Who are the best cartoon villains of all time? This ranking spans animated television and feature films, rather than TV cartoons alone. It weighs how strongly each antagonist shapes the story, how memorable the character and performance are, and how distinctive the threat feels. “Best” here means the most compelling overall—not necessarily the most evil, frightening, or popular.
How this ranking works
There is no authoritative cross-studio scoreboard for animated villains. Lists differ in scope: Den of Geek takes a broad animated-film approach while limiting Disney’s share, whereas WatchMojo’s all-time cartoon-villain feature focuses on animated TV shows. This list intentionally brings film and television together, and its order is editorial judgment rather than a universal consensus.
The ranking prioritizes story impact and staying power, with characterization, performance, recognizability, and a distinctive threat as supporting factors. That separates a well-written or entertaining villain from a character who is simply exceptionally cruel. For comparison, Disneyclips’ Disney-canon “evilmeter” evaluates goals, deeds, craftiness, powers, and the effects of henchmen or sidekicks; that is a different measure from this cross-studio ranking.
The best cartoon villains of all time
-
Maleficent — Sleeping Beauty
Maleficent turns a grievance into a curse that governs the film’s central danger, then transforms into a dragon for the climactic confrontation. The threat is both personal and spectacular, while her commanding presence makes her memorable well beyond the mechanics of the plot. Disney Japan’s official villain page identifies her curse and dragon transformation.

Scar — The Lion King
Scar’s villainy is inseparable from the family and political stakes of the story: Disney Latino describes his actions against his brother and nephew. His ambition turns a succession conflict into a personal betrayal, giving the film’s danger emotional weight as well as consequences for its wider world.
-
Jafar — Aladdin
Jafar’s pursuit of power gives Aladdin a clear, escalating source of conflict. He is a schemer whose menace comes from the way he tries to control both people and events, not simply from the spectacle of his eventual power. Why these choices are not a universal verdict
Any all-time list depends on what it counts. A TV-only ranking will naturally exclude film antagonists, and a Disney-only ranking will answer a narrower question than a cross-studio one. Disney has an official villain grouping and character reference, but that brand category is not the entire field of animation.
Den of Geek contributor Kirsten Howard captures one reason these characters matter: “The very best animated villains linger in the mind long after the movie credits have rolled.” The ranking above treats that staying power as one element alongside narrative impact and characterization, rather than claiming a popularity poll or a measurable consensus.
