Those reversals reveal characters whose loyalty and bond are tested—not merely a repeated obstacle for Ash.
What Jessie and James are trying to do
In its description of Pokémon the Series: Sun & Moon, the official Pokémon site groups Jessie, James, and Meowth as Team Rocket and says they aim to get Ash’s Pikachu, as well as rare and strong Pokémon. That is the basic engine of their recurring schemes, but it does not describe every turn in their relationship or their standing in the organization. Official Pokémon series description.
They can be expelled from Team Rocket
In “Dues and Don’ts” (Season 5, Episode 22), a Team Rocket scout uses Delibird to test promising recruits. Jessie and James learn that their personnel files show they have been expelled. Rather than accept that status, they try to accomplish enough to earn reentry.
The official Pokémon episode description captures their response: “Shocked, Jessie and James set desperately to garnering some success that will earn them reentry into their beloved Team Rocket.” Their attachment to the organization is part of the joke and the drama: the pair are not simply authorized representatives with secure jobs. Their partnership can split
“The Ole’ Berate and Switch” (Season 9, Episode 31) puts their usual pairing under pressure after another failed attempt to capture Pikachu. Jessie and James go their separate ways: Cassidy recruits James, while Jessie fast-talks her way into partnering with Butch. The episode’s scheme is exposed, and Pikachu stops their getaway. What the official episode pages do—and do not—settle
These official descriptions provide solid evidence for the specific plots they summarize: expulsion and an effort to rejoin in “Dues and Don’ts,” and a temporary change of partners in “The Ole’ Berate and Switch.” The official series description establishes the group’s basic role and target. None of those pages establishes one definitive account of how Jessie and James first met.

Claims about their first meeting should therefore be tied to a named episode or special and to the continuity it depicts. Accounts discussed by fans are not, by themselves, proof that one origin story is the settled version. The examples above are narrower and firmer: the anime’s official summaries show that the partnership and Team Rocket membership can both be disrupted.
