There is no official list confirming ten One Piece characters who are stronger than Luffy. This fan ranking looks at the manga evidence available through the Egghead arc, weighing demonstrated combat feats, explicit in-story descriptions and how much uncertainty remains in a direct comparison. It identifies the strongest cases without treating every placement as proven: a title or reputation can make someone a serious contender, but it is not the same as a shown victory over Luffy.
How to read this ranking
Luffy is a demanding benchmark. ONE PIECE.com describes his Nika Devil Fruit, rubber-like abilities and Conqueror’s Haki, and lists his bounty as 3,000,000,000 berries on its character profile accessed in 2026. A bounty reflects the story world’s assessment of a pirate; it does not predict the winner of a one-on-one fight. ONE PIECE.com’s Luffy profile.
The order below is an editorial assessment, not a canon ranking. Candidates are included where their feats, status or story framing make a credible case for exceeding Luffy in at least some circumstances. The further a character is from a direct, comparable fight with him, the less certain the placement. Manga developments after the stated cutoff may change the picture.
Ten characters with a case to be stronger than Luffy
1. Imu
Imu sits at the top of the story’s political hierarchy, and the manga has connected the figure to extraordinary power and events that reshape the balance of the world. But Imu’s capabilities and limits remain incompletely established, and there is no settled direct fight with Luffy to compare. This is a high-ceiling inference, not a demonstrated win.

2. The Five Elders
The Elders’ abilities, unusual resilience and threat in the Egghead events make them credible candidates to overpower Luffy, especially in a drawn-out encounter. Their powers and vulnerabilities are not fully explained, and the manga has not provided a clean one-on-one result against him. Treat each Elder as a formidable, uncertain matchup rather than assuming a uniform power level.
3. Shanks
Shanks has exceptional Haki and has demonstrated the ability to end a confrontation decisively against a powerful opponent. That portrayal supports placing him among the few characters with a strong case to outmatch Luffy. Their relative strength remains unsettled: a decisive feat against someone else is not proof of how a fight between Shanks and Luffy would end.

4. Blackbeard
Blackbeard combines the Yami Yami no Mi with the Gura Gura no Mi, giving him an unusually dangerous mix of powers. His strategic opportunism also makes him a threat beyond a simple exchange of blows. The manga has not resolved a full fight between him and Luffy, so the matchup remains an inference about abilities and narrative stakes.
5. Akainu
Akainu’s magma ability and his role as a top Marine combatant place him among Luffy’s most consequential potential opponents. His past clash with Luffy demonstrates the danger he represents, but it does not settle their current comparative strength. A future confrontation could turn on circumstances, Haki and how Luffy handles Akainu’s attack range.

6. Dracule Mihawk
ONE PIECE.com’s official profile describes Mihawk as “the world’s strongest swordsman” and lists his bounty as 3,590,000,000 berries. Those are substantial signals of standing, not a guarantee that he wins every matchup or a direct measure that can be compared mechanically with Luffy’s bounty. The manga has not shown Mihawk fighting Luffy, so his placement rests on his title and portrayal. ONE PIECE.com’s Mihawk profile.
7. Kaido
VIZ’s description for Volume 92 calls Kaido “the strongest creature alive.” That is a pointed story description and supports treating him as a serious comparison, but it is not a universal, current ranking of every character. Luffy’s eventual victory over Kaido came amid a prolonged, complicated battle, rather than a simple demonstration that Luffy was stronger in every respect. The result and the context both matter. VIZ’s Volume 92 description.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
8. Monkey D. Dragon
Dragon’s position as the Revolutionary Army’s leader suggests immense influence, but influence and combat strength are not interchangeable. The manga has revealed too little of his fighting ability to make a confident direct comparison with Luffy. His inclusion reflects potential and narrative importance, not a proven superiority.
9. Silvers Rayleigh
Rayleigh’s history as a top-tier pirate and his advanced Haki make him a dangerous opponent even in old age. His experience could matter greatly in a real fight, but his current ceiling is not established by a direct, comparable battle with Luffy. This is a conditional placement, not a claim that age has left him at his former peak.

10. Monkey D. Garp
Garp’s reputation and demonstrated combat ability make him a plausible contender despite his age. The degree to which his current strength matches his prime is uncertain, and the manga does not establish a direct present-day Luffy-versus-Garp result. His case is strongest when assessing demonstrated ability and experience, not assuming that historical reputation settles the present-day matchup.

The strongest evidence in a power comparison is a directly shown, comparable fight. Explicit descriptions such as Mihawk’s swordsmanship title and Kaido’s Volume 92 epithet help establish how the story frames them, but neither is a universal scoreboard. Reputations, bounties and narrative importance are useful context; none independently proves who would win against Luffy.
The official material cited here supports details about Luffy and Mihawk, and VIZ’s description supplies Kaido’s epithet. It does not publish a definitive top ten or settle ten head-to-head matchups. The remaining placements are therefore fan interpretation of manga portrayal, with uncertainty especially high for characters whose fighting limits have not been shown.
