That account does not establish a more specific reason, such as a dispute, a personal decision, or a pay issue. Those details should not be inferred from the phrase “creative reasons.” Peacock’s Season 23 preview also confirmed that Donovan would not reprise Cosgrove after two seasons, but did not provide a different explanation.
When was Frank Cosgrove last seen?
Cosgrove’s last reported appearance was the Season 22 finale. He was working with Shaw on a case involving the assassination of a U.S. senator. The finale did not set up his departure or show him leaving the department, according to TVLine and TV Insider’s November 15, 2023 report.

How did Law & Order write out Cosgrove?
The Season 23 premiere, “Freedom of Expression,” introduced Detective Vincent Riley, played by Reid Scott, as Shaw’s new partner. Riley asks Shaw what happened to Cosgrove. Shaw answers that Cosgrove was a “great cop” who got “jammed up [about] being too honest about things people aren’t too honest about these days.” The exchange, transcribed in TVLine’s January 18, 2024 premiere recap, is the show’s brief, in-story explanation.
Shaw’s line is character dialogue, not a statement from Donovan or a confirmation of the production’s reason for his exit. The show supplied an explanation for Cosgrove’s absence without staging a departure scene in the previous season’s finale.
