Sister Hong victims shamed on Telegram and TikTok: what is verified

The verified Sister Hong story concerns alleged secret recording, intimate-video distribution, and secondary victimization—not the viral numbers or unconfirmed medical rumors.

The confirmed story is not the viral victim count or the most sensational rumors. On July 8, 2025, a Nanjing Jiangning police statement said a 38-year-old man surnamed Jiao had allegedly presented himself as a woman, secretly recorded sexual encounters with multiple men, and distributed the videos online. Police said he was arrested on July 5 and criminally detained on July 6 on suspicion of disseminating obscene materials.

The men shown in the footage were then exposed to a second layer of harm: intimate material was redistributed, turned into memes, and used in attempts to identify them. That public humiliation is not evidence that they consented to publication. It is the central issue in the Sister Hong case.

What the police statement confirms—and what it does not

The police account began with a report that a person’s private video had been distributed online. Investigators said they arrested Jiao, who was identified only by surname and age, and alleged that he had used a female persona, had sex with multiple men, secretly recorded the encounters, and spread the recordings online.

That is a preliminary police account, not a final court judgment. It establishes the reported arrest timeline and the conduct police say they were investigating. It does not establish a final conviction, a sentence, the total number of people recorded, the identities of the men shown, or the number of videos that circulated.

The police description that Jiao “posed as a woman” refers to the alleged method used to obtain access to the encounters. It should not be treated as a conclusion about transgender identity, gender identity, or sexual orientation.

The viral numbers and medical rumors are not verified

Online posts widely repeated claims that the case involved 1,691 men or more than 1,000 victims. The Jiangning police statement specifically said that the online claims describing a 60-year-old man and intimacy with more than 1,000 people were inaccurate. No definitive official count was provided in the authoritative account reviewed for this article.

Other posts claimed that people shown in the videos had contracted HIV or that Jiao knowingly infected them. Those claims were not confirmed by the police statement located for this report. They should not be repeated as fact.

There is also no verified basis for saying that all of the men were married, heterosexual, closeted, or socially prominent. Some reports and online commentary made versions of those claims, but the available public record does not provide a reliable demographic profile of everyone depicted.

Claims to leave out

  • “1,691 confirmed victims”: not established. The viral figure is not an official count.
  • “The suspect was 60”: inconsistent with the police statement, which identified the suspect as 38.
  • HIV infection claims: unconfirmed by the authoritative source reviewed.
  • Identities and personal details: not verified and potentially harmful to publish.

Why the shaming is a separate form of harm

There are two different questions in this case. One concerns what happened during the private encounters. The other concerns what happened after the recordings were made public.

Even if an encounter between adults was consensual, consent to sex is not consent to be secretly recorded. Consent to a recording is not consent to its publication. And publication does not become acceptable because viewers believe a person was dishonest with a partner or might face embarrassment if recognized.

Reports described people trying to identify men in the footage and connect them with spouses, partners, relatives, schools, or workplaces. The exact number of people identified and the claimed consequences for particular individuals have not been independently established. But the practice itself creates a predictable risk of secondary victimization: the original privacy violation is followed by ridicule, doxxing pressure, threats, family exposure, workplace consequences, and further circulation.

For that reason, the more accurate terms are non-consensual intimate imagery (NCII), image-based sexual abuse, or, depending on the circumstances, tech-enabled sexual abuse. “Revenge porn” is narrower and potentially misleading here because the available reporting does not establish that the recordings were made or distributed by a former partner seeking revenge.

How Telegram and TikTok amplified the exposure

Telegram: distribution hubs and recirculation

Reports said the footage moved through Telegram, Weibo, TikTok or Douyin, X, and other networks. Telegram groups and channels can operate as distribution and indexing hubs, allowing files or links to be reposted beyond the original upload. That helps explain how intimate material can continue circulating even after an initial post disappears.

It does not follow that every Telegram user participated in the original leak, that every channel carried the material, or that all copies remained available. Telegram says users can report messages in the app and that people depicted in non-consensual intimate imagery can use its dedicated @TIDABot reporting route. Telegram also says it blocks groups and channels that violate its terms. Those mechanisms are useful, but their existence does not prove that every copy of the Sister Hong material was removed or that circulation stopped.

TikTok and Douyin: from footage to meme

Short-form video platforms create a different amplification pathway. A sensitive recording can be cropped, captioned, turned into a reaction video, placed in a duet or stitch, or detached from its original context through jokes and face-based identification. The result may be a stream of derivative posts that expose people who never uploaded the original video.

TikTok’s policies prohibit the non-consensual sharing of private or intimate images and describe image-based sexual abuse as including the possession, distribution, or facilitation of access to intimate images created or distributed without consent. Users can report illegal content and explain whether the person depicted consented to its sharing through TikTok’s official support and reporting resources.

Reporting indicates that clips and memes associated with the case appeared across TikTok or Douyin and other networks. The precise amount of content that appeared on either service, the number of removals, and the identities of specific uploaders remain unverified. TikTok and Douyin should therefore be described as reported amplification environments—not as proof that every user or either platform was responsible for the original recording.

What readers should not do

  • Do not search for the videos, channel names, hashtags, mirrors, or download links.
  • Do not download, save, forward, quote-post, crop, or screenshot intimate frames for entertainment or “identification.”
  • Do not publish faces, usernames, names, schools, employers, locations, relationship details, or alleged medical information.
  • Do not try to match people in the footage to private individuals. A mistaken identification can create a new victim.
  • Do not treat memes, anonymous posts, or claims about a person’s marriage, sexuality, health, or occupation as evidence.

News coverage can describe the verified conduct and the public-interest questions without embedding or linking to the material. The absence of a clip is not a failure of reporting; it avoids making the article another distribution point.

If someone’s intimate material has been shared

People affected by this kind of abuse may want the content removed quickly while also preserving evidence for a platform complaint, police report, civil claim, or legal advice. The safest sequence is:

  1. Preserve evidence without spreading it. Record account names, channel or group information, post dates, URLs, threats, and report-confirmation numbers. Take screenshots of relevant account or message details where possible, but avoid creating or forwarding unnecessary copies of intimate images. Store evidence securely and tell trusted supporters not to repost it.
  2. Report the individual posts and accounts. On Telegram, use the report function attached to the message and, where appropriate, the @TIDABot process for non-consensual intimate imagery. On TikTok, use the platform’s reporting route for illegal content or intimate privacy violations and state clearly that the person depicted did not consent to distribution. Keep the resulting case or ticket numbers.
  3. Consider hash-based protection. StopNCII.org creates a digital fingerprint, or hash, of an intimate image or video on the person’s device. The original file is not sent to the service. Participating platforms can use the hash to detect matching uploads. StopNCII cannot remove material from the entire internet, cannot guarantee removal, and may not cover Telegram channels, private groups, or every mirror.
  4. Secure accounts and devices. Change passwords, enable two-factor authentication, review active sessions and cloud-sharing settings, and limit public profile information. If an account may have been accessed by someone else, preserve relevant login alerts before deleting or resetting anything.
  5. Get support before confronting the distributors. A trusted person, qualified advocate, or lawyer can help organize evidence and reduce the risk of further exposure. Confronting an uploader may prompt deletion of evidence, retaliation, or additional sharing.

What the legal record currently says

China’s Civil Code protects personality rights, including privacy and personal information. The police publicly characterized the case as a suspicion of disseminating obscene materials, but that preliminary criminal characterization is not the same as a final judicial finding. It also does not necessarily describe every privacy, personal-information, harassment, or civil-law issue that could arise from secret recording and redistribution.

As of the authoritative research timestamp for this article, no later or final court outcome was located in the sources reviewed. The legal status should therefore be described as an investigation and preliminary detention, not as a conviction or completed sentence.

The sensational persona, the viral number, and unverified health rumors are distractions from that chain.

Use phrases such as “men whose intimate encounters were secretly recorded and redistributed,” “people depicted in non-consensual intimate videos,” and “secondary victimization through memes and identification attempts.” Avoid language suggesting that anyone “got what they deserved,” that the men were “cheaters exposed,” or that the footage proves a person’s sexual orientation or gender identity.

The central fact remains simple: private sexual conduct does not give the public permission to record, identify, ridicule, or redistribute the people involved.
