OpenAI reported that Sora would support licensed “cameos” of famous fictional characters, and Disney and OpenAI announced a three-year agreement on December 11, 2025. The deal was expected to bring more than 200 Disney, Pixar, Marvel and Lucasfilm/Star Wars characters to Sora and ChatGPT Images in early 2026. However, OpenAI discontinued Sora’s web and app experiences on April 26, 2026, so there is no current Sora workflow for generating new videos with those characters.
What the original Sora character announcement meant
The original report was about an official product feature, not merely a prompt trick for imitating copyrighted characters. Sora’s “cameos” concept involved inserting an authorized person, character or intellectual property into a generated video. Sora chief Bill Peebles reportedly said fictional-character cameos were “on the roadmap,” with more details to come. The report did not mean that every copyrighted character would automatically be available or that users could upload any movie or game character without permission.
- It was not blanket permission for all famous fictional characters.
- It did not authorize unrestricted fan fiction or commercial exploitation.
- It did not automatically license an actor’s face, voice or performance.
- It depended on rights-holder agreements and OpenAI’s safety controls.
What Disney and OpenAI actually agreed to
Announcement and term
Disney and OpenAI announced the arrangement on December 11, 2025. It was described as a three-year licensing agreement. Disney’s announcement and the accompanying agreement release described access to a defined portfolio, not Disney’s entire catalog.
Characters and properties
The agreement was expected to cover more than 200 “animated, masked and creature characters,” together with selected costumes, environments, props and vehicles. Examples named in the announcements included:

“More than 200” was the announced scope; it should not be read as a guarantee that every character in each franchise would be offered. The deal also did not cover Nintendo, Warner Bros., Paramount, Universal, Sony or independent creators.
Planned timing and Disney+ collaboration
OpenAI and Disney said licensed, fan-inspired video generation in Sora and ChatGPT Images was expected to begin in early 2026. That was a timetable, not proof that the complete feature reached every user. The agreement also contemplated Disney receiving or curating selected Sora-generated videos for possible availability on Disney+ and collaborating on other AI experiences for subscribers. It did not promise that all Sora videos would appear on Disney+.
Reported investment
The Associated Press reported that Disney would invest $1 billion in OpenAI as part of the broader arrangement. That reported investment was separate from the specific character-licensing terms.
How the proposed licensed-character model was supposed to work
OpenAI’s broader copyright strategy emphasized rights-holder choice. Sam Altman wrote that rights holders were interested in “interactive fan fiction,” while wanting control over whether and how their characters were used. He also suggested that revenue sharing could become part of the model. Altman’s post points toward an opt-in or otherwise authorized system rather than a rule that every copyrighted character should be freely available.

In practice, a permitted generation might have allowed a user to place a selected character in an original, user-written scenario. The exact interface, subscription requirements, character catalog, regional availability, staged-rollout rules and publishing controls were not established in the official material reviewed for this article.
Why a character license is not one universal permission
A video can involve several distinct rights, each of which may be licensed or restricted separately:
- Character design, name and trademark.
- Costumes, locations, props and vehicles.
- Dialogue, catchphrases, music and theme songs.
- Voice imitation and a performer’s likeness.
- Commercial advertising, merchandising and public distribution.
A studio’s authorization to generate a fictional character inside a platform would not automatically grant permission to sell the video, use it in an advertisement, publish merchandise or imitate a living actor. The announcements also did not establish a complete revenue split, extra user fee, subscription-tier rule, commercial-use license or franchise-by-franchise content rulebook. “Fan-inspired” therefore did not mean unrestricted.
Safety and provenance controls
OpenAI’s Sora safety materials described visible and invisible provenance signals, C2PA metadata and internal tools intended to trace videos back to Sora. Videos involving a person’s likeness received additional safeguards, and users could report videos, characters, accounts, direct messages and comments. OpenAI also said it applied extra guardrails to videos containing characters. Its safety overview says generated speech was scanned for policy violations, while its responsible-launch material says attempts to imitate living artists or existing music works were blocked.

Those measures help identify and moderate content; they are not copyright clearance. A provenance label cannot substitute for permission from a studio, musician, actor or other rights holder.
Did the licensed-character feature launch?
The public record confirms the Disney agreement and an expected early-2026 start, but it does not establish that the full licensed-character catalog became broadly available before Sora was discontinued. It is therefore more accurate to describe the feature as an announced plan and licensing experiment than as a lasting consumer capability.

OpenAI’s Help Center says the Sora web and app experiences were discontinued on April 26, 2026. The Sora API was scheduled for discontinuation on September 24, 2026. Consequently, readers cannot now open Sora, select a Disney character and generate a new video. Older articles written before the shutdown may accurately describe the announcement while being misleading as present-tense instructions.
Former users were directed to export existing work at https://sora.chatgpt.com/sunset by selecting Export. OpenAI warned that associated data could eventually be deleted after the final export period, so anyone preserving old creations should export them promptly. The sunset page does not restore video-generation access.

What to use instead
Google Flow
Google Flow is a current AI creative studio with text-to-video, frames-to-video, ingredients-to-video, video extension, editing, scene-building, character and avatar tools. Its character-consistency and multi-shot features make it a plausible replacement for users who want original character-driven short films.
Google’s official pages list free access with daily credits, Google AI Plus at $4.99 per month and Google AI Pro at $19.99 per month. Ultra pricing has appeared as $99.99 per month on one official page, while another has shown promotional or alternate pricing. Prices, credits, regional availability and promotions can change; verify the current offer before subscribing. Flow does not grant permission to use Disney, Marvel, Pixar, Star Wars or other third-party characters. Google’s FAQ says the service is best experienced on desktop Chromium browsers: Flow FAQ.
Adobe Firefly
Adobe Firefly may suit creators already working in Adobe’s ecosystem or prioritizing commercially oriented workflows. Adobe has discussed video generation and commercially safer AI practices, but the available information does not establish a current August 2026 price or a licensed famous-character feature. Firefly’s ability to produce a visual resemblance would not itself grant rights to a studio-owned character.
Use original designs or assets you have properly licensed, and treat any platform’s generation permission, publication permission and commercial permission as separate questions. Avoid unofficial sites claiming to restore discontinued Sora character access; they are not OpenAI channels and may present copyright, privacy, malware or billing risks.
The significance of the experiment
The Disney deal represented an attempt to turn interactive AI fan fiction into a rights-holder-controlled entertainment product. Its proposed model combined a defined character catalog, studio oversight and possible revenue participation instead of assuming that copyrighted characters should be either universally blocked or universally free. Sora’s April 26, 2026 shutdown means that experiment did not become a continuing Sora consumer feature, but the licensing question it raised remains central to character-based generative video.
