If Oracle Cloud has reclaimed or terminated the VM running your 24/7 YouTube stream, first confirm the instance’s actual state and read Oracle’s notification. “Reclaimed” alone does not identify why it stopped. If the instance is terminated, check whether its boot volume still exists; Oracle documents using a retained boot volume or a boot-volume backup to create a replacement instance. Once the server and encoder are running, reconnect them to the correct YouTube live event and confirm the preview before treating the stream as restored.
What “reclaimed” means—and what to check first
Do not assume that “reclaimed” is a precise OCI status or that every stopped or terminated free-tier VM was preemptible. Check the instance state in the Oracle Cloud console, read Oracle’s notification, and review relevant event history. The recovery path depends on whether the instance is stopped, terminated, disabled, or otherwise unavailable, and on whether its storage remains.
Oracle explicitly warns that preemptible instances can be terminated at any time when capacity is reclaimed and are not suitable for long-running workloads. That statement applies to preemptible instances; it does not establish the cause of every OCI interruption.
Check whether the boot volume or a backup survives
If the original boot volume is retained
Look for the boot volume in the same region and availability domain as the instance. Oracle’s manual migration instructions include creating a new instance from the boot volume of a terminated instance. This can preserve more of the installed system state than starting from a clean image, but it does not guarantee that the replacement will launch or that every attached resource will be restored automatically.

If the boot volume is gone
Check whether you created and retained a boot-volume backup. Oracle documents creating a boot volume from a backup for disaster recovery, including cross-region recovery. See Oracle’s cross-region boot-volume backup guidance. A backup is useful only if one exists and is still available. If neither the original boot volume nor a backup remains, the cited recovery options do not establish a way to recover that disk’s contents.
Inventory attached resources before rebuilding
A boot volume does not necessarily reproduce the full instance configuration. Oracle notes that instances with extra VNICs, secondary IP addresses, attached block volumes, TPM, or load-balancer membership can require additional manual steps. Record which network interfaces, addresses, storage attachments, and startup services your stream setup depends on, then recreate or reattach what is needed.

Create and validate a replacement instance
- Choose the documented recovery source. Use the retained boot volume if available; otherwise, create a boot volume from a retained backup. Oracle’s migration and backup documentation describe these paths, but neither promises that a particular volume is still present in your account.
- Launch a replacement in an available placement. Select a region, availability domain, and shape appropriate to the workload, then attach or recreate required networking and storage. If creation fails, note the full error rather than assuming the volume is unusable.
- Separate quota errors from host-capacity errors. A tenancy service limit is not the same as physical host availability. Oracle’s Compute Service Overview distinguishes service limits from host capacity, and its service limits reference covers quotas. A host-capacity error may not be fixed by changing a quota. Oracle does not promise when a particular region, availability domain, or shape will have capacity; trying another placement is an option, not a guarantee.
- Start the application and verify it locally. Confirm that the operating system boots, required services start, the encoder can access its media and network, and any mounted storage is present before reconnecting YouTube.
Reconnect the encoder to YouTube
- Open YouTube Studio’s Live Control Room and select the intended live event or create the event you plan to use. YouTube’s live stream settings guide explains the event’s stream URL and stream key.
- Enter the current stream URL and stream key in the encoder running on the replacement VM. The URL tells the encoder where to send the feed; the key identifies and authenticates it. Keep the key private. If it may have been exposed, reset it in YouTube Studio and update the encoder with the replacement key.
- Start the encoder and wait for YouTube’s preview. Confirm that the intended video and audio appear and check stream health before making the event public or relying on it as the live output. Follow YouTube’s encoder setup instructions for the current workflow.
- Monitor the output after reconnecting. YouTube recommends, “Continuously monitor streams for audio and video quality,” and advises testing backup encoder failover in its live-streaming tips. A failover arrangement is something to configure and test; it is not an automatic guarantee of uninterrupted playback.
Protect the stream recording as well as the live output
YouTube’s encoder guidance says streams under 12 hours are automatically archived. That guidance does not mean a continuous 24/7 stream will necessarily be saved as one complete archive. If the documentary feed or its live transmission must be preserved, maintain a separate recording or archive plan and verify that recordings are being created and stored where you expect. Common recovery problems
- The instance says terminated, but you cannot find the boot volume. Check the correct region and availability domain, then look for retained boot-volume backups. Recovery from a backup depends on one having been created and retained.
- Instance launch reports “out of host capacity.” Treat this as a physical capacity issue, not automatically a quota problem. Check the relevant service limit separately; another shape or placement may be worth trying, but availability is not guaranteed.
- The VM boots, but YouTube receives no feed. Confirm the encoder is running, has network access, and is configured with the current event’s stream URL and key. Check the YouTube preview and stream health rather than assuming a successful VM boot means a restored stream.
- The key might have been exposed. Reset it in YouTube Studio and replace it in the encoder. Do not continue streaming with a key you believe is compromised.
- The replacement runs, but network or storage-dependent services fail. Review the instance’s extra VNICs, secondary IPs, attached block volumes, TPM configuration, and load-balancer membership. Oracle’s migration guidance warns that these may require manual work.
- The live output is back, but the archive is incomplete. Do not rely on one continuous 24/7 YouTube archive. YouTube’s automatic-archive statement applies to streams under 12 hours; use and verify a separate recording plan for longer continuity.
