YouTube Live Settings for 720p at 30 FPS on Low Upload Bandwidth

YouTube’s 720p30 live bitrate minimum depends on codec: 3 Mbps for H.264 or 2 Mbps for AV1/H.265. Budget audio and 20% upload headroom before going live.

For a 720p30 YouTube Live stream, YouTube’s encoder guidance sets the H.264 minimum at 3 Mbps video, or 2 Mbps for AV1 and H.265/HEVC. Those are video rates, not the full connection budget: include audio and leave about 20% upload headroom. Use CBR, set keyframes every 2 seconds, and choose RTMPS when your encoder supports it. A connection that only just matches the video bitrate is not enough to call the stream reliable.

720p30 settings to start with

YouTube’s live encoder settings guidance gives different bitrate figures by codec. Its minimum is a floor, not the recommended quality target; use the recommended rate if your sustained upload capacity can support the entire stream with headroom.

Bitrate mode CBR A constant target makes upload budgeting more predictable.
Keyframe interval 2 seconds YouTube says not to exceed 4 seconds.
Protocol RTMPS where supported YouTube lists RTMP and RTMPS, and recommends RTMPS.
Audio AAC or MP3; YouTube’s advanced settings list 128 kbps stereo Audio contributes to total outgoing bitrate and must fit within the same upload budget.

The figures above are YouTube Help settings guidance accessed in 2026; the page does not state a publication date. A codec’s listed minimum is not evidence that it will look better than another codec at the same bitrate: encoder support and a representative test matter.

Calculate the upload capacity you need

YouTube says the total bitrate sent must fit within available upload bandwidth and recommends leaving 20% headroom. Its streaming tips recommend measuring upload speed rather than relying on download speed, and warn that other users or devices sharing the network can reduce the capacity available to your stream.

  1. Measure sustained upload. Run an upload-focused speed test at the location and time you plan to stream. Treat a brief peak as less useful than a rate the connection can maintain.
  2. Add the stream components. Combine the selected video bitrate with audio and any other outgoing stream traffic. For example, a 3 Mbps H.264 video setting is already 3 Mbps before audio is counted.
  3. Keep 20% spare. As a planning rule, the full outgoing stream should use no more than roughly 80% of the upload capacity available to it. YouTube’s headroom recommendation applies to the total stream, not video alone.
  4. Account for shared use and variability. Pause or schedule large uploads and downloads where possible. If upload fluctuates or the network is shared, allow more room than the bare 20% margin.

Do not assume a measured 3 Mbps connection can reliably carry a 3 Mbps video stream. If sustained capacity cannot accommodate video, audio, and headroom, reduce the bitrate or choose a lower resolution and test again. YouTube’s cited live guidance does not establish a universal bitrate below its published 720p30 minimum.

Set the encoder and YouTube stream up

  1. Choose 720p30 in your encoder. Set output resolution to 1280 × 720 and frame rate to 30 fps. YouTube Live Control Room normally detects the encoder’s resolution and frame rate. Manual selection requires a custom stream key with manual settings enabled.
  2. Select a supported video codec and bitrate. H.264 is a broadly listed option; YouTube also lists H.265/HEVC and AV1. Use the matching codec-specific rate above, within the limits of your encoder and available upload capacity.
  3. Set rate control and keyframes. Choose CBR and a 2-second keyframe interval; do not exceed 4 seconds.
  4. Choose the connection protocol. Use RTMPS when supported by the encoder and your YouTube ingest configuration. YouTube lists both RTMP and RTMPS and recommends RTMPS.
  5. Configure audio. Use AAC or MP3 for RTMP/RTMPS. If using stereo, YouTube’s advanced settings list 128 kbps. Include the audio rate when calculating the connection budget.
  6. Connect with the stream key. In Live Control Room, use the stream URL and stream key associated with the scheduled stream; YouTube’s live stream settings help explains stream keys and URLs. Keep the key private: anyone with access to it may be able to send video to that stream.
  7. Run a private or otherwise appropriate preflight test. Match the planned settings, audio, and typical movement before the event. Check YouTube’s stream health messages, then monitor them during the live broadcast.

Test for the footage you will actually show

A static slide is an incomplete test for a documentary stream. Include representative motion—such as pans, walking shots, or archival footage with movement—alongside spoken audio or the actual soundtrack. Watch for buffering, dropped frames, audio interruptions, and YouTube stream-health warnings. If problems appear, first reduce the video bitrate enough to restore headroom; if that is still unstable, reduce resolution or frame rate and repeat the test.

Live bitrate guidance is not the same as upload-video encoding guidance. YouTube’s separate recommended upload encoding settings give a 5 Mbps figure for 720p SDR uploads at standard frame rates; that value is for uploaded videos and should not replace the live-stream settings above.

Troubleshooting low-bandwidth 720p streams

  • Stream health turns poor or the stream buffers: The full outgoing bitrate may be too close to available upload, or the network may be fluctuating. Check upload capacity while streaming, stop competing network traffic, and lower video bitrate while preserving headroom.
  • It works during a static test but fails on documentary footage: The test did not include representative motion or audio. Repeat with a segment that resembles the real programme, then adjust bitrate or resolution based on the result.
  • The bitrate seems to fit, but the connection still struggles: Video is only part of the budget. Count audio and any additional outgoing stream, and account for other devices sharing the connection.
  • The encoder cannot select the expected resolution or frame rate in Live Control Room: YouTube normally detects them from the encoder. If you need manual selection, use a custom stream key with manual settings enabled.
  • YouTube does not accept the chosen codec or connection: Confirm the encoder supports the selected codec and protocol and that its settings match the YouTube stream configuration. H.264 with RTMPS is a broadly listed path; test before relying on a less familiar codec.
