Monetize, track, and block are Content ID policies chosen by a rights holder for matched video content. Monetize lets the rights holder earn from the video, sometimes sharing revenue with its uploader; track lets the rights holder monitor viewership; block makes the video unavailable in the territories covered by the policy. These policies generally apply to standard claims on videos, including an archived live stream—not as controls a regular creator chooses for their own live broadcast. A live stream can be interrupted while YouTube scans it for third-party content, before an archive exists or a claim appears on that archive. That live interruption is different from the later Content ID policy applied to an archived video.
What do monetize, track, and block mean on YouTube?
For a standard Content ID claim, the rights holder selects a policy for the matched video. The policy may vary by country or region.

These are rights-holder policies, not a menu where a regular creator can choose what happens to someone else’s copyrighted material. A video could, for example, be monetized in one country and blocked in another. If multiple partners have valid claims in the same territory, YouTube applies the policy that produces the more restrictive action. YouTube Help: How policies are applied.

Can a copyright claim stop a YouTube live stream?
Yes, but a live interruption and a Content ID claim on an archived stream are separate events. YouTube scans live streams for third-party content, including another live broadcast. If it detects such content, it may show a warning and replace the stream with a placeholder image. If the streamer does not address the content, YouTube may temporarily interrupt or terminate the stream. YouTube Help: Copyright issues with live streams.
A Content ID claim on the live-stream archive comes after the broadcast ends, if the creator chooses to archive it. The live scan can therefore disrupt a broadcast before there is an archived-video claim to review.

Why a stream can be interrupted despite having a license
A license does not necessarily prevent YouTube’s live detection from interrupting the stream. YouTube says the rights holder may need to add the channel to its Content ID allowlist. If you have permission to use the material, contact the rights holder and ask about allowlisting your channel; keep your license or permission records available. How live Content ID matching differs from standard claims
YouTube also has a separate live Content ID matching feature for eligible Content Manager partners. It is not the ordinary creator claim workflow. The feature requires global rights and exclusive ownership of the reference content used for matching. It compares a partner’s live stream with other live streams and can warn, replace, or eventually terminate a matching stream. YouTube says this matching process does not create claims.

For this partner-only feature, the policies available for live matches are monetize or block. As YouTube puts it, “Track policies will not work for Content ID matching on live streams.” YouTube Help: Use Content ID matching on live streams.
Is a Content ID claim a copyright strike?
No. A Content ID claim is generated by YouTube’s matching system and is distinct from a copyright removal request. A valid removal request is a separate process that can remove a video and result in a copyright strike. A Content ID claim by itself usually affects the video rather than the channel or account. What to do when a live stream is interrupted or an archive is claimed
If the live broadcast is interrupted
- Check the warning or notice in YouTube Studio to identify the detected material and the action YouTube took.
- If the material is not authorized for the stream, remove it or stop the broadcast from playing it. A live scan may continue to interrupt or terminate the stream if the content remains.
- If you have a license or other permission, contact the rights holder to request that your channel be added to its Content ID allowlist. A license alone may not stop live detection.
- Keep documentation of your permission and any communication with the rights holder in case you need to address a later archive claim.
If the archived stream has a Content ID claim
- Open the claim notice in YouTube Studio and review the matched content, territories, and policy: monetize, track, or block.
- Decide whether the match and policy are consistent with your rights. If you have a valid basis to dispute, follow the options and instructions shown in Studio; do not assume a license automatically prevents a live interruption or settles the archive claim.
- Pay attention to timing if you dispute or appeal. YouTube says that if you file within five days of the claim, revenue is held from the date of the original claim while the claimant reviews it. If you file later, revenue is held from the date of the dispute or appeal. Held revenue is paid to the appropriate party after resolution. YouTube Help: Monetization during copyright claim disputes.
Review the specific Studio notice: the applicable process and the video’s status depend on the claim and its current stage. A dispute concerns the claim on the video; it does not change the live-stream matching rules.
