If you want to start reading immediately without an account, app, or library card, use Project Gutenberg for classic public-domain books. For better-formatted downloadable classics, choose Standard Ebooks. For scanned books and harder-to-find editions, try Open Library.
The phrase “free ebook reader” can mean either a free app for opening books or a website that supplies free books. The best choice depends on whether you want recent library titles, public-domain classics, scanned editions, or simply a place to read your own EPUB and PDF files.

1. Libby: the best overall choice for library users
Libby is the closest match to an all-purpose free ebook reader. After adding a library card from a participating library, you can search the collection, borrow available titles, place holds, and read in Libby. The service offers ebooks, digital audiobooks, and magazines; its availability is determined by the library’s collection and digital licensing.
You can use Libby through libbyapp.com on Windows, Mac, or Chromebook. Current versions of Chrome, Safari, Firefox, or Edge are recommended. Libby also has mobile apps for reading on a phone or tablet.
How to read a book with Libby
- Get a library card from a public library that participates in Libby.
- Open Libby and choose Yes when asked whether you have a library card.
- Find your library and sign in with the card details it requires.
- Search for a book, then select Borrow if it is available. Select Place Hold if other readers have it checked out.
- Open the borrowed title and choose the reading option. On mobile, download it over Wi-Fi if you want to read away from an internet connection.
Browser reading requires an internet connection. The mobile app can download books for offline use, which makes Libby more flexible than a browser-only service. In the United States, many library ebooks can also be sent to a Kindle device, although that Kindle handoff is specific to eligible U.S. library loans and is not a universal Libby feature.
Choose Libby if: you want newer or commercially published books without buying them and you have access to a participating library.
Do not choose Libby if: you need every title to be available immediately, do not have a participating library card, or want a catalog made almost entirely of public-domain classics.
2. Project Gutenberg: best for free classics with no registration
Project Gutenberg is the simplest option when you want to read classic literature immediately. Its collection contains more than 77,000 free ebooks, with an emphasis on older works whose U.S. copyrights have expired.
Every ebook includes a Read now! option. Select it to open a browser version that works on any device with a web browser—no account, app, or download is required. You can also download books in formats such as EPUB, Kindle-compatible files, HTML, and plain text, depending on the title.
Project Gutenberg is excellent for works such as classic novels, plays, poetry, history, and essays. It is not a source for most new releases or current commercial bestsellers. The site’s copyright guidance also matters: a book that is free in the United States may still be protected by copyright in another country. Check your local law if you are outside the U.S.

3. Standard Ebooks: best for polished downloadable classics
Standard Ebooks is a volunteer-driven project that creates free, open-source editions of public-domain books. Its distinguishing feature is presentation: editions are carefully proofread, professionally formatted, and designed around modern ebook technology, with attention to typography, covers, metadata, and consistency.
This makes Standard Ebooks a strong choice when a clean reading experience matters more than having the largest possible catalog. Its editions are primarily distributed as downloadable EPUB files, Kindle-compatible AZW3 files, and Kobo-compatible KEPUB files. It is therefore better understood as a high-quality download library than as a broad, browser-based lending service.
The collection is narrower than Project Gutenberg’s and focuses on selected U.S. public-domain works—generally books published before January 1, 1931, subject to the project’s selection rules and exceptions. Copyright status can differ by country, so confirm that a title is lawful to access where you live.
Choose Standard Ebooks if: you want a carefully edited and attractive edition of a classic for offline reading.
Choose Project Gutenberg instead if: you need the fastest browser reading with no download or want the widest public-domain selection.
4. Open Library: best for scanned books and hard-to-find editions
Open Library is useful when you are looking for a scanned edition, an older book, or a title that is difficult to find through your local library. Eligible books can open in the browser through Open Library’s BookReader.
Reading availability varies by book. Open Library has millions of book records, but most records do not necessarily represent an ebook that can be read immediately. Some titles are readable online, some can be borrowed, and some only have catalog information.
Borrowing requires a free registered account. According to Open Library’s borrowing information, loans may last one hour for browsing or 14 days for fully borrowable books, and users can have up to 10 books borrowed at once. Some borrowed books can be downloaded as PDF or EPUB files, but offline access may use digital-rights-management software and require compatible reading software.

Choose Open Library if: you need a digitized scan or a particular edition that is not available through Libby or Project Gutenberg.
Do not assume: that every search result can be opened or borrowed. Check the individual book record for its reading and lending options.

Hoopla is another library-based service. Participating libraries may offer ebooks, audiobooks, comics, manga, music, movies, and television through a library card. Computer-browser access is available, along with apps, but the exact catalog and lending rules are set by the participating library.
Hoopla can be worth checking when your library offers it—particularly if a title is unavailable in Libby. It should not be treated as a universal replacement, because some libraries do not subscribe and others may impose different monthly borrowing limits or title availability.
Free reading apps that do not mean every book is free
Several major reading platforms cost nothing to install but combine free material with books for sale. That distinction is important if your goal is to spend nothing.
Google Play Books
Google Play Books works across Google’s web and app ecosystem. You can buy ebooks, adjust fonts and display settings, and sometimes read free samples. You can also use it to upload and read personal EPUB or PDF files. However, the service is not itself a free ebook catalog: the price of each book determines whether it is free or paid.
Apple Books
Apple Books is a free app for Apple devices and does not require a subscription. Apple says thousands of free ebooks and audiobooks are available, but the store also sells individual titles. It is a convenient option if you already use an iPhone, iPad, or Mac, own EPUB files, or want Apple-device synchronization. It is less suitable as a universal answer for free online reading because its experience is centered on Apple devices and its store contains both free and paid books.
Which free ebook reader should you use?
- You have a public-library card and want newer books: Start with Libby.
- You want a classic immediately with no account: Use Project Gutenberg.
- You want better typography and proofreading for a classic: Try Standard Ebooks.
- You need a scanned book or unusual edition: Search Open Library.
- Your library offers another digital service: Check Hoopla as well as Libby.
- You already own EPUB or PDF files: Use Google Play Books, Apple Books, or compatible ebook software.
Browser reading versus offline reading
“Read online” can describe two different workflows:
- Read in a browser: The book opens on a website and normally requires an internet connection. Project Gutenberg is the clearest example; Libby’s web reader also works this way.
- Download for offline reading: The book is saved in an app or downloaded as an ebook file. Libby supports mobile downloads, while Project Gutenberg and Standard Ebooks offer downloadable formats. Open Library may allow downloads for some loans, but DRM and compatible-software requirements can apply.
If you are traveling or have unreliable internet, download the title before leaving Wi-Fi and verify that it appears in the app’s offline library. A browser bookmark alone does not make a book available offline.
