Yes—but only if your permission covers the particular film clips and the way you plan to use them, and you meet YouTube’s platform requirements. A license does not by itself guarantee that a livestream will stay up: YouTube says licensed creators should ask the rights holder to add their channel to its Content ID allowlist. A 24/7 stream also raises practical questions about repeated transmission, territories, monetization, and whether the broadcast will be archived.
What permission needs to cover
A copy of a film, an informal approval, or permission to use a clip in some other context does not establish that you may transmit it continuously to the public on YouTube. YouTube’s livestream terms put responsibility on the provider to have all necessary rights for exploitation of the live content on Google services throughout the world.
Before scheduling a stream, get written permission from the actual copyright owner or an authorized representative. Check that the grant expressly covers the use you intend to make, rather than relying on a broad statement such as “you can use this video.”
- Platform and format: YouTube livestreaming, including continuous or repeated transmission.
- Territory: The countries where the stream may be available. YouTube’s terms describe worldwide rights, while a particular license may be geographically limited.
- Duration: How long the permission lasts and whether it covers a recurring 24/7 broadcast.
- Monetization: Whether you may monetize the stream, if you intend to do so.
- Archive and replay: Whether the broadcast may be saved or replayed after the live transmission. YouTube notes that livestreams may be archived.
- All material in the clip: Check for separately controlled material, such as music, that may require its own permission.
Keep the signed grant, the covered titles, territory and duration details, the rights contact, and any platform-specific instructions available to whoever operates the stream.

Ask the rights holder to allowlist your channel
Content ID allowlisting is a separate platform step from obtaining a license. YouTube advises creators who have licensed third-party content to ask its owner to add the channel to the Content ID allowlist. Confirm the exact channel identity and the relevant territories with the rights holder, and ask them to confirm when the allowlisting is in place.
A license alone may not prevent YouTube from interrupting a stream if the channel is not allowlisted. Geo-restricting a stream does not replace this step, according to YouTube’s live-stream copyright guidance.

What can happen during and after the livestream
YouTube says it scans live streams for third-party content. If it identifies such material, it may replace the stream with a placeholder image and warn the streamer. If the material remains, YouTube may temporarily interrupt or terminate the stream. A copyright or Community Guidelines strike may also terminate a livestream.
Live enforcement and later claims are distinct risks. Even if the broadcast finishes, an archived livestream may receive a Content ID claim after it ends. That is why archive or replay rights belong in the written grant, and why a successful live transmission should not be treated as proof that every rights issue is resolved.

YouTube’s live Content ID matching feature is a separate tool for certain partners using YouTube Studio Content Manager. YouTube describes it as sensitive rights-management functionality that requires global rights and exclusive ownership for content used in live matching. It does not give an ordinary streamer permission to show someone else’s movie clips.
Does fair use let you run movie clips 24/7?
Not automatically. YouTube describes U.S. fair use as fact-specific and notes that copyright exceptions differ in other countries. The fact that a stream is continuous, uses clips rather than a whole film, or has a particular purpose does not by itself establish that the use qualifies.

If you plan to rely on an exception instead of permission, the answer depends on the specific material, use, and applicable jurisdiction. Get advice for those facts; YouTube says it cannot decide copyright ownership disputes.

- Identify the rights holder. Confirm who owns each film and who has authority to license it. Check separately controlled material included in the clip, including music where applicable.
- Get the grant in writing. Make sure it names the covered content and permits YouTube livestreaming, continuous or repeated use, the intended territories, monetization if planned, and archiving or replay if you will keep the broadcast available.
- Confirm scope and term. Compare the license’s territories and duration with your planned availability and schedule; do not assume the grant is worldwide or indefinite.
- Arrange Content ID allowlisting. Ask the rights holder to add the correct channel to the relevant allowlist and confirm the channel identity and territories.
- Keep records accessible. Give the operator the signed permission, rights contact, covered titles, territory list, permitted duration, and any platform instructions.
- Decide what happens to the archive. Confirm the permission covers saving and replaying the livestream, or do not assume that a live-use license covers an archive.
If YouTube interrupts a licensed stream
Do not assume that an interruption means the license is invalid—or that the license guarantees the stream can resume. Check the notice from YouTube, then verify with the rights holder that the correct channel and territories were allowlisted and that the grant covers the material and use at issue. If you cannot confirm those points, pause the affected content and resolve the rights or platform issue before restarting it.
