The contrast points to Disney’s distinction between AI use it says is authorized and controlled, and use it alleges is not. The letter was a demand, not a court ruling, and the available sources do not establish that Disney had filed a lawsuit against Google at that point.
What Disney accused Google of
According to reporting on the letter, Disney alleged that Google used Disney-owned copyrighted material to train or develop AI systems without permission, and that Google’s products could generate or distribute images and videos depicting Disney characters and settings. Disney also reportedly objected to commercial exploitation of those outputs. These are allegations made by Disney, not findings established by a court. The Associated Press reported the letter and its date; TechCrunch described the alleged images and videos.
Disney’s phrase “massive scale” was its characterization of the alleged infringement. The reporting cited here does not quantify the number of works, outputs, or damages involved. Coverage connected the complaint to Google generative-AI products and services, including Gemini, Veo and YouTube, but product-specific references should be treated as reported context rather than proof that every service was formally named in the letter. 9to5Google’s account discusses those product references.
A letter, not a judgment
A cease-and-desist letter is a demand that a recipient stop conduct the sender believes violates its rights; it is not a judicial decision. The sources cited here describe Disney’s action as a letter sent December 10, 2025, and do not establish that a Disney lawsuit against Google had been filed at that time. The letter itself was not located as a public Disney court filing, so the account of its contents rests on news reporting.

Why the OpenAI deal made the timing notable
On December 11, 2025, Disney and OpenAI announced a proposed three-year licensing arrangement. Disney said it would cover more than 200 characters and related elements from Disney, Pixar, Marvel and Star Wars, including selected costumes, props, vehicles and environments. The announcement excluded performers’ likenesses and voices. Disney’s announcement and OpenAI’s announcement described the planned arrangement.
Disney also announced a $1 billion equity investment in OpenAI, plus warrants to purchase additional equity. The companies said selected Sora-generated videos were intended to be available on Disney+, and that Disney would use OpenAI APIs for products and experiences, including Disney+, while making ChatGPT available to employees. The announcement was subject to definitive agreements and customary closing conditions; the stated launch expectation for licensed-character generation was early 2026.

The juxtaposition suggests a commercial strategy: Disney was prepared to license defined uses of selected intellectual property while challenging what it characterized as unlicensed use elsewhere. That is an interpretation of the two announcements, not proof that the OpenAI deal was the sole reason for the Google letter.
Licensed use and alleged infringement are different questions
A company can authorize one party to use specified material under a contract and object to another party’s use outside that permission. The announced OpenAI scope was limited; it was not a license to Disney’s entire catalog or to imitate actors’ voices and likenesses. The public announcement does not disclose every contract term, so it cannot establish the full set of controls or remedies in the agreement.

This comparison is conceptual, not a disclosure of confidential contract terms or a finding about Google’s conduct. The OpenAI license does not prove that Google infringed, and Disney’s accusation does not settle whether AI training on copyrighted works is lawful.
The legal questions remain unresolved
Training is not the same issue as an output
Whether copying works to train an AI system infringes, qualifies as fair use, or is otherwise permitted depends on jurisdiction and the facts. A separate analysis applies to a particular generated image or video. Copyright claims about outputs can turn on protected expression, substantial similarity and the circumstances of creation; training allegations do not automatically determine the status of every output.

Resemblance alone does not decide infringement
A resemblance to a familiar character is not, by itself, a court ruling that copyright was infringed. Copyright does not give an owner exclusive control over every general idea, character trait or visual style. Trademark, publicity and unfair-competition questions may also arise around branding, voices or likenesses, but the cited reporting does not establish which legal theories Disney specifically asserted in its letter.
Google offered a brief response, but the available reporting does not provide enough detail to establish a substantive admission or denial. No conclusion about the merits should be inferred from that response. Ars Technica’s report is among the coverage discussing Google’s response.

Disney’s broader approach combines licensing and enforcement
The Google letter was not the only sign that Disney was pursuing control over AI uses of its intellectual property. Disney and Comcast’s Universal filed a copyright lawsuit against Midjourney in 2025, according to contemporary reporting. At the same time, the OpenAI announcement outlined licensing, investment and enterprise use. Together, those actions suggest a selective approach: negotiate over defined uses with some companies and pursue enforcement against uses Disney considers unauthorized. They do not establish one settled policy for every AI product or use. AP’s report and Ars Technica’s coverage provide context on the enforcement activity.
What Sora’s discontinuation means for the announced deal
OpenAI’s help documentation says the Sora web and app experiences were discontinued on April 26, 2026. It also says the Sora API is scheduled to be discontinued on September 24, 2026. OpenAI’s current Sora notice gives those dates; its safety announcement also reflects the product’s discontinuation.
The Sora shutdown changes the practical context for the early-2026 launch plan, but the sources cited here do not establish whether Disney’s agreement was terminated, amended or otherwise unwound. It would therefore be inaccurate to say that licensed Disney characters are currently available in Sora—or that the agreement was canceled—without a confirming source.
