Trump’s Proposed 100% Tariff on Foreign-Made Films: What Was Announced—and What’s Known

Trump announced a process for a 100% tariff on films produced abroad, but the next-day White House statement said no final decision had been made. The proposal left key questions about film origin, coverage, valuation, and implementation unanswered.

Donald Trump’s May 4, 2025 announcement was not, by itself, an implemented 100% tariff. He said he was authorizing the Department of Commerce and the Office of the U.S. Trade Representative to begin a process for a tariff on movies produced abroad and brought into the United States. The White House said the next day that no final decision had been made. The announcement did not define which films would count, how a tariff would be calculated, or when one might take effect.

What Trump announced

On May 4, 2025, Trump said he was authorizing the Department of Commerce and the Office of the U.S. Trade Representative to begin instituting a 100% tariff on movies “coming into our Country” that were produced in foreign lands. The Associated Press reproduced his announcement and reported his claim that other nations had been “stealing the movie-making capabilities from the United States.” That was Trump’s characterization, not an independently established finding. The Associated Press report covered the announcement.

On May 5, White House spokesperson Kush Desai said: “Although no final decisions on foreign film tariffs have been made, the Administration is exploring all options to deliver on President Trump’s directive to safeguard our country’s national and economic security while Making Hollywood Great Again.” In other words, the public statements described a proposed process and ongoing consideration, not a complete tariff rule. The AP report also quoted the White House response.

Is the tariff in effect now?

The announcement and next-day White House statement do not establish that a tariff took effect. The official White House action identified in February 2026 concerned ending certain other tariff actions and did not mention a film tariff; that silence does not prove that no separate agency action exists. The available evidence therefore does not settle the tariff’s legal status as of October 8, 2026. A definitive current answer requires checking any later presidential proclamation or executive order, Federal Register notices, and records from Commerce, USTR, and Customs and Border Protection. The February 2026 White House action addresses other tariff actions.

What the announcement left undefined

The phrase “movies produced in foreign lands” does not say how a film’s origin would be determined. A production’s filming location can differ from its financing, ownership, or distribution. The announcement did not specify which of those factors—or another test—would control. Nor did it provide a tariff schedule beyond the stated 100% figure, an effective date, a valuation method, or customs procedures. Contemporaneous coverage by The Washington Post described unresolved questions about how a tariff might work.

Films shot abroad, but tied to the United States

The announcement did not resolve whether an American-financed or American-owned film shot overseas would be treated as a foreign-made movie. Production location, nationality, ownership, and import treatment are distinct questions; no rule connecting them was announced.

Production work, streaming, and other delivery

Trump referred to movies entering the country, but did not explain whether the proposal would cover production services, visual effects, streaming releases, or only imported finished films. Contemporary reporting identified practical questions about globally distributed films and services, not settled answers. The Washington Post’s report discussed these uncertainties.

Why the proposal was raised

Trump’s stated rationale was that foreign governments’ incentives were drawing film production away from the United States. The UK illustrates the competitive context: in 2025, the UK government’s Minister for Creative Industries, Arts and Tourism cited competitive tax credits and £5.6 billion in UK film and high-end television production spend in 2024. That is a UK production-spending figure, not a measure of U.S. production displaced by incentives or an estimate of a tariff’s effects. The minister’s statement to Parliament provides the UK figure and context.

There were also signs of pressure on production in Los Angeles. FilmLA recorded 451 feature-film shoot days in greater Los Angeles in the first quarter of 2025, nearly 30% fewer than in the first quarter of 2024, according to Reuters. This is a regional shoot-day measure, not a count of all U.S. production or jobs. Reuters reported the FilmLA figures.

At the same time, the Motion Picture Association reported $22.6 billion in U.S. movie-industry exports and a $15.3 billion trade surplus in 2023, figures cited by The Washington Post. Those trade measures describe sales across borders, not where films were shot. They do not erase evidence of declining local shoot days, just as falling shoot days do not establish that U.S. films were commercially losing abroad. The Washington Post cited the MPA figures.

A tariff is not the same as a production incentive

A tariff on imported finished films and an incentive for domestic production address different parts of the industry. A tariff could affect the cost or terms of bringing a covered film into the U.S. market, if a rule defined what counted and how it would be assessed. Incentives instead seek to make production in a location more attractive. The May 2025 announcement did not set out either a complete tariff design or a domestic incentive program, so it cannot show whether a tariff would bring production back or strengthen long-term U.S. production capacity.

That distinction matters because a film may be financed in one country, shot in another, finished with services from elsewhere, and distributed internationally. Without defined coverage and a method for valuing a film or its relevant services, the announcement does not tell studios or audiences what a 100% charge would apply to.
