Check YouTube Studio’s Stream Health message alongside FFmpeg’s speed and error output before changing settings; buffering alone does not identify the cause.
Diagnose the bottleneck before changing settings
- Read YouTube Studio’s Stream Health message. YouTube identifies configuration problems involving bitrate, frame rate, codec, audio, and keyframe frequency. Its guidance says infrequent keyframes can cause buffering, and insufficient incoming video can leave viewers waiting. Use the message to choose what to inspect next rather than changing several settings at once. See YouTube’s live stream health messages.
- Watch FFmpeg’s real-time progress and logs. If reported speed falls below
1x, delay grows, or logs show queue overflow, part of the input, encoding, or output pipeline may be unable to keep pace. This is evidence of a pipeline problem, not proof that the Pi alone is responsible. - Check sustained upload capacity. A speed-test peak does not show whether the connection can continuously carry the stream’s bitrate. YouTube advises testing upload bitrate and choosing quality for the available connection; Wi-Fi interruptions or congestion can cause trouble even when an average bitrate seems feasible.
- Identify what FFmpeg is doing. Determine whether it is copying an already encoded stream or transcoding it in software. Transcoding adds work; compare CPU load, resolution, and frame rate if FFmpeg is falling behind.
- Check latency mode. YouTube says Normal latency has the lowest amount of viewer buffering. Lower-latency modes reduce the viewer’s read-ahead buffer, and network congestion can still cause issues even when the connection sustains the average bitrate. Details are in YouTube’s latency guidance.
Without the Pi model, FFmpeg command and logs, network measurements, and exact Stream Health message, no single cause can be established for a particular setup.
Set YouTube encoder parameters the connection can sustain
YouTube recommends constant bitrate (CBR) and a two-second keyframe frequency, and says not to exceed four seconds. Its current H.264 guidance, checked in 2026, gives these examples:

These are YouTube ingestion recommendations, not a promise that a Raspberry Pi can encode that format in real time or that an internet connection can sustain it. Pick a resolution, frame rate, and bitrate that the entire setup can maintain. The figures above are for H.264; YouTube’s settings guidance includes other codec options, so do not apply H.264 figures blindly to another codec. YouTube’s encoder guidance covers RTMP/RTMPS, supported codec options, and frame rates up to 60 fps: Choose live encoder settings, bitrates, and resolutions.

Test with audio and motion similar to the actual stream, then monitor Stream Health during the test. A quiet or static scene may not reveal the same load or connection behavior as the intended content.
Follow the symptom that matches your setup
YouTube reports videoIngestionStarved
This means YouTube is not receiving enough video to maintain smooth streaming. Check whether FFmpeg stays at real-time speed, whether the source is stalling or dropping frames, and whether the upload connection remains steady. Do not assume the Pi is the cause just because it is the source device.

YouTube reports a GOP or keyframe problem
Use a keyframe interval of two seconds as YouTube’s general recommendation, and keep it at four seconds or less. Configure the encoder that actually produces the outgoing video and verify whether the health message clears. YouTube notes that ingestion errors can affect reported GOP sizing, so the warning may require checking the broader ingest path too.
FFmpeg falls behind or reports queue overflow
Below-real-time speed, increasing delay, or queue overflow indicates that the pipeline is not sustaining its schedule. Check CPU load, input stability, frame size, frame rate, and whether FFmpeg is transcoding. Reducing workload may help if the Pi cannot keep up; changing output bitrate alone will not resolve a local encoding bottleneck. An older forum report describes queue overflow during streaming, and a 2017 FFmpeg-user discussion considers FIFO output recovery for temporary output failures. Such reports are examples, not proof of a universal cause or a cure for sustained overload: Raspberry Pi forum report and FFmpeg-user discussion.

Stream Health looks healthy, but playback still spins
Capture the viewer-side Buffer Health, FFmpeg logs, and YouTube dashboard state while the problem is happening. A healthy-looking dashboard does not by itself establish whether the cause is Wi-Fi, muxing, encoding, ingest, or playback. Changing multiple variables before capturing those clues makes the fault harder to isolate. An older mailing-list report describes persistent buffering but does not establish its cause: FFmpeg-user discussion.
The source is a Raspberry Pi 5 camera pipeline
Raspberry Pi’s documentation says Pi 5 uses software video encoders and notes that their longer frame latency can affect real-time applications. Its rpicam-vid --low-latency option changes encoder options to output frames sooner. That advice applies to the documented camera pipeline; it is not an FFmpeg flag and should not be assumed to transfer to every FFmpeg command or encoder. Make one change at a time and retest
- Record the exact Stream Health message, FFmpeg progress, and time of the buffering.
- If speed drops below real time, reduce the local workload or inspect source and encoding behavior before blaming upload bandwidth.
- If YouTube reports starvation, test whether the upload holds the selected bitrate continuously; Ethernet is worth trying only when Wi-Fi instability is suspected and the Pi is near the router. It will not fix encoder overload or every ingest issue.
- If YouTube flags keyframes, correct the encoder’s cadence and check the health status again.
- If the issue appears only in a lower-latency mode, test Normal latency and compare viewer buffering.
- Retest with representative motion and audio, changing one variable per test so the result remains interpretable.
