Yes. You can make a YouTube live stream public so everyone can watch while allowing only channel members to post in live chat. In YouTube Studio, enable Enable members-only chat in the stream’s Live chat settings and save. YouTube documents this for public live streams generally; its help pages do not spell out separate rules for continuous 24/7 broadcasts.
Public playback and members-only chat are separate controls
For the combination in this question, set the stream’s visibility to public and turn on members-only chat. YouTube says that everyone can still view a public live stream while only members can post in its chat. The chat restriction does not, by itself, make the video private or limit who can watch it. A members-only stream is a different choice: YouTube restricts viewing itself, and non-members see the stream’s thumbnail and metadata rather than watching it. YouTube Help: members-only live streams.
How to enable members-only chat in YouTube Studio
- On a computer, sign in to YouTube Studio.
- In the Stream area, create a stream or open the one you want to configure.
- Open Settings.
- Under Live chat, enable Enable members-only chat.
- Save your changes.

What to know before running a continuous stream
- The 24/7 detail is an inference. YouTube documents members-only chat for public live streams, but its help pages do not specifically confirm how the setting behaves across indefinite broadcasts or stream restarts. Do not assume persistence across restarts without checking the active stream’s settings.
- Meet YouTube’s live-stream eligibility requirements. YouTube says a channel must be verified, must not have had live-streaming restrictions in the previous 90 days, and the creator must be at least 16 years old. See YouTube Help: get started with live streaming.
- Embedded playback does not include YouTube live chat. YouTube says live chat is available on the YouTube watch page, not in embedded players. People may be able to watch an embedded public stream, but use the YouTube watch page for the documented live-chat experience. See YouTube Help: manage live chat.
When to use each setting
- Choose public playback with members-only chat when you want anyone to watch but want chat participation reserved for members.
- Choose a members-only stream when viewing itself should be limited to eligible members.
For a 24/7 broadcast, YouTube Studio’s built-in chat setting is the direct way to control who can post.
