For a typical live encoder sending a feed to YouTube or another platform, use CBR (constant bitrate) unless the platform or a managed delivery workflow calls for something else. CBR makes the encoder’s output rate more predictable, and YouTube’s current live encoder guidance specifies it. VBR (variable bitrate) is often a good fit for video-on-demand and can also work in systems built to manage changing segment rates; it is not universally unsuitable for live video.
What CBR and VBR mean
CBR: a steadier target rate
CBR tells the encoder to aim for a configured bitrate over time. For a live contribution feed, that predictability can make the incoming stream and its segments easier to manage. It does not make your internet connection constant: network throughput can still fluctuate even when the encoder is set to CBR. Google’s VP9 bitrate-mode guidance and Cloudflare Stream’s live-input documentation describe the distinction and recommend CBR for ordinary live streaming where possible.
VBR: bitrate varies with the scene
VBR gives more bits to complex or high-motion material and fewer to simpler scenes. That can improve quality or efficiency when a delivery path can accommodate the changing rate. Google recommends VBR for high-motion VP9 video-on-demand, while recommending CBR for live streaming.
Which mode should you choose?

Do not treat “VBR never works for live” as a rule. The important distinction is an ordinary encoder pushing to a platform versus a managed pipeline designed to handle changing segment rates. Set bitrate for the platform, not just the mode
CBR or VBR does not determine the correct numeric bitrate by itself. Choose the codec, resolution, and frame rate first; then use the destination’s recommendation for that combination. Motion matters too: fast movement generally needs more bitrate than static slides at the same output format. Cloudflare Stream makes the same distinction in its live-input guidance.
YouTube Live examples
YouTube Help’s encoder guidance, accessed in 2026, specifies CBR and recommends a 2-second keyframe interval, with a maximum of 4 seconds. Its bitrate recommendations vary by codec, resolution, and frame rate. For example, the table recommends 17 Mbps for H.264 1080p60 and 12 Mbps for AV1/H.265 1080p60; for 720p30, it recommends 8 Mbps for H.264 and 6 Mbps for AV1/H.265. These are YouTube recommendations for the stated formats, not universal targets or independent measurements. Check YouTube’s current live encoder settings before a broadcast because platform guidance can change.

Upload capacity and content still matter
Your connection needs to sustain the chosen output rate reliably. Run a speed test, but do not rely on a headline speed alone: test the actual encoder setup with representative movement and audio, then watch the platform’s stream-health indicators during the event. YouTube recommends a preflight test with similar motion and audio and ongoing stream-health monitoring.
A practical setup and test sequence
- Choose the output format. Set codec, resolution, and frame rate to match the intended stream and the destination’s supported options.
- Consult the platform’s current table. Select its bitrate recommendation for that exact codec and video format; do not apply one example to every stream.
- Use CBR for an ordinary live feed. If a platform or managed delivery pipeline specifically requires another mode, follow its instructions.
- Set keyframes as required. For YouTube, use the recommended 2-second keyframe interval and do not exceed 4 seconds.
- Check network capacity and test. Run a speed test, then send a test stream using representative motion and audio.
- Monitor stream health while live. Investigate warnings or instability rather than assuming that a CBR setting guarantees a steady network connection.
What transcoding does—and does not do
Transcoding creates alternate resolutions, frame rates, or bitrates for viewers. It can let viewers on slower connections select a lower-quality version, but it does not eliminate the need to send a suitable ingest feed in the first place. Availability differs by platform and account tier: OBS’s documentation says YouTube transcodes all streams and describes Twitch access as tiered. Common problems and fixes
- The stream buffers or drops despite CBR. CBR controls encoder rate, not internet throughput. Test the upload path under the intended settings and check the platform’s stream-health data.
- The picture looks poor in fast-moving scenes. Motion-heavy content can require more bitrate than a static scene. Recheck the destination’s recommendation for the selected codec, resolution, and frame rate, and test with representative motion.
- A bitrate number from a guide does not match your setup. Recommendations depend on codec and video format. Use the platform’s current table for your exact combination rather than treating an example as a universal target.
- VBR causes inconsistent segments in a live pipeline. Ordinary platform ingest is generally better served by CBR. Use VBR only when the receiving workflow supports changing rates or segment sizes.
- Viewers cannot switch to a lower quality. That depends on the platform’s transcoding availability and account tier, not merely your encoder’s rate-control mode.
