What’s actually slowing this PC down?

Yes—if the service sends the stream from its own cloud servers. If your PC is running the encoder that sends video to YouTube, turning it off stops that encoder from sending. A cloud-hosted service can keep prerecorded video streaming while your PC is off, though cloud hosting alone does not guarantee uninterrupted service.
What determines whether the stream continues?
YouTube receives live video from an encoder. That encoder may be software running on your PC, standalone hardware, or a cloud-hosted service. YouTube’s instructions say to stop sending content from the encoder to end a stream; accordingly, a stream sent by an encoder on your PC depends on that computer continuing to run and transmit.
YouTube also describes standalone hardware encoders. They remove the PC from the setup, but the hardware encoder still has to be operating and sending the stream.
What happens with each setup?
Encoder running on your PC
The PC runs the streaming software and sends the video to YouTube using the stream URL and key. If you shut down that PC, its encoder stops sending. The broadcast cannot continue from that local encoder while it is off.

Standalone hardware encoder
A hardware encoder can send the stream without a PC, provided the device remains on, connected, and configured to send video. Turning off a separate computer does not stop a stream that the hardware encoder itself is sending.
Cloud-hosted prerecorded video
A cloud service can play and send hosted or uploaded video from its own infrastructure. After setup, your PC can be off because it is no longer the machine transmitting the stream. YouTube’s encoder help page lists Gyre as a cloud-based tool for 24/7 streaming of prerecorded videos without a dedicated PC. That listing identifies an example of the category; it is not an uptime guarantee or an endorsement.
