Aylo, Pornhub’s parent company, said it acted because it considered Florida’s approach unsafe for privacy and ineffective at protecting children. Axios reported on August 4, 2026, that the site remained blocked in Florida while Aylo asked state officials to rethink or rescind age-verification laws.
Why Pornhub blocked access in Florida
Aylo announced the restriction before the law took effect. In a statement quoted by WKMG on December 18, 2024, the company said it supports age verification in principle, but believes laws must protect user safety and privacy and effectively prevent children from accessing adult content. Aylo characterized Florida’s approach, along with approaches in other jurisdictions, as “ineffective, haphazard, and dangerous.” That is the company’s assessment, not an independent finding about the law’s effectiveness.
Aylo also argued for age checks at the device level. “The best solution to make the internet safer, preserve user privacy, and prevent children from accessing adult content is performing age verification at the source: on the device,” the company said. WKMG’s December 18, 2024 report quoted the statement and described the planned Florida restriction.
What Florida’s age-verification law requires
Florida Statutes §501.1737 applies to a commercial entity that knowingly and intentionally publishes or distributes material harmful to minors on a website or application when more than 33.3% of its total material meets the statute’s definition. A covered entity must verify that someone seeking access is at least 18 and prevent access by people younger than 18.

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The statute’s definition is narrower than simply “all adult content”: material must, taken as a whole, appeal to prurient interest under contemporary community standards, depict or describe specified sexual conduct in a patently offensive way, and lack serious literary, artistic, political, or scientific value for minors. The law requires covered entities to offer both anonymous and standard age-verification methods, with the user choosing between them.
The statute authorizes enforcement by Florida’s Department of Legal Affairs and allows civil penalties of up to $50,000 per violation, as well as attorney fees and court costs. Read the Florida statute, §501.1737, for the full text.

Website checks and device checks are different proposals
| Approach | Who performs the check | What the sources establish |
|---|---|---|
| Florida’s site-level requirement | A covered website or application must verify that the person seeking access is at least 18. | The statute requires both anonymous and standard verification options. It does not, in the cited provisions, specify one universal verification technology. |
| Aylo’s device-level proposal | Age verification would take place on the user’s device rather than at each adult website. | Aylo presented this as its preferred approach. The sources do not establish a neutral comparison of effectiveness or show that the proposal was enacted as Florida law. |
The key difference is where the age check is performed: Florida’s law places the obligation on covered entities, while Aylo advocates verification at the source, on the device. The available sources do not establish which model is more effective overall.

Axios reported on August 4, 2026, that Pornhub remained blocked in Florida and that Aylo had sent a letter to more than 300 state leaders, including Governor Ron DeSantis and Attorney General James Uthmeier, asking them to rethink or rescind age-verification laws. Axios also reported that an adult-industry coalition dropped its Florida legal challenge after the U.S. Supreme Court upheld a similar Texas law. Those developments do not, by themselves, establish a court ruling on the constitutionality of Florida’s law. Axios’s August 4, 2026 report covers the continuing block and the company’s request.

Separately, Florida’s attorney general announced on September 15, 2025, that his office had filed complaints against Aylo-related entities, including entities operating Pornhub. The announcement describes allegations and filings, not a court finding; the available information does not establish the complaints’ outcome. The attorney general’s announcement provides details of the filing.
A Florida Senate page also contains filed text for 2025 SB 1438, which proposed device-based age verification with a July 1, 2026 effective date. Filed bill text alone does not establish that the proposal became law or changed Pornhub’s obligations. The filed bill text shows what was proposed.
