Test one factor at a time—first another connection, then another device—and distinguish viewer playback from the broadcaster’s stream health before blaming your ISP or YouTube.
First, identify where the buffering is happening
Keep these questions separate: Is it one stream or every YouTube live stream? One device or several? YouTube only, or other services too? Does the problem appear only at certain times? These comparisons narrow down the cause, but they do not by themselves prove ISP throttling, a routing fault, or a YouTube delivery problem.
If you are watching, you are troubleshooting the device’s connection to the stream. If you operate the broadcast, you also need to check the encoder’s upload and YouTube’s stream-health status. A viewer’s download speed and a broadcaster’s ingest bitrate are different measurements.
Troubleshoot playback as a viewer
- Try another connection. Replay the same stream using mobile data or another Wi-Fi or broadband connection, if available. YouTube recommends switching connections as a buffering diagnostic. If the stream improves, the original connection or local network is implicated, but the test alone does not identify the precise cause. YouTube Help: troubleshoot video streaming issues.
- Compare devices and services. Try the same stream on another supported device. Check whether other YouTube live streams and non-YouTube services buffer as well. A problem confined to one device points you toward that device or its app; trouble across services or devices makes the connection worth investigating. Neither pattern alone establishes why it is happening.
- Check the Wi-Fi where you watch. Test near the router. Move the device away from enclosed or obstructed locations, including metal obstructions, and pause demanding activity on other connected devices. A broadband plan’s advertised speed does not show how well Wi-Fi reaches a particular TV or phone. YouTube also recommends checking router range, reducing interference and minimizing competing connected-device use. YouTube Help.
- Lower playback quality. Open the player’s Quality control and select a lower resolution. If playback stabilizes, the connection available to that device may not be sustaining the previous setting at that moment. YouTube Help recommends at least 7 Mbps for HD viewing, but this is guidance, not a guarantee that a live stream will be interruption-free. YouTube Help.
- Refresh the app or device. Close and reopen YouTube, check for app and device updates, and follow YouTube’s cache-clearing instructions where supported. Retest the same stream and quality after each change so you can tell what helped. YouTube Help.
Understand live delay settings
On YouTube TV, Default broadcast delay is the setting YouTube says best minimizes playback interruptions. Decrease is intended to reduce the delay between the broadcast and what viewers see, but leaves less buffer in the player and can make interruptions more likely. If smooth playback matters more than being as close to real time as possible, use Default. YouTube Help.

YouTube notes that “Network congestion and other factors may also cause live programming issues, which can delay the stream.” A good speed reading therefore cannot rule out a live-playback interruption. YouTube Help.
If you run the 24/7 stream, check the upload side
For a broadcaster, the relevant connection is the encoder’s upload to YouTube, not the viewer’s download speed. YouTube recommends testing upload bitrate, testing representative video with motion and audio, and monitoring stream health during the broadcast. Its figures below are H.264 encoder ingest guidance—not broadband targets for viewers. YouTube’s current guidance was accessed on 2026-10-03. For the stream configuration, YouTube recommends constant bitrate (CBR), a 2-second keyframe interval (not more than 4 seconds), and RTMP or RTMPS; it recommends RTMPS. Compare the encoder’s output with your available, stable upload capacity, then watch the stream-health indicators rather than assuming a viewer-side buffering report is an encoder fault. Read the stream-health warning before changing settings
YouTube’s health status is a diagnostic aid. Its documented examples include keyframes not being sent often enough, which can cause buffering, and YouTube not receiving enough video to maintain smooth streaming. Match the warning to the encoder setting or upload issue it identifies; these examples do not explain a viewer’s playback problem unless the broadcaster’s feed is actually unhealthy. Keep the Indian broadband figures in context
The National Informatics Centre (NIC) specifies dedicated bandwidth of 2–4 Mbps per stream for the webcast service described on its site. For agency feeds, its requirements also mention a static public IP and outbound RTMP port 1935. These are requirements for that NIC service context—not a household YouTube viewing recommendation or a universal YouTube encoder bitrate. YouTube’s H.264 recommendations can be higher, depending on resolution and frame rate. NIC’s page was accessed on 2026-10-03. NIC webcast services.
There is no India-wide measured statistic in the cited material showing how often YouTube live streams buffer on Indian broadband, and it does not establish that Indian broadband as a category or any particular ISP is responsible.

When to contact your ISP—and what to report
After trying the same stream on another connection and device, record the evidence before escalating. If the problem persists, share the details with your ISP when the comparisons point to a persistent connection issue, or send reproducible playback feedback through YouTube. Avoid presenting an unmeasured routing, DNS, CDN, peering or throttling explanation as fact.
- Date and time of the buffering
- Device and YouTube app or browser
- Connection type and whether you were near the router
- Selected playback quality
- Whether other YouTube streams, other services or other devices were affected
- Whether switching to another connection changed playback
An Ethernet connection can be useful as an optional comparison with Wi-Fi. If the wired test works while Wi-Fi does not, that points toward the local wireless link; it does not prove or fix an ISP, routing or YouTube-side issue.
