: a movie shown for recreation or entertainment does not qualify merely because it has educational, cultural, or intellectual value. The Office states, “If the movie is for entertainment purposes, you need to get a clearance or license for its performance.” Read its Fair Use FAQ; it recommends asking school or school-system counsel about applying the provision.

United Kingdom: curriculum-based exception noted for state schools
UK government guidance notes an exception for content shown as part of the curriculum in state schools. It does not convert an after-school film night or other entertainment event into a curriculum screening. Confirm that the actual use and premises fit the applicable rules, and check whether separate permissions apply.
Canada: educational-institution provision with specified conditions
Section 29.5 of Canada’s Copyright Act addresses certain performances by an educational institution, or someone acting under its authority, on the institution’s premises, for educational or training purposes and not for profit. The audience must primarily consist of qualifying students, instructors, or people setting curriculum. This is a condition-specific statutory exception, not blanket authorization for all school, nonprofit, or community screenings. Consult section 29.5 of the Canadian Copyright Act against the event’s facts.

What permissions might be needed besides copyright clearance?
In the UK, copyright permission is distinct from other possible requirements. Depending on the content and premises, a screening may also raise questions about a premises licence, a TV licence, or a commercial subscription. None automatically substitutes for the others. The relevant permissions depend on the exact programme and location; check each requirement with the applicable authority or provider.
How to clear a screening before announcing it
- Pin down the event. Record the country and locality, venue, exact film and version, audience, purpose, date, whether the event is advertised, and whether money will be charged or solicited.
- Check the copy’s terms. Identify whether it is a disc, download, library copy, or stream, and review the terms governing that access. Do not treat access as performance permission.
- Check for a specific exception. Compare the event—not just the organizer’s status—with the statutory conditions in the relevant jurisdiction. In particular, distinguish genuine instructional use from entertainment.
- Verify the rights source. Contact the copyright owner or an authorized licensing agent and confirm it can license public-performance rights for that title and territory, and that the proposed venue, audience, event, and date fall within the licence.
- Check separate venue or broadcast rules. Where applicable, confirm premises, TV, or subscription requirements independently of copyright clearance.
- Keep written confirmation. Retain the licence or rights-holder confirmation and any conditions, including limits on advertising, audience, venue, or term.
