Rotten Tomatoes’ list of the best movies associated with 2023 is a retrospective editorial guide, not a live ranking of the highest Tomatometer scores from a particular point during that year. Alex Vo’s guide, updated July 25, 2024, includes films labeled as 2022 releases and places some titles out of descending score order. Its numbered positions and Tomatometer percentages therefore answer different questions.
What Rotten Tomatoes’ 2023 list measures
Rotten Tomatoes calls its guide Best Movies of 2023: Every Certified Fresh Movie of the Year. It was updated on July 25, 2024, so it is a later retrospective—not evidence of how scores or rankings stood “so far” during 2023.
The guide’s order is editorial. It should not be presented as a strict ranking by Tomatometer percentage: for example, Godzilla Minus One is fourth at 99%, while Rye Lane is fifth at 98%; The Beasts appears eighth at 99%. A higher displayed percentage does not necessarily mean a higher position in this guide.

The guide details identify positions 1–8 and 10, but do not identify the ninth entry. Accordingly, they are not enough to reproduce all ten titles faithfully, and filling the gap or calling these the ten highest scores would be guesswork.
Why the release-year definition matters
The guide includes The First Slam Dunk, Joyland, and The Beasts with 2022 release-year labels. “Movies of 2023” can mean films released in the United States in 2023, films originally released anywhere in 2023, or titles grouped into Rotten Tomatoes’ retrospective guide. Those definitions can yield different lists. The guide’s own labels show that its collection is not simply restricted to films labeled 2023.

What Certified Fresh tells you—and what it does not
Rotten Tomatoes says every film in the guide is Certified Fresh. In its introduction, the guide explains that Certified Fresh films have a Tomatometer score of at least 75% after a minimum number of critic reviews: 40 for limited or streaming releases and 80 for wide theatrical releases, including at least five reviews from Top Critics.
That threshold describes certification eligibility; it does not explain the factors behind the guide’s editorial ordering. Nor does certification make a percentage a measure of audience approval: the Tomatometer reflects critics’ reviews, while the guide’s numbered positions remain a separate editorial presentation.

Are You There God? It’s Me, Margaret., listed second with a 99% Tomatometer score, adapts Judy Blume’s novel. That connection may be useful if you want to compare the film with its literary source.
