YouTube Live’s latency is controlled separately in Live Control Room: choose Normal, Low, or Ultra-low under Stream Settings. Encoder settings determine what you send to YouTube; they do not select the latency mode. Bitrate can still matter indirectly: if your upload connection cannot sustain it, ingestion problems can undermine a low-latency stream.
What actually sets YouTube Live delay?
There are two separate parts to consider: YouTube’s latency mode and the stream your encoder delivers. YouTube defines stream latency as the delay between an encoder or camera capturing an event and that event appearing on the stream. The mode is set in Live Control Room, not by changing bitrate, codec, or keyframes in OBS or another encoder. See YouTube Help’s explanation of live streaming latency and its live stream settings.
Encoder choices can affect whether your feed reaches YouTube reliably. YouTube detects the incoming settings and transcodes the live stream into formats for viewers. If the chosen bitrate exceeds what your upload connection can sustain, the feed may have ingestion trouble; YouTube warns that network ingestion problems affect viewers more when Ultra-low latency is selected. This is a stability issue, not a documented rule that lowering bitrate automatically reduces end-to-end delay.
Choose a latency mode for the kind of programme

These are YouTube’s descriptions and estimates, not a promise of a fixed delay for every viewer. YouTube cautions that “Lower latency may mean more playback buffering.” If your programme is a one-way documentary stream, Normal may be the better trade-off than a mode that makes chat faster but is less forgiving of network problems. Choose Low or Ultra-low when interaction is important enough to justify that trade-off.

Set encoder values for a stable feed
Use YouTube’s current encoder settings, bitrate, and resolution guidance as a starting point. Its RTMP/RTMPS recommendations include H.264, H.265 (HEVC), or AV1 video, frame rates up to 60 fps, constant bitrate (CBR), and a two-second keyframe interval. YouTube recommends that keyframes not exceed four seconds. It also recommends progressive scan, two B-frames, one reference frame, CABAC, and Rec. 709 for SDR; for HDR it recommends H.265, and AV1 is not supported for HDR. YouTube recommends RTMPS for encrypted transport.
The following are YouTube’s recommended ingest bitrates in its current English-language guidance, not latency targets. The figures are for the specified resolution and frame rate; use the column for your ingest codec.

Requirements can change, and YouTube’s bitrate ranges depend on codec, resolution, and frame rate. Check the current table before configuring a production stream, especially if using a different resolution or frame rate. Do not choose a higher bitrate merely to chase lower delay: these recommendations specify ingest settings, not a bitrate-to-latency formula.
Check upload capacity and test before going live
YouTube recommends leaving 20% upload bandwidth headroom beyond the total stream bitrate. That margin matters because other devices or users sharing the connection can reduce the bandwidth available to the encoder. A wired Ethernet connection can be a practical way to support a reliable connection where available, but it does not directly set YouTube latency or guarantee against buffering.

- Select the mode in Live Control Room. In the stream’s settings, choose Normal, Low, or Ultra-low according to how much audience interaction the programme needs. Low and Ultra-low are unavailable for 4K/2160p.
- Match the encoder to the intended output. Set a supported codec, resolution, and frame rate; use CBR and a two-second keyframe interval, keeping the interval at or below four seconds. Set bitrate using YouTube’s table and leave the recommended upload headroom.
- Run a realistic test. Include the kind of motion and audio your actual programme contains. YouTube advises setting up the encoder in advance, previewing the stream, and checking audio and video continuously; consult its streaming tips.
- Watch Stream Health during the test. If a low-latency stream shows ingestion trouble or viewers report buffering, check the actual upload capacity, competing network use, and whether the selected bitrate is sustainable. If problems persist, reduce an excessive bitrate or choose a more forgiving latency mode, then test again.
YouTube’s documentation does not report a controlled, parameter-by-parameter test showing how much delay is added or removed by changing only bitrate, codec, keyframe interval, or another encoder setting. Viewer delay varies with network conditions, so do not promise a particular end-to-end delay from an encoder configuration alone.
