The episode splits its attention among Steph’s place in the vault community, Lucy’s discovery of Hank’s mind-control operation, and the Ghoul and Max moving toward danger near the New Vegas Strip. That structure gives the hour a clear set of thematic links—memory, power, and the price of controlling other people—but also makes its penultimate-episode function visible. Some threads deepen; others are being positioned for what comes next.
Does “The Handoff” work as a penultimate episode?
Partly. Its cross-cutting gives the episode forward motion and makes the separate journeys feel like parts of the same story rather than isolated subplots. The contrast between the vault’s ordered world and the danger outside also helps the ideas resonate across settings. Yet the episode is more effective at arranging its pieces than delivering a fully satisfying convergence. The Ghoul, Max, and Thaddeus are headed toward a consequential confrontation, while the vault story carries the more developed dramatic question.

That balance helps explain the mixed critical response. William Hughes of the A.V. Club praised the energy created by the cross-cuts; Vulture’s Jack King saw a familiar penultimate pattern of setup, simmering twists, and contained action. IGN’s Matt Purslow found it more satisfying than the preceding chapter but still part of a lull before the storm, while Tell-Tale TV’s Chris Gallardo described a mixed bag as Steph advances and other plots accelerate. Collider’s Ross Bonaime singled out the character work, especially Steph, and the questions it raises. Rotten Tomatoes displayed a 100% Tomatometer from seven reviews when accessed October 4, 2026; that is a small, changeable critic sample, not an audience score or a measure of consensus among all viewers.
What happened to Steph?
Spoilers: The episode opens on Steph’s past as a Canadian interned during the United States’ invasion. It connects that history to her eventual arrival in Las Vegas and her place in the vault program. In the present, opposition from Betty and Chet escalates, and Chet reveals Steph’s origins to the vault residents.

The revelation gives Steph’s authority and choices a more complicated foundation. Her story is not simply a secret-origin twist: it puts the vault’s social order in contact with the violence and exclusion that shaped the world outside it. The episode’s interest in Steph is one of its clearest strengths, though the emotional force of the reveal depends on how fully the series follows through on its consequences beyond the shock of disclosure.
What is Hank’s mind-control system doing?
Lucy learns more about the mainframe in Hank’s underground Vault-Tec operation and faces a difficult question: is it ever defensible to override people’s agency to prevent them from harming others? Her initial impulse is to destroy the system. After meeting a polite, reprogrammed former Legionnaire, she changes her mind.

That encounter makes the dilemma concrete, but it also puts pressure on Lucy’s turn. A controlled person who behaves peacefully is evidence that the machinery can suppress violence; it is not proof that coercion has become ethical. The episode’s most compelling tension lies in that gap. Lucy has seen how brutal people can be, yet the apparent alternative is a system that takes choice away. Her reversal opens a strong moral conflict, even if the change of position risks feeling like a way to keep Hank’s plot alive rather than a decision fully earned by what she has experienced so far.
How do the Ghoul and Max fit into the episode?
Outside the vault, the Ghoul, Max, and Thaddeus prepare to face deathclaws near the Strip. The Ghoul discovers that Max has the cold-fusion diode, but Max wants Lucy to decide what should happen to it. This gives their story an immediate physical threat and ties it to the choices unfolding in the vault.

The strand contributes urgency, but it is less emotionally settled than Steph’s or Lucy’s. Max’s decision to leave the diode’s fate to Lucy makes the object part of the episode’s broader question about who gets to wield power and make consequential choices. The danger ahead supplies a strong launch into the finale; the episode does not yet bring that conflict to a comparable resolution.

In a February 4, 2026 GamesRadar+ interview, Bethesda Game Studios executive producer Todd Howard said the creative team tries to tell stories from the perspective of people in the world, adding that “sometimes you’re gonna get conflicting accounts.” That is a useful way to approach adaptation and continuity: the series can raise questions about the games without settling every disputed account or selecting a particular New Vegas ending. Viewers need not have played the games to follow the episode, and the episode should not be treated as a direct retelling of one game’s plot.
Verdict
“The Handoff” is strongest when it turns Fallout’s spectacle into a problem of character and choice. Steph’s history gives the vault plot fresh weight, and Lucy’s response to Hank’s machine raises an unsettling question about whether safety can be separated from freedom. The action strand builds anticipation, but the episode’s several moving parts leave it feeling more like a thoughtfully arranged bridge than a complete dramatic payoff. It is a promising setup for the finale, not an entirely satisfying conclusion in its own right.
