Sung Jinwoo is the strongest character in the completed original Solo Leveling story. By the end of the main novel and webtoon continuity, he has inherited Ashborn’s full authority as the Shadow Monarch, commands an enormous shadow army, and defeats Antares in the final conflict. The only serious debate begins beneath Jinwoo: Antares and Ashborn are close enough to invite argument, while the order of the remaining Monarchs is never stated as a definitive numbered list.
Spoiler warning: This ranking discusses major reveals, deaths, transformations, and the ending of the original Solo Leveling story. It covers the completed main continuity, not game-exclusive versions, anime-only presentation, fan power-scaling, or later developments from Solo Leveling: Ragnarok.
How this Solo Leveling power ranking works
This list compares each character’s strongest established version in the original novel and webtoon. It weighs four things:
- Direct results: who a character defeats, seriously wounds, or fails to overcome.
- Story hierarchy: how the narrative places Monarchs, Rulers, human vessels, and shadows relative to one another.
- Matchup evidence: whether a character can fight or defeat another top-tier combatant, rather than merely overpowering ordinary hunters.
- End-state: the character’s final or most complete form, rather than an early version seen before a major upgrade.
That method produces clear tiers, but not a perfectly objective scorecard. The story establishes that the Monarchs and Rulers are vastly beyond ordinary hunters. It does not, however, give enough complete fights or numerical measurements to prove the exact order of every Monarch. Positions four through ten are therefore informed comparisons, not official canon rankings.

The 15 strongest Solo Leveling characters

1. Sung Jinwoo — the final Shadow Monarch
At his peak, Sung Jinwoo is unquestionably the strongest combatant in the original story. His journey begins with the seemingly hopeless E-Rank hunter who survives the double dungeon, but the System gives him something no other human receives: the ability to grow without the normal limits of a hunter’s rank.
Jinwoo eventually becomes Ashborn’s successor and inherits the complete power and authority of the Shadow Monarch. His strength, speed, regeneration, battle experience, and shadow extraction are only part of the advantage. He also commands an army that includes elite generals such as Bellion, Beru, and Igris, each of whom can overwhelm most human hunters.
His first-place position rests on the end of his story. Jinwoo ultimately defeats Antares in the final confrontation and continues operating with the Shadow Monarch’s experience, authority, and army. Earlier versions of Jinwoo would rank much lower, but the finished Shadow Monarch is the benchmark against which everyone else must be measured.

2. Antares — Monarch of Destruction
Antares is the strongest Monarch and the final major antagonist of the original series. As the Monarch of Destruction and ruler of the dragons, he combines immense physical power with extraordinary durability and destructive ability. His presence is treated as an existential threat rather than merely another difficult opponent.
Antares initially overwhelms Jinwoo in direct combat, demonstrating just how far even the Shadow Monarch’s successor must develop before reaching the highest level. His dragon army and experience in the war between the Monarchs and Rulers make him more than a powerful individual fighter; he is also a sovereign commanding one of the most dangerous forces in existence.
He ranks below final-form Jinwoo because Jinwoo ultimately wins. The gap between Antares and Ashborn is much less certain. Antares has the clearer claim to the title of strongest Monarch, while Ashborn is his closest rival and one of the most powerful beings in the setting.

3. Ashborn — Shadow Monarch and Greatest Fragment of Brilliant Light
Before Jinwoo inherited his power, Ashborn was the original Shadow Monarch. He began as the strongest of the Rulers, survived the rebellion against the Absolute Being, and was transformed into the ruler of the dead. His history gives him both Ruler-level power and the unique abilities associated with the Shadow Monarch.

He is not simply the source of Jinwoo’s upgrade; he is a veteran of the cosmic war who spent ages fighting opponents at the highest level.
Antares is placed above him here because the story more directly presents Antares as the strongest Monarch and as Ashborn’s near-equal rival. Readers can reasonably reverse these two positions if they prioritize Ashborn’s status as the strongest former Ruler or his command of the original shadow army. Either way, they form the second tier beneath Jinwoo.

4. Legia — Monarch of the Beginning
Legia belongs in the highest tier of the remaining Monarchs. He is one of the original beings created for destruction and was powerful enough for the Rulers to capture him alive rather than simply eliminate him. That fact says more about his threat level than any ordinary hunter feat could.
The difficulty is that Legia does not receive the same amount of individual combat development as Antares, Ashborn, or the Monarchs who fight Jinwoo directly. His fourth-place position therefore reflects his ancient Monarch status, his treatment by the Rulers, and the level of enemy he represents—not a fully shown duel proving that he defeats every Monarch below him.

5. Rakan — Monarch of Fangs
Rakan is a full Monarch whose bestial fighting style and overwhelming physical strength place him far above National-Level Hunters and ordinary S-Rank hunters. He is part of the anti-Ashborn coalition and represents the upper end of the Monarch threat class.
His raw power makes him one of the most dangerous close-range combatants in the series. Still, the story gives Antares and Ashborn substantially stronger direct portrayals, and Rakan is ultimately defeated during Jinwoo’s campaign. That combination puts him below the apex figures while keeping him comfortably above the human and shadow tiers.

6. Sillad — Monarch of Frost
Sillad demonstrates why even a single Monarch can be a disaster for the human world. His ice-based abilities, speed, combat experience, and physical power allow him to challenge Go Gunhee, a Ruler vessel and one of humanity’s most exceptional hunters.
That confrontation provides stronger direct evidence than is available for some of the less-explored Monarchs. Sillad is not placed above Rakan because the series offers no decisive hierarchy separating them, but his ability to fight a top Ruler-aligned opponent makes him a secure member of the upper Monarch tier.

7. Querehsha — Monarch of Plagues
Querehsha is a full Monarch with extraordinary regenerative and biological abilities. Her powers make her difficult to kill and especially dangerous in prolonged combat, where healing and adaptation can turn a small opening into a decisive advantage.
She belongs among the Monarchs capable of threatening the human world and confronting the strongest Ruler-aligned forces. Her position is lower than the most directly dominant physical fighters because her major encounters provide less evidence that she surpasses Antares, Ashborn, Rakan, or Sillad in a straight fight. That is a limitation of the available feats, not a suggestion that she is close to ordinary hunters.

8. Tarnak — Monarch of the Transfiguration Body
Tarnak is a named Monarch and a member of the original destructive faction. His position in the Monarch hierarchy alone places him far beyond human hunters and ordinary magic beasts. He is part of the group whose arrival and movements force the world’s strongest hunters and governments to respond at a completely different level.
Unlike the characters above him, Tarnak receives comparatively little individual combat portrayal. He is therefore best placed in the lower-middle Monarch band rather than assigned a falsely precise power score. His rank reflects the enormous baseline of being a Monarch while acknowledging that the story does not give readers enough evidence to settle every matchup.

9. Yogumunt — Monarch of Transcendence
Yogumunt’s dimensional abilities make him dangerous in ways that do not depend solely on physical strength. As an original Monarch, he operates above the National-Level Hunter class and belongs to the faction created to destroy worlds.
He ranks below the Monarchs with clearer displays of overwhelming individual combat power. The series gives him fewer decisive one-on-one feats than the top entries, so this placement is approximate. Yogumunt is still vastly stronger than conventional hunters; the uncertainty concerns his position among peers who are all already operating at a nearly incomprehensible level.

10. Baran — Monarch of White Flames
Baran is the Demon King encountered in the Demon Castle and a full Monarch. His destructive abilities and control over the demons make him one of the most dangerous opponents Jinwoo faces during his climb to the top.
There is an important qualification here: the version Jinwoo fights is not necessarily a simple, unrestricted equivalent of Baran at his full historical power. The Demon Castle encounter is tied to the System’s constructed environment and Jinwoo’s progression. Baran’s Monarch status still places him above every ordinary human hunter, but his principal defeat occurs against a substantially empowered Jinwoo, and the story offers better direct evidence for the Monarchs ranked above him.

11. Thomas Andre — National-Level Hunter and Ruler vessel
Thomas Andre is the strongest human hunter shown before Jinwoo’s final ascension. As one of the five National-Level Hunters and a vessel for a Ruler, he possesses physical strength, endurance, combat experience, and Ruler-derived abilities that put him far beyond normal S-Rank hunters.
Thomas can fight opponents who would annihilate conventional hunter teams. His Ruler’s Authority and Spiritual Body Manifestation make him a terrifying combatant, and his battle instincts allow him to use that power efficiently rather than relying on raw energy alone.
He remains below the true Monarchs and the highest shadows. A human vessel cannot safely express the full power of the Ruler within it, which creates a decisive ceiling between Thomas and the sovereign-level beings above him.

12. Liu Zhigang — China’s National-Level Hunter
Liu Zhigang is recognized as one of the world’s strongest hunters and China’s premier National-Level Hunter. Like Thomas, he is empowered as a Ruler vessel, giving him abilities and physical performance far beyond the normal S-Rank scale.

Readers can reasonably reverse these two depending on whether they prioritize international reputation, combat style, or the amount of on-page performance available. Thomas receives the higher position here because the story gives him the more extensive direct portrayal, not because Liu is clearly separated from him by a large power gap.
Liu is still below the Monarch tier. His human body limits how fully the Ruler’s power can be expressed, even though he stands at the absolute summit of human hunters.

13. Christopher Reed — American National-Level Hunter
Christopher Reed is one of America’s strongest hunters and one of the five National-Level Hunters. His Ruler’s Authority and Spiritual Body Manifestation make him dramatically more powerful than ordinary S-Rank hunters.

Christopher’s main disadvantage for ranking purposes is not a demonstrated lack of strength but limited direct combat portrayal. The story establishes his status and abilities more clearly than it shows a long series of complete battles. He is consequently placed below Thomas and Liu, whose capabilities are easier to compare through their major encounters, while remaining above the strongest conventional hunters.

14. Bellion — Grand Marshal of the shadow army
Bellion is Ashborn’s original lieutenant and the strongest individual shadow in Jinwoo’s army. As the first shadow created from Ashborn’s power and the army’s Grand Marshal, he possesses enormous combat experience, exceptional physical ability, and a level of authority above the other main shadow soldiers.
Bellion’s appearance changes the way Jinwoo’s army is understood. Beru and Igris are already formidable generals, yet Bellion is presented as a superior presence who sits at the top of the army’s internal hierarchy. His placement below true Monarchs and the strongest Ruler vessels reflects the difference between a powerful servant and a sovereign-level entity—not a lack of battlefield value.

15. Beru — the evolved Ant King shadow
Beru begins as the Ant King, the terrifying ruler of the Jeju Island ants. He defeats Goto Ryuji, Japan’s strongest hunter, with ease before Jinwoo extracts him as a shadow. That victory is one of the clearest demonstrations that an enemy can sit far above even elite S-Rank hunters.
After becoming a shadow, Beru gains the advantages of Jinwoo’s command and continues to evolve as one of the army’s most powerful generals. His speed, healing, intelligence, physical strength, and combat instincts make him exceptionally dangerous. He is generally regarded as second only to Bellion among Jinwoo’s principal shadow soldiers in the original story.

Why the middle of the list is difficult to rank
Solo Leveling is very clear about broad categories and much less clear about every internal matchup. The Absolute Being and the two cosmic factions sit above the human world. The Monarchs and Rulers operate on another scale entirely. National-Level Hunters are the strongest humans, while shadows such as Bellion and Beru occupy the highest levels of Jinwoo’s army.
The uncertainty appears inside the Monarch tier. Several Monarchs are introduced as ancient powers with terrifying reputations, but not all receive a complete fight against a comparable opponent. That makes a precise claim such as “Rakan is exactly 17 percent stronger than Sillad” impossible to justify. The order from Legia through Baran is best understood as a reasoned arrangement based on narrative status, known abilities, and direct evidence.
The same caution applies to Thomas, Liu, and Christopher. Their National-Level titles identify them as the world’s strongest hunters, but the story does not turn their rankings into a formal tournament bracket. Thomas’s higher placement is the safest reading of the available combat portrayal, while Liu is close enough that reversing those two does not contradict the story.

The Absolute Being is excluded from the numbered ranking because this is a combatant list, not a cosmology ranking. The Absolute Being created the Rulers and Monarchs, placing it above the entire battlefield hierarchy, but the story provides limited conventional combat evidence. Treating a creator-god as just another fighter would mix incomparable categories.

The unnamed Rulers are also excluded because the original story does not identify them sufficiently for individual comparison. Their collective role and power are important, but a list of named characters cannot assign a defensible position to figures who lack distinct identities and complete combat records.
Other strong shadows, including Igris, are not included because the list stops at the two highest-ranking individual shadows after Bellion. Igris remains one of Jinwoo’s most valuable and formidable soldiers, but Beru’s evolution and Jeju Island performance provide stronger evidence for the fifteenth position.
Does the anime change this ranking?
The anime can change how viewers perceive a character by expanding a scene, emphasizing a technique, or delaying the introduction of a major power. That presentation does not by itself change the ranking used here. This list is based on the completed original novel and webtoon continuity, including later story outcomes that an adaptation may not yet have reached.

Likewise, game versions and promotional material can give characters additional abilities or alternate forms. Those versions are not used here. The goal is to rank the characters as they exist in the original main story rather than combine every licensed interpretation into one list.
What about Solo Leveling: Ragnarok?
Solo Leveling: Ragnarok is a separate continuation and is outside this ranking’s scope. Later developments may introduce new powers, enemies, and circumstances that affect how readers think about the franchise, but they should not be used to retroactively reorder the completed original cast without clearly changing the question.
For the original story, the decisive answer remains straightforward: final Jinwoo is number one, Antares and Ashborn occupy the next level, the remaining Monarchs form the broad middle, the National-Level Hunters are the strongest humans, and Bellion and Beru lead the shadow-soldier tier.

Is this an official Solo Leveling ranking?
No. The story establishes broad power tiers but does not publish an official numbered list for every Monarch, Ruler vessel, and shadow. This ranking combines direct victories and losses, stated hierarchy, demonstrated abilities, and each character’s strongest established form.
Who is stronger, Antares or Ashborn?
Antares is ranked higher here because he is explicitly the strongest Monarch and receives the stronger direct combat portrayal. Ashborn is his closest rival, however, and readers can reasonably place Ashborn second if they give greater weight to his status as the strongest former Ruler and his original shadow army.
Is Beru stronger than Igris?
In the original story’s general shadow hierarchy, yes. Beru’s evolved form, speed, healing, intelligence, and overwhelming performance as the Ant King’s shadow place him above Igris, although Bellion is presented as the strongest individual shadow soldier.
Why is the Absolute Being not number one?
