Reuters reported on August 29, 2025, that Meta’s services hosted celebrity-style AI chatbots that used public figures’ identities without their permission. The report named Taylor Swift, Scarlett Johansson, Anne Hathaway and Selena Gomez, and said some bots engaged users in flirtatious or sexually suggestive exchanges. Meta reportedly removed about a dozen bots shortly before the story appeared.
That reporting raises questions about consent, likeness rights and AI moderation—but it is not a court finding that Meta or any bot creator broke the law. The available account also leaves an important point unresolved: whether the bots were made by Meta, created by users with Meta’s tools, or merely hosted or surfaced by the company.
What Reuters reported
In its August 29, 2025 investigation, Reuters reported finding AI personas on Meta services that invoked recognizable celebrities without permission. Some were labeled “parody”; others, according to the report, were not. Reuters said Meta removed approximately a dozen of the bots shortly before publication.

The report’s central allegation is lack of authorization; it does not establish that every celebrity-themed bot on Meta was unauthorized, or that any named person publicly complained, sued or received compensation.

“Meta allowed” can describe several different roles: a company may create a persona itself, provide a tool that lets users make one, host a user-created bot, or recommend it to other users. Those roles matter for accountability, but the available reporting does not fully establish which creation and distribution path applied to every bot. It is therefore too broad to say Meta personally built all of them.
What users reportedly encountered
Reuters characterized the bots as flirtatious and reported that they could engage in romantic or sexually suggestive conversations. The report also described a bot that, when prompted for a beach picture, produced a lifelike shirtless image of a teen actor. These examples are serious, but they are not interchangeable: a flirtatious message, romantic role-play, explicit sexual content, a sexualized image and a false claim to be the real celebrity are distinct behaviors.
The reporting does not support the blanket claim that Meta cloned every person’s voice, generated explicit images of every named celebrity, or made every bot pretend to be the actual person. The specific conduct and presentation varied, and the available information does not answer what notice every user saw or whether each persona disclosed that it was AI.

Removal is not the same as a full accounting
Meta reportedly deleted around a dozen bots before Reuters published its findings. That is a concrete moderation response, but deletion alone does not reveal how long the bots had been available, how many people interacted with them, whether Meta recommended or monetized them, or whether copies and similar user-created personas remained elsewhere on its services.
The report also does not settle whether the celebrities or their representatives had been contacted, whether the company received takedown requests, or what changes Meta made to creation tools and enforcement after the removals. Those are material questions in assessing whether the episode was an isolated moderation failure or a wider product-design problem.
Meta has had an authorized celebrity-AI model too
A celebrity-inspired bot is not automatically a counterfeit. Meta has publicly promoted AI personas developed with public figures, a separate model in which participation is authorized; the company described such work in its public-figure and scam-detection announcement. That distinction makes consent and clear labeling central: an official partnership, a user’s parody and an unlabeled persona that appears to speak as a celebrity are different situations.

Why the legal questions are complicated
The Reuters account does not amount to a legal ruling. Whether a particular persona infringed someone’s rights would depend on details such as the material used, how the bot was presented, commercial context, jurisdiction, and whether a defense applies. This overview is general information, not legal advice.
- Right of publicity: Many U.S. states protect aspects of a person’s name, image, voice or likeness from certain unauthorized commercial uses. A Stanford law professor quoted by Reuters said California law generally bars appropriation of a person’s name or likeness for commercial advantage, while noting possible exceptions for transformative or parody works. The facts and applicable law would matter.
- False endorsement and deception: A bot could mislead users into thinking a celebrity approved, participated in or endorsed a service. The risk may depend on whether the identity is used to attract users or sell something, and how clearly the bot is identified.
- Defamation and reputational harm: Statements generated in a person’s apparent voice or persona could cause harm if they are false and damaging. Calling a bot AI does not automatically resolve every reputational question.
- Parody and transformation: A parody label may be relevant, but it is not a legal shield by itself. A court would look at the work and its context, not just a tag.
- Different identity rights: Using a name or image, imitating a voice, and simulating a personality may raise different legal questions. They should not be treated as one identical claim.
- Creator, platform and distribution roles: Legal analysis may differ if a claim concerns Meta’s own creation, a user’s content, hosting, recommendation, advertising or monetization. The report’s unresolved account of how particular bots were made limits conclusions about responsibility.
Separate reporting raised broader AI-safety concerns
The celebrity-bot investigation should not be merged with a separate Reuters report. On August 14, 2025, Reuters reported on an internal Meta document, “GenAI: Content Risk Standards,” that it said permitted AI personas to engage children in conversations described as romantic or sensual, among other content. TechCrunch reported that the document was said to have been approved by Meta’s legal, public-policy, engineering and chief-ethicist functions.
That separate investigation provides context for scrutiny of Meta’s AI safeguards; it does not establish that the celebrity bots interacted with minors or that they violated every standard described in the internal document. The allegations concern different evidence and should be evaluated separately.

Meta’s stated rules and its public enforcement posture
Meta’s currently published Seamless and Chameleon use policies prohibit impersonating another person through their voice or likeness without consent, authorization or a legal right. They also prohibit sexual solicitation and erotic, sexual or romantic chats, among other harmful conduct. These are current policy materials, not proof of which rules applied to the reported bots in 2025 or how effectively they were enforced.
Meta has separately said it takes action against non-consensual intimate imagery and services that create it; in June 2025 it described its response to “nudify” apps. In 2024, it also said it was testing facial-recognition technology to detect suspicious ads using public figures and that nearly 500,000 public figures were protected through that program, according to its announcement. In February 2026, Meta said it had filed lawsuits against scam advertisers using celebrity or brand impersonation, including deepfakes to promote unapproved health products, in a company announcement.

Those efforts make the reported bots a pointed accountability issue: Meta has publicly opposed impersonation by outside scam advertisers, while Reuters reported unauthorized celebrity personas on Meta’s own services. The situations are not legally identical. A scam ad, a user’s parody and a chatbot created or hosted through Meta’s products can involve different conduct, rules and responsibilities. Nor does a written policy prove that a system consistently prevents violations; a bot’s behavior could reflect a policy gap, a design choice, failed enforcement or a response to adversarial prompting.
What remains unknown
The published reporting leaves readers without a complete account of who created each bot, whether Meta promoted or monetized any of them, how many users encountered them, and what notices appeared. It also does not establish whether all comparable bots were removed or whether enforcement and product design changed durably afterward. Those gaps matter: consent, disclosure and the company’s role cannot be assessed fully without them.
What can be said with confidence is narrower but consequential: Reuters reported unauthorized celebrity AI personas on Meta services, including some capable of flirtatious or sexually suggestive interaction, and reported that Meta removed about a dozen before publication. That is evidence of a platform-safety and accountability problem—not, on its own, proof of a legal violation.
