If only one device is affected, start with its connection and playback load. If viewers on different connections report the same problem, check the creator’s encoder and stream health before changing settings. No single adjustment fixes every cause.
1. Find out whether the problem is local or stream-wide
Ask whether the video stutters on just one device or network, or whether multiple viewers on different internet connections see it too. YouTube says reports from many viewers on different connections can point to an encoder issue. If the problem is limited to one playback setup, investigate that connection and device first.
2. Check the viewer’s connection and device
Measure sustained playback speed
YouTube lists approximately 20 Mbps sustained speed for 4K UHD playback. Treat this as a guideline, not a guarantee or a failure threshold: a speed-test result alone does not ensure smooth live playback. This is the viewer’s download path, not the creator’s upload bitrate. See YouTube’s system requirements and supported devices.
Try a wired connection and reduce competing load
- If the playback device supports it, try Ethernet instead of Wi-Fi; YouTube says a wired connection may help.
- Check whether other people or devices are sharing the connection, or whether the network is interrupted.
- Close other browser tabs, browsers, and programs that may be competing for network or device resources.
A cable is a test for a local connection problem, not a remedy for an encoder fault. The cable category is not specified as a requirement by YouTube; use equipment compatible with your device and router.

3. If you control the broadcast, inspect its health
- Open the stream’s Live Control Room and review stream health and any messages.
- Check the encoder for error messages and CPU load. YouTube recommends looking for encoder errors on the live dashboard and checking the encoder’s CPU load.
- Review the local recording or archive. If it also looks choppy, the issue may originate before YouTube receives the stream.
- If the encoder output looks healthy but viewers still have trouble, investigate the outbound internet connection and contact your ISP if it is unstable.
- Test before the event using representative movement and audio, then monitor stream health while live. YouTube’s live-stream troubleshooting guidance explains the checks.
4. Verify the 4K/60 encoder settings
For 4K/2160p at 60 fps, YouTube’s encoder table gives codec-specific guidance. Use the row for the codec actually selected in your encoder; do not treat these ingestion bitrates as viewer download requirements.

- Set bitrate control to constant bitrate (CBR).
- Use a keyframe interval of two seconds where possible; YouTube recommends two seconds and says the interval should not exceed four seconds.
- Use a frame rate up to 60 fps.
- Make sure outbound bandwidth can sustain the selected bitrate. A setting within YouTube’s range cannot compensate for an unstable upload connection.
YouTube transcodes incoming live streams into output formats for viewers on different devices and network conditions. The full live encoder settings, bitrates, and resolutions table is the reference for these values; it is separate from YouTube’s video-upload bitrate recommendations.

5. Consider latency only if the issue is stream-side
YouTube warns that lower latency may mean more playback buffering. Its 4K guidance says 4K uses normal latency rather than the low-latency optimization option. Latency is a creator-side stream setting; changing a viewer’s browser setting does not change it. See Manage live stream settings.
