YouTube Live Bitrate for 1080p 30fps on a Raspberry Pi Encoder

YouTube recommends 5–14 Mbps for H.264 at 1080p30, with CBR and two-second keyframes. Learn how to test the complete Raspberry Pi streaming setup.

For a Raspberry Pi sending H.264 at 1080p and 30 fps to YouTube Live, use a video bitrate within YouTube’s recommended 5–14 Mbps range. Set the encoder to constant bitrate (CBR) and a two-second keyframe interval; YouTube says not to exceed four seconds. These are ingest recommendations, not a guarantee that a particular Pi, camera, encoder and internet connection can sustain a stable stream.

Which bitrate should you use at 1080p30?

Choose the recommendation for the codec your encoder actually sends. YouTube’s live encoder guidance gives these ranges for 1080p at 30 fps:

AV1 or H.265/HEVC 4–10 Mbps

A common Raspberry Pi camera workflow uses H.264, so its relevant range is 5–14 Mbps. The range is a recommendation, not a promise of performance. A practical starting point is a bitrate your Pi can encode continuously and your connection can upload reliably; verify it with a test before relying on it for a live event. YouTube’s live ingest recommendations are separate from its settings for uploaded video files. YouTube: encoder settings, bitrates and resolutions.

Set the other YouTube encoder options

Use constant bitrate

Set bitrate control to CBR (constant bitrate). The video bitrate is only part of the connection’s load: audio and normal network variation also use capacity. YouTube advises checking upload speed and testing the stream; it does not establish a universal headroom percentage. Do not treat a speed-test result as proof that the stream will remain stable under all conditions.

Set keyframes to two seconds

Configure a two-second keyframe interval. YouTube recommends two seconds and says the interval should not exceed four seconds. If the encoder asks for a number of frames rather than a time interval, at 30 fps two seconds corresponds to 60 frames.

Use a supported ingest protocol

YouTube supports RTMP and RTMPS ingestion and recommends RTMPS. Select the protocol supported by your streaming software and configure it with the server address and stream key shown for your broadcast in YouTube Live Control Room. Treat the stream key as a password: do not publish it or include it in a public command, screenshot or recording.

What changes between Raspberry Pi models?

Do not assume every Raspberry Pi encodes H.264 the same way. Raspberry Pi’s Picamera2 manual documents the H264Encoder as using the Pi’s built-in hardware through V4L2 kernel drivers, supporting up to 1080p30. That description should not be generalized to every current model. Picamera2 manual.

Current Raspberry Pi camera guidance describes Raspberry Pi 5 video encoding as software based. It provides a --low-latency option for real-time streaming scenarios; the trade-off is reduced coding efficiency in exchange for lower encoding latency. The Pi 4 hardware-encoding path and Pi 5 software-encoding path therefore differ, and actual sustained performance depends on the model, configuration and workload. Raspberry Pi’s H.264 performance note compares software presets on Pi 5 with a Pi 4 hardware encoder configuration and includes FFmpeg examples for 1920×1080 at 30 fps. It does not establish one universal throughput result for every use case. Avoid assuming a bitrate is achievable just because it falls within YouTube’s range; validate the exact capture, encode and streaming pipeline you plan to use. Test the complete stream before going live

  1. Confirm the output codec and resolution. Verify that the streaming software is actually sending 1920×1080 at 30 fps and identify whether the encoded video is H.264, AV1 or H.265. Use the matching bitrate range above.
  2. Set CBR and keyframes. Choose constant bitrate and a two-second keyframe interval, keeping it at or below YouTube’s four-second maximum.
  3. Check real upload capacity. Run a speed test under conditions similar to the broadcast. Allow for audio and connection variability rather than setting the stream at the full measured upload rate.
  4. Run a representative test broadcast. Include audio and movement similar to the actual programme. A static test image alone may not reveal how the encoder behaves on real footage.
  5. Watch Live Control Room. Check YouTube’s stream-health indicators and messages during the test. Resolve warnings before the event rather than assuming the configured bitrate is working as intended.

The camera stack can send encoded camera video over a network, but that alone does not verify a complete YouTube RTMPS setup. Audio capture, muxing, network stability, software versions and configuration all affect the finished stream. Document the exact Pi model and toolchain when assessing a setup; do not infer that another model or workflow will behave identically.

Troubleshoot common 1080p30 problems

Symptom What to check What to do
YouTube reports poor or unstable stream health Available upload capacity, bitrate control and network variation Test the connection under realistic conditions, confirm CBR, and try a lower bitrate that remains within the recommendation for the output codec.
The configured bitrate seems wrong for the stream Actual output codec, resolution and frame rate Confirm the encoder output rather than relying on camera or project settings. Select the YouTube bitrate range for the codec actually being sent.
Latency or encoding behavior differs by Pi model Whether the workflow uses hardware or software encoding Check the model-specific Raspberry Pi camera guidance. Pi 5’s software path is not the same as the documented hardware H.264 path.

Copyright and YouTube Live checks

Before broadcasting, make sure you have the rights needed for the footage, music and other audio in the stream. A Raspberry Pi encoder setting does not grant permission to use copyrighted material or determine whether a channel complies with YouTube policies. Review YouTube’s applicable live-stream and copyright requirements in your account and test the intended content before scheduling a public broadcast.
