This is a U.S. consumer guide to official services, not piracy sites. The right choice depends on whether you want on-demand movies, scheduled live channels, documentaries and public media, or films supplied through a library or university. Catalogs, channel counts, rights, and device support can change.
Key takeaways
- Tubi is the strongest general-purpose choice for free, ad-supported movies and TV on demand, with no subscription or credit card required.
- Pluto TV is the closest free alternative to traditional cable because it combines scheduled live channels with on-demand movies and shows.
- The Roku Channel is a broad free hub with live channels, movies, shows, kids’ programming, news, and Roku Originals, but access varies by device and location.
- Xumo Play is the clearest choice when you want FAST channels without creating a login; Xumo’s May 2025 service description cited more than 350 channels and 15,000 on-demand titles.
- PBS is the best specialist option for documentaries, public-affairs programming, educational shows, PBS KIDS, and some local PBS livestreams.
- Kanopy is free only for users with access through a participating public library or college or university, while Plex adds a mixed free library and discovery tools.
What counts as a free streaming service?
For this U.S. consumer guide, a free streaming service means a legal app or website that does not require a normal paid streaming subscription for the programming discussed. Most of the services below are free ad-supported streaming television, or FAST, platforms: they combine scheduled linear channels with on-demand movies and shows and use advertising to fund programming.
Institution-supported services work differently. PBS offers free public-media programming, although some local livestreams and programs have eligibility or membership restrictions. Kanopy depends on a participating library or educational institution. Free therefore does not always mean ad-free, universally available, permanently stocked, or accessible on every device.

Why is Tubi the best overall free streaming app?
Tubi is the best overall free streaming app for viewers who primarily want on-demand movies and TV rather than a live-channel guide. Tubi describes its service as free, legal, ad-supported, and available without a subscription or credit card on its official Tubi service page.
Tubi’s catalog spans mainstream studio movies, independent films, genre programming, anime, documentaries, reality TV, family entertainment, and Tubi Originals. Tubi’s official description refers to thousands of movies and TV shows, but the exact selection is fluid because licensing rights change. A movie or series available in the United States in May 2025 may later move to another service or disappear from the catalog.
Tubi supports major viewing routes, including the web, Android and iOS devices, Roku, Apple TV, Amazon Fire TV, Xbox, PlayStation, compatible smart TVs, and other supported platforms. The service’s ads are the trade-off for free access; a free Tubi account should not be confused with an ad-free subscription.

Choose Tubi if: you want to search for a movie, series, documentary, anime title, or reality show and start it when you choose.
Do not choose Tubi solely because: a particular title appears in a search result or recommendation list. Check the current U.S. Tubi listing before promising that a specific movie or show is available.
Why is Pluto TV the best free streaming service for live channels?
Pluto TV is the best free streaming service for viewers who want a cable-like experience without a paid cable or streaming subscription. Pluto TV combines scheduled live channels with on-demand movies and shows, including news, sports, classic television, movies, and genre programming.
Pluto TV’s official service page describes hundreds of live channels and thousands of on-demand movies and shows. Those are service-level claims rather than a permanent guarantee of inventory. Channel lineups can differ by market, and scheduled programming is less controllable than a conventional on-demand player.
Pluto TV works through the web and supports mobile devices, smart TVs, game consoles, streaming devices, and other compatible platforms. Its official device-availability page is the safer place to check a specific television or streaming box.
Choose Pluto TV if: you enjoy browsing a program guide, leaving a channel on, or discovering something without deciding on a specific title first.

- Ultra-speedy streaming: Roku Ultra is 30% faster than any other Roku player, delivering a lightning-fast interface and apps that launch in a snap.
- Cinematic streaming: This TV streaming device brings the movie theater to your living room with spectacular 4K, HDR10+, and Dolby Vision picture alongside immersive Dolby Atmos audio.
- The ultimate Roku remote: The rechargeable Roku Voice Remote Pro offers backlit buttons, hands-free voice controls, and a lost remote finder.
- No more fumbling in the dark: See what you’re pressing with backlit buttons.
- Say goodbye to batteries: Keep your remote powered for months on a single charge.
Remember: Pluto TV’s live channels are scheduled. The service can offer on-demand alternatives, but the live experience does not give you the same control as selecting a movie from a library.
What makes The Roku Channel a strong free streaming hub?
The Roku Channel is a strong free hub because it combines a live-TV guide with free movies, shows, news, kids’ entertainment, and Roku Originals. Roku describes the service as offering hundreds of free live-TV channels through its official live-TV information page.

Roku says viewers can use Roku devices, the Roku Channel website, and mobile apps, although the available content and access route can vary by device and geography. A Roku television or player may provide the most integrated guide experience, but the service should not be confused with every third-party streaming app installed on a Roku device.
The Roku Channel also includes paid premium subscriptions and other content routes. A title displayed in the broader Roku interface may require a subscription, rental, purchase, or another service, so check whether a program is marked free before starting it.
Choose The Roku Channel if: you want one recognizable place to browse live channels and a changing free library, especially when your television already supports Roku.
Is Xumo Play the best free streaming app without a login?
Xumo Play is the best fit among these services when avoiding a login is the priority. Xumo describes Xumo Play as a free service with no subscription or login required, combining live FAST channels with on-demand programming.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
At the time of the May 2025 snapshot, Xumo’s official site advertised more than 350 channels and 15,000 on-demand titles. Xumo’s figures are current marketing claims, not permanent catalog guarantees. Xfinity’s separate Xumo Play overview described more than 300 channels and thousands of free movies, illustrating why published counts can differ as the service changes.
Xumo Play is useful for viewers who want to open an app and begin browsing rather than create an account first. Supported devices and exact channel counts can change, so confirm compatibility for a particular smart TV, streaming device, or web browser before relying on Xumo as the only option.
Choose Xumo Play if: you want a FAST channel lineup and on-demand selection with the least account friction.
Why is Plex useful as a supplemental free streaming app?
Plex is best treated as a supplemental free library and discovery tool rather than a complete cable replacement. Plex offers free ad-supported movies, TV shows, and live channels, while also helping users discover programming that may be available across other streaming services.

The free Plex catalog is separate from Plex’s paid features and services. Do not assume that every Plex function, including personal-media server features or remote-access capabilities, is included at no cost. The relevant free offering is the catalog described on Plex’s official watch service and its free on-demand page.
Choose Plex if: you want another source of free movies and shows and value search or discovery across a wider streaming setup.
Use Plex alongside another service if: you want a focused documentary or public-media collection. PBS or Kanopy may be a better first stop for those specific needs.
Why is PBS one of the best free apps for documentaries?
PBS is the best specialist free app in this guide for documentaries, public-affairs programming, educational shows, PBS KIDS, and selected local PBS programming. The official PBS app page describes thousands of on-demand programs and support for Roku, Apple TV, Amazon Fire TV, Android TV, Samsung TVs, Chromecast, mobile devices, and the web.
PBS is not a general-purpose FAST replacement for every movie or television genre. PBS’s strength is public media: documentaries, history, science, news and public affairs, educational programs, local station content, and children’s programming. PBS KIDS is particularly useful for families looking for a dedicated free educational option.
Local PBS livestreams require a separate qualification. PBS states that livestream availability is restricted by geography and that not every local station offers a livestream. Some programming is also limited to PBS Passport members, so a free PBS app does not mean every PBS program is available free to every viewer.
Choose PBS if: documentaries, educational content, public affairs, and local public media matter more to you than having the largest possible general entertainment catalog.
How does Kanopy provide free streaming through libraries and universities?
Kanopy is free to eligible users through a participating public library or college or university; Kanopy is not universally free to anyone with an internet connection. The official Kanopy signup flow asks users to identify a participating institution and authenticate with a library card, PIN, or institutional login.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesKanopy belongs in a separate category from ad-supported services such as Tubi and Pluto TV. The institution provides access, and the available titles and monthly viewing limits depend on the institution’s arrangement with Kanopy. A library card by itself is not enough if the library does not participate.
Choose Kanopy if: you have a participating library card or university login and want to check the institution’s film collection, particularly for curated or educational viewing.

How do the best free streaming services compare?
The table below separates the services by access model and limitation instead of pretending that one catalog is objectively best. Account rules can change, so entries marked as not specified should be checked during signup or on the service’s current help page.
| Service | Primary format | Account required | Advertising or support model | Device coverage in the May 2025 guidance | Geographic caveat | Notable limitation |
|---|---|---|---|---|---|---|
| Tubi | On-demand movies and TV | No subscription or credit card; the cited service page does not state that an account is always required. | Ad-supported | Web, Android, iOS, Roku, Apple TV, Amazon Fire TV, Xbox, PlayStation, smart TVs, and other supported platforms | U.S. rights and catalog change | No permanent guarantee for a specific title |
| Pluto TV | Scheduled live channels plus on-demand | Account rule not specified in the cited service pages | Ad-supported | Web, mobile, smart TVs, game consoles, streaming devices, and other supported platforms | Channel lineups vary by market | Live programming is scheduled and less controllable |
| The Roku Channel | Live-channel guide plus on-demand movies and shows | Access route varies by platform; the cited page does not establish one universal account rule | Free ad-supported programming plus separate paid options | Roku devices, Roku Channel website, mobile apps, and selected other routes | Content and access vary by location and device | Some Roku listings are paid, rented, purchased, or subscription-based |
| Xumo Play | FAST channels plus on-demand | No subscription or login required according to Xumo | Ad-supported | Supported web, television, and streaming-device platforms; verify the specific device | Availability can change by market and platform | Channel and title counts change |
| Plex | Free on-demand movies and TV plus live channels | Free catalog access is described, but the cited pages do not establish one universal account rule | Free catalog is ad-supported; other Plex features may be paid | Plex web and supported Plex apps; exact device list varies | Rights and availability change | Not every Plex feature is free |
| PBS | Public-media on-demand programming plus selected local livestreams | Varies by program and livestream route | Free general access, with some programming tied to Passport membership or donations | Roku, Apple TV, Amazon Fire TV, Android TV, Samsung TVs, Chromecast, mobile, and web | Local livestreams depend on eligible service areas and station participation | Not every local station livestreams |
| Kanopy | Institution-supported film and TV library | Participating library card and PIN or university login | Institution-supported; the cited signup page does not specify an ad model | Access and supported routes depend on the institution and Kanopy setup | Only participating institutions provide access | Viewing limits and titles depend on the institution |
Are free streaming services now a mainstream alternative?
Free streaming is no longer just a niche fallback for people who do not want to pay for cable. According to Nielsen’s May 2025 measurement, Pluto TV, The Roku Channel, and Tubi together accounted for 5.7% of television viewing in May 2025.

What happened to Amazon Freevee?
Amazon Freevee was being folded into Prime Video rather than remaining a long-term standalone recommendation. Amazon’s April 2025 company update placed free ad-supported programming within its broader Prime Video offering, while TechCrunch reported on July 2, 2025 that Amazon was shutting down the standalone Freevee app in August 2025.
Because the standalone-app report came after the May 2025 date in this article’s title, Freevee should be treated as a status note rather than one of the main May picks. Readers looking for Amazon’s free catalog should look for Prime Video free with ads, then check each title’s label carefully. Some Prime Video programs require a Prime membership, rental, purchase, or paid channel subscription; not every title shown in Prime Video is free.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What do you need to watch these free apps?
Most readers can start with an existing smart TV, phone, computer, game console, or streaming device. Tubi, Pluto TV, PBS, and other services list support for common television platforms, but compatibility is service-specific and can change when an app or television operating system is updated.
How can you use free streaming apps safely and legally?
Use the official website or the official app-store listing for each service. Avoid unofficial pages that promise every paid movie for free, ask you to install unknown software, or direct you to piracy streams. This guide recommends legal services and does not recommend bypassing geographic rights.

A VPN should not be necessary for legitimate access to Tubi in the United States. Tubi explains in its official help-center answer about legality and VPNs that Tubi is legal and does not require a VPN. Using a VPN to alter a service’s apparent location can also produce a catalog or access experience different from the one licensed for your market.
Free services still have practical trade-offs: advertisements fund FAST catalogs, institutional services may impose eligibility or monthly-use limits, local livestreams can be unavailable, and programming can move when licensing agreements change. Check the service’s current listing, device support, and access terms when a specific title or local channel matters.
Which combination is best for a documentary-focused household?
A documentary-focused household should start with PBS, then check Kanopy if a participating library or university is available. Tubi and Plex are useful supplements for broader documentary and nonfiction discovery, while Pluto TV can add scheduled documentary or news-style channels when the viewer is happy to browse a live lineup.
- Open PBS first for documentaries, public affairs, educational programming, local station content, and PBS KIDS.
- Check Kanopy eligibility through a public library or college or university before assuming the service is unavailable.
- Search Tubi when you want a broader on-demand mix that may include documentaries alongside movies, anime, reality, and television.
- Use Plex as a second discovery layer for free movies, shows, and live channels, while separating Plex’s free catalog from its paid features.
- Add Pluto TV or Xumo Play when scheduled FAST channels are more appealing than searching one title at a time.
No single free app has every documentary, local livestream, or television series. A small combination of one broad FAST service, PBS, and any eligible Kanopy access is more realistic than expecting one free replacement for every paid platform.

Are free streaming services and apps really free?
Yes. Tubi, Pluto TV, The Roku Channel, Xumo Play, Plex, and PBS provide legal free viewing through advertising or public-media support, while Kanopy is free only to eligible users through a participating library or educational institution. Free access does not guarantee an ad-free experience, permanent title availability, or access to every program.
Do you need a library card to use Kanopy?
Kanopy requires access through a participating public library or college or university. Users generally authenticate with a library card and PIN or an institutional login, and the available titles and viewing limits depend on the participating institution.
Is Amazon Freevee still a standalone streaming app?
Amazon was moving Freevee’s free ad-supported programming into Prime Video, and TechCrunch reported that the standalone Freevee app was scheduled to shut down in August 2025. Readers should look for Prime Video’s free-with-ads catalog and verify whether each title is free, requires Prime, or requires a rental, purchase, or paid channel subscription.
Can you watch a local PBS livestream for free?
PBS livestream access depends on geography and local-station participation. PBS states that not every local PBS station offers a livestream, and some PBS programming is limited to Passport members even though the PBS app also provides free general-access programming.
The Bottom Line
Bottom line: Start with Tubi for the broadest general on-demand choice, Pluto TV for live channel surfing, The Roku Channel for a free hub, and Xumo Play when no-login viewing matters. For DocumentaryTube readers, PBS is the most important specialist app, while Kanopy is an excellent bonus when a participating library or university provides access.
