Critics have argued that this approach leaves less room for sex workers and adult-content creators. The criticism is about the published rules and their potential effects; it does not establish how consistently Threads enforces them today.
What Threads’ rules say about NSFW content
An archived February 2025 copy of the Threads Terms of Use says Instagram’s Terms, including its Community Guidelines, also apply to Threads. Meta’s Safety Center describes its Community Standards as a foundation for Facebook, Instagram, Threads, and Messenger. That links Threads to Instagram’s rules rather than setting out a separate adult-content policy in the captured Threads terms.
Instagram’s published guidance, reproduced in an Oversight Board decision, generally disallows nudity in photos, videos, and some digitally created content. The examples include intercourse, genitals, and close-ups of fully nude buttocks. The guidance also restricts some images of female nipples, with exceptions for certain contexts.
Exceptions depend on context
The listed exceptions include breastfeeding, childbirth, medical or health contexts, and protest. They are not a general permission to post adult nudity. Nudity rules are also distinct from policies addressing sexual solicitation, non-consensual imagery, or child sexual exploitation.

Meta’s stated rationale
The Oversight Board decision quotes Meta’s explanation: “We restrict the display of nudity or sexual activity because some people in our community may be sensitive to this type of content. Additionally, we default to removing sexual imagery to prevent the sharing of non-consensual or underage content.” This is Meta’s stated policy rationale, not evidence about how a particular Threads post will be moderated.
Why creators and sex workers objected
At Threads’ July 2023 launch, TechCrunch reported concerns that Instagram-style restrictions would hinder the service for sex workers and adult-content creators. Fast Company reported that some sex workers saw the rules as a step backward for visibility and support. These reports document attributed concerns, not a representative survey of creators or a measure of how widespread the criticism is.

The underlying issue is that adult creators may use social platforms for visibility and community as well as for explicit material. A broad restriction on nudity can affect what they can publish, even when content is consensual and created by adults. That concern should not be confused with a claim that every adult creator views Threads the same way, or that the published rule alone proves what the service recommends or removes in practice.
What the Oversight Board found—and what it did not
The Oversight Board reviewed Instagram’s Adult Nudity and Sexual Activity policy, not Threads moderation cases. It found the Instagram policy unclear to users and difficult to apply consistently at scale, and said it disproportionately affects women and LGBTQI+ users. It recommended clear, objective, rights-respecting criteria. In the two Instagram cases before it, the Board overturned the removal decisions.

The Board also cited Meta’s April–June 2022 Community Standards Enforcement Report: 21% of appealed Instagram removals under the Adult Nudity and Sexual Activity policy were restored. That figure concerns appealed Instagram removals in that reporting period; it is not a rate for all moderation, all removals, or Threads.
How Threads’ published rule compares with X’s
The policies differ in what they say users may post and what controls they describe. X’s published policy allows consensually produced and distributed adult nudity or sexual behavior when properly labeled and not prominently displayed, while restricting exposure for minors and people who choose not to see it. Meta’s Instagram rules, which the archived Threads terms incorporate, generally prohibit nudity with contextual exceptions. This is a comparison of published rules, not a finding about relative enforcement quality or user experience.

What to take from the criticism
Calling the policy “hostile” to adult creators is an attributed criticism, not a neutral description of every creator’s experience. The documented concern is that applying Instagram’s generally restrictive nudity rules to Threads may limit adult creators’ ability to share content and build visibility there. The Oversight Board’s separate Instagram findings add a concern about clarity and disparate effects, but they do not establish how Threads currently applies the rules.
The terms cited here are an archived February 2025 copy. They establish the rule connection in that copy, not whether the terms or enforcement have changed since then.
