This ranking treats “cop movie” broadly, including detectives, patrol officers, buddy-cop comedies, international action films, and stories about police misconduct. It is an editorial selection, not an official all-time canon.
The order weighs each film’s craft and performances, influence, historical or cultural impact, lasting popularity, critical recognition, and how strongly policing shapes its story. The range matters: the genre has no single tone, from rogue officers and comic partners to corruption and against-the-odds heroism. The British Film Institute’s useful 1990s list is explicitly limited to that decade, while the American Film Institute’s 10 Top 10 project has no dedicated cop-movie category. Neither is an all-time answer, so the ranking below makes its own case.
How this ranking defines a cop movie
A cop movie qualifies when police officers or police work are central to the story. That includes a detective pursuing a case, a patrol officer confronting a corrupt department, partners working together, and an international action film built around police operations. A crime film does not automatically qualify just because a police officer appears in it; the work, institution, or authority of policing needs to shape the drama.
That boundary is flexible. The BFI’s 1990s overview spans rogue mavericks, comic partners, police corruption, and heroism, and explicitly sets aside obvious candidates such as Fargo and L.A. Confidential. Those choices show why lists differ: a film can overlap with the cop genre without making policing its primary subject.

The 10 greatest cop movies, ranked
1. Serpico (1973)
Sidney Lumet’s portrait of an honest New York officer confronting corruption earns the top spot because the institutional conflict is inseparable from the character drama. Al Pacino’s performance gives the film a restless moral center, while Lumet’s unsentimental city realism makes the cost of speaking out feel personal as well as systemic. It is a defining example of the corrupt-cop drama, not simply a story about one bad investigation.
2. Police Story (1985)
Jackie Chan’s Hong Kong action classic makes police work the engine for a remarkable blend of physical comedy and high-risk stunt choreography. Its standout set pieces are not detachable spectacle: they show a cop improvising under pressure and repeatedly paying for it. The film’s distinctive action craft and international reach give it a place near the top of a list that might otherwise lean too heavily on American police dramas.

3. Heat (1995)
Michael Mann’s crime epic earns its place through the unusually serious attention it gives to both sides of a pursuit, with Al Pacino’s detective a central force in the story. Its procedural detail, controlled visual style, and measured performances make the work of investigation feel like a vocation with a personal cost. Though it is also a heist film, the detective’s pursuit is so central that it belongs in a broad cop-movie ranking.
4. The French Connection (1971)
William Friedkin’s film follows New York detectives pursuing a major drug-smuggling operation, bringing street-level police work into a tense, documentary-inflected thriller. Gene Hackman’s performance is forceful without making his detective an uncomplicated hero. The film’s rough-edged realism and sustained chase sequences helped shape the modern police thriller, while its flawed protagonist keeps the question of what policing does—and permits—inside the story.

5. Beverly Hills Cop (1984)
Martin Brest’s comedy gives the genre a different kind of cop: Eddie Murphy’s Axel Foley uses speed, nerve, and comic disruption to work a case outside his home jurisdiction. The film’s charm comes from the friction between Foley and the more restrained officers around him, not just from jokes between action scenes. Its enduring popularity is reflected in AFI’s report that it grossed more than $233 million and remained the highest-grossing R-rated comedy for a quarter century, until The Hangover surpassed it in 2009; those are AFI-reported historical figures, not independently audited totals. AFI also reports that the film entered the National Film Registry in 2024. AFI’s feature on the film records Brest’s recollection that “Eddie had a buddy whose younger brother wanted to become an actor”—Damon Wayans, cast as “Banana man.”
6. The French Connection II (1975)
John Frankenheimer’s sequel takes Popeye Doyle beyond New York and makes the detective’s methods and limits part of the tension. Its international setting broadens the list’s idea of police work: the officer is no longer operating within familiar streets or familiar institutional support. It ranks below the original for its less concentrated impact, but stands out as a sequel that tests its cop against a new environment rather than merely repeating the first film’s formula.

7. Q & A (1990)
Sidney Lumet’s drama examines corruption and racial hierarchy within a police culture that protects its own. Nick Nolte plays a detective whose authority and brutality collide with the scrutiny of an assistant district attorney. Its place here rests on the way it makes institutional power, not just the solution to a crime, the central subject. The BFI situates it alongside Serpico and Prince of the City in Lumet’s unofficial police-corruption trilogy.
8. Police Story 3: Supercop (1992)
Directed by Stanley Tong, this entry in Jackie Chan’s series pairs Chan with Michelle Yeoh in a stunt-driven action story. Its international police partnership expands the genre beyond the familiar American buddy-cop model, and its physical ingenuity gives the officers’ work a kinetic, comic edge. The BFI highlights Chan, Yeoh, and the film’s action as key strengths in its broader account of 1990s cop films.

9. Blue Steel (1990)
Kathryn Bigelow’s thriller centers on a rookie woman officer, bringing a perspective often marginalized in a genre the BFI describes as a “boy’s club.” Jamie Lee Curtis’s character must establish authority while navigating danger and institutional expectations. The film earns its ranking not only as a tense genre entry but for making the officer’s position inside the profession part of the conflict.
10. The Glass Shield (1994)
Charles Burnett’s drama places race and police corruption at the heart of a rookie officer’s experience. Its quieter, character-focused approach offers a counterweight to the list’s action spectacles and star-driven thrillers: the institution’s power is visible in ordinary workplace decisions as well as dramatic confrontations. The BFI’s 1990s selection draws attention to the film’s focus on race and corruption. It also notes a dual-format Blu-ray/DVD edition; that historical release does not establish current stock or regional availability.

The American Film Institute’s 10 Top 10 project applied its own criteria—critical recognition, major awards, popularity over time, historical significance, and cultural impact—to ten named genres, but not to a dedicated cop-film category. AFI says its 2008 process used a ballot of 500 nominated films and a jury of more than 1,500 creative-community leaders. Its list definitions include mystery, which “revolves around the solution of a crime,” and gangster films, which center on organized crime or maverick criminals in a twentieth-century setting. Cop films can overlap with those genres without fitting neatly into either one.
The BFI’s 2017 list is another valuable reference, but its title is precise: “10 great cop movies of the 1990s.” It offers a decade-specific critical perspective, not a verdict on the whole history of the genre. Its examples illustrate the range a broader list should consider: Internal Affairs (1990) pits an internal-affairs investigator against a patrol officer; Miami Blues (1990) plays with a real-versus-fake-cop premise; and One False Move (1992) brings Los Angeles officers together with Arkansas sheriff Dale “Hurricane” Dixon. These films—and the BFI’s choices to exclude Fargo and L.A. Confidential—show how inclusion rules can change a ranking.
