Shovon Chowdhury’s Scroll.in piece uses mock-serious humour, so its insinuations and examples should not be read as neutral biography or documented policy.
What the headline refers to
The phrase comes from the headline of Shovon Chowdhury’s Scroll.in article, published on November 25, 2015. It is a joke built around a purported censorship instruction. The article itself does not establish that an official order actually instructed anyone to replace “balls” with “cats.”
How to read the article
Chowdhury’s piece is satire, not a reported biography or an authoritative account of censorship rules. Its mock-instructional tone and examples are part of the comedy. Treat claims and insinuations in that register as elements of the joke unless they are independently corroborated.
What the article says about Nihalani
The piece attributes the sentence “If this is chamchagiri, I am proud of it” to Nihalani in a passage about a film made for the prime minister. That attribution is what the Scroll.in article reports; it should not be presented as independently confirmed on the basis of this article alone.

The article also includes a correction stating that Pahlaj Nihalani is not related to Govind Nihalani. Any mention of the supposed relationship should preserve that correction rather than repeat the mistaken claim as fact.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the piece does—and does not—establish
The article is useful as a satirical commentary from 2015, but it is not, by itself, evidence of an official “balls”/“cats” directive, a comprehensive account of Nihalani’s career, or independent confirmation of the quote. Its numerical references are part of satirical passages, not a named, sourced statistic.
