The “Annie” with Hughie at the end of episode 7 is not Starlight: she is a shapeshifter working for Sister Sage, while the real Annie is being held captive. The impersonation gives Sage’s operation a way into the Boys’ information and sets up the possibility of making Starlight appear responsible for an attack on President-elect Robert Singer. The finale confirms the identity switch, but Sage’s political endgame succeeds through another route after Victoria Neuman is killed.
Was that really Starlight with Hughie at the end of episode 7?
No. The woman who appears to be Annie January is the shapeshifter. The real Annie has been abducted and imprisoned. The reveal comes when the supposed Annie accesses information in Hughie’s safe, exposing that the person close to him is an impostor.
Earlier, the shapeshifter uses contact with a Starlight fan to get close enough to take Annie’s identity. Annie and Hughie initially believe they are dealing with a captive victim; the episode’s ending reframes the apparent rescue and shows the danger of trusting someone who can copy a person they touch. TheWrap’s episode 7 recap and Uproxx’s episode 7 coverage describe the setup and reveal.
Why does Sister Sage use a shapeshifter?
The impersonation is useful for more than hiding the assassin’s face. As Annie, the shapeshifter can get close to Hughie and the Boys’ stored intelligence, while her appearance could make a later act of violence look like Starlight’s doing.

Before the finale aired, Men’s Health described the likely target as Singer and the likely purpose as framing Starlight. That was a reading of the episode 7 setup, not a finale-confirmed account of an assassination carried out by the shapeshifter. The finale confirms the identity theft and the danger around Singer, but it does not show the shapeshifter killing him.
What happens to the shapeshifter in the finale?
Episode 8 confirms that Hughie has been dealing with the impostor. The real Annie escapes captivity, confronts the shapeshifter, and defeats her as the Boys try to protect Singer. The identity swap is therefore resolved directly: the Annie who returns is the real one, not the infiltrator continuing the disguise.

TheWrap’s finale recap covers the reveal and Annie’s confrontation. For the lead-up to the episode, see Men’s Health’s pre-finale explanation; its prediction about how the shapeshifter might be used should be kept distinct from what the finale actually depicts.
What was Sister Sage’s larger plan?
Sage’s goal is political power, not simply a successful impersonation or an attack on Singer. In the finale, she tells Homelander that the larger outcome was part of her plan despite complications. The shapeshifter’s infiltration is one operation within that effort; the final transfer of power happens through the fallout from Neuman’s death and a recording used against Singer.

How the political outcome unfolds
- Butcher kills Victoria Neuman, changing the immediate course of the plan.
- A recording in which Singer called for Neuman’s assassination is released and used against him; Singer is arrested.
- Starlighters are blamed for Neuman’s death.
- Calhoun takes office and aligns himself with Homelander.
- Homelander receives authority over deputized supes.
TVLine’s finale coverage and Ready Steady Cut’s explanation of the ending describe the political result. Neuman’s death disrupts the route Sage expected, but the finale presents the coup’s advance as the outcome she intended, achieved by adapting to the change.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the shapeshifter plot connects to the coup
The two strands are connected, but they are not the same operation. The shapeshifter supplies infiltration, access to the Boys’ information, and the possibility of making an attack appear to come from Starlight. Sage’s broader strategy is the political transfer of power. By the end, Singer’s arrest and Homelander’s new authority—not a confirmed shapeshifter assassination of Singer—are what make that political result concrete.
