Start with the warning’s exact wording and timestamp, then check the encoder’s local output, its settings and your sustained upload capacity. If the encoder output is healthy but the outbound connection is not, YouTube advises contacting your internet service provider.
What the warning tells you—and what it does not
YouTube’s Live Dashboard and Live Control Room assess the stream being submitted and display health messages. A critical red error can prevent an event from starting or cause problems for viewers; a moderate yellow error may reduce quality. The message is a clue about the stream YouTube receives, not an automatic diagnosis of the ISP. Read the precise text and note when it appeared before changing settings or contacting BSNL. The available guidance is YouTube-wide, not specific to BSNL. It does not establish a current BSNL outage, a fault on any particular line or location, or an upload guarantee for a BSNL plan. Those require evidence from your own connection and, if indicated, BSNL support.

Record the exact warning and time
In Live Control Room, note the full health message, its severity and the timestamp. Different messages point to different causes; a warning about bitrate or keyframes calls for a different check from a connection warning. Keep the message available when reviewing your encoder and when raising a support case.

Inspect the encoder’s output before blaming the connection
Check the encoder preview for picture and sound problems. Review its error messages and CPU load, and inspect a local recording if the encoder can make one. If the picture or audio is already bad locally, investigate the source, routing, encoder configuration or machine first. If local output looks and sounds healthy, move on to the outbound connection. YouTube Help’s troubleshooting guidance uses this distinction.

Measure upload capacity against the whole stream
Run a speed test and look at upload speed, not just download speed. YouTube notes that download is often higher, recommends 20% headroom beyond the stream’s total bitrate, and says the stream bitrate must not exceed available upload bandwidth. If you send primary and backup streams, include both in the total. Other devices or users on a shared network can also reduce the bandwidth available to the encoder. YouTube Help: streaming tips.

Use sustained results as a practical check, not a guarantee: a single speed-test result does not establish that the line will remain stable throughout an event. YouTube recommends a speed test for checking upload bitrate in its encoder settings guidance.

Match encoder settings to the warning
Confirm the selected resolution and frame rate, video and audio codecs, bitrate, keyframe interval, and—if applicable—whether the primary and backup streams use matching settings. YouTube’s current encoder-settings guidance lists H.264, H.265/HEVC and AV1. Use the bitrate entry for your actual codec, resolution and frame rate rather than applying one target to every stream. The page recommends a two-second keyframe frequency and says not to exceed four seconds; sending keyframes too infrequently can contribute to buffering. For reference, YouTube lists H.264 at 1080p30 as 5 Mbps minimum and 14 Mbps recommended, and H.264 at 720p30 as 3 Mbps minimum and 8 Mbps recommended. These are YouTube encoder-setting figures, not assurances that a broadband connection can sustain them. Select the row for the stream you actually send.

Run a representative test, then escalate with evidence
Before an important event, test using representative motion and audio. Check the Live Control Room preview and watch health messages while the test runs. If local encoder output is healthy but upload testing or the stream points to an outbound connection problem, YouTube’s stated next step is to contact your ISP. Give BSNL the test times, your service and location details, the measured upload results, the encoder bitrate and the warning text. YouTube’s guidance says: “If you find issues with your internet connection: Contact your internet service provider to troubleshoot.” YouTube Help.

Compare likely causes without guessing
