Since August 24, 2026, YouTube counts a public view when playback begins, including for Shorts. The change makes the public number a measure of playback starts—not a count of unique people, completed views, or viewers who stayed. To assess continued viewing, use Engaged views in YouTube Analytics Advanced Mode. YouTube says the change does not alter Shorts earnings or YouTube Partner Program eligibility.
What changed in the YouTube Shorts view count?
Under the current rule, a public view is counted when a video begins playing, from its first frame. YouTube began applying this definition across formats on August 24, 2026, including Shorts, long-form video, podcasts, and live streams. TeamYouTube said the global rollout was complete by August 27, 2026. YouTube’s engagement-metrics guidance explains how metrics are counted; TeamYouTube’s announcement gives the change’s scope and dates.
A public view is not necessarily a unique viewer or evidence that someone watched for a particular length of time. It records a start under the current counting rule. YouTube retained the earlier view measure as Engaged views, available in Analytics Advanced Mode, for assessing viewers who chose to continue watching.
How the current metrics answer different questions

For watch behavior, read Engaged views alongside watch-time metrics rather than treating public-view growth as a retention signal. For monetization and eligibility, use the specific engaged or qualified measures YouTube identifies; a rise in public views alone does not establish a change in revenue or YPP status. What creators should do now
Separate reach from continued viewing
Use public views to describe how often playback started. Use Engaged views and watch-time metrics to evaluate whether viewers continued. Avoid calling public views unique people, completed views, or monetizable views unless you have separate evidence for that claim.
Mark the methodology change in reports
In dashboards and sponsor or agency reports, label the metric explicitly as “public views” or “Engaged views” and include the date range. Keep the August 24, 2026, methodology change visible when comparing periods. A post-change public-view total should not be presented as directly comparable to an older Engaged-views total without explaining the difference.

Use the right measures for earnings and eligibility
Continue monitoring engaged Shorts views and engaged watch hours for earnings, and qualified views and qualified watch hours for YPP eligibility, as applicable. The new public count is not a substitute for those measures. YouTube’s explanation is in its announcement.
Why the history matters when comparing Shorts
There have been two related counting changes. From March 31, 2025, Shorts public views counted starts and replays without a minimum watch-time requirement; the former measure remained available as Engaged views. From August 24, 2026, the start-of-play definition became YouTube’s public-view rule across formats. YouTube’s Shorts creation guidance summarizes the earlier Shorts change.

When reviewing a long-running channel or a sponsor’s historical report, check both the metric name and the period it covers. Otherwise, a change in counting methodology can be mistaken for a change in audience response.
Why view counts may differ or move after publishing
YouTube validates engagement. It may slow, freeze, adjust, or discard low-quality playback events, and realtime activity is an estimate that can differ from the watch-page figure. A temporary mismatch or pause does not by itself show that a count is wrong. Allow time for processing, then compare the relevant Analytics and watch-page figures. YouTube describes these caveats in its engagement-metrics guidance.
