There is no verified public explanation for why Melania Trump did not curtsy. More importantly, the Royal Family’s current guidance says a curtsy is a traditional greeting, not an obligatory rule: women may make a small curtsy, while some people prefer a handshake.
Was Melania Trump required to curtsy?
No. The Royal Family’s guidance says, “There are no obligatory codes of behaviour when meeting The King and Queen or a member of the Royal Family, but many people wish to observe the traditional forms.” It describes a small curtsy as the traditional form for women and notes that some people prefer to shake hands.
This is current guidance, and its wording refers to The King and Queen. Queen Elizabeth II was monarch during the 2019 visit. The guidance does not make a curtsy a requirement for visitors, including people attending a formal state occasion.
What is known about the 2019 state visit?
President Donald Trump and First Lady Melania Trump visited the United Kingdom in June 2019. The Royal Family’s account describes the ceremonial welcome and a state banquet at Buckingham Palace. The archived White House transcript records remarks by President Trump and Queen Elizabeth II at the June 3 banquet. These sources establish the diplomatic setting, but do not explain Melania Trump’s choice of greeting.

Why didn’t she curtsy?
The official sources available establish no statement from Melania Trump explaining her personal reason. It would therefore be speculation to say she deliberately rejected royal etiquette, was unaware of the custom, or chose a different greeting for a particular reason. The evidence supports a narrower conclusion: a curtsy was customary, but not compulsory, and her motive has not been verified publicly.

What does the greeting say about royal etiquette?
The distinction is between tradition and obligation. A curtsy is one traditional form of greeting; it is not a mandatory test of respect under the Royal Family’s published guidance. That guidance also recognizes handshakes as a choice, rather than prescribing one greeting for every visitor.
