Where the Scarecrow’s gun appears
The gun is a brief visual detail in the forest passage, not a defining feature of the Scarecrow and not a weapon used as part of the story’s action. The sequence is commonly identified as the Haunted Forest. The Library of Congress’s exhibition on The Wizard of Oz documents the film’s production context, while American Cinematographer’s retrospective discusses the forest passage and the film’s production.
Why is he carrying it?
There is no definitive explanation established by the sources available here. Coverage of the oddity has raised possible explanations, but it does not supply authoritative production documentation identifying the person responsible or the specific reason for the prop. The visible gun is a fact of the film; its origin remains unsettled.
Is it connected to the deleted “Jitterbug” scene?
One proposed explanation links equipment carried in the forest to the deleted “Jitterbug” number. A Movies & TV Stack Exchange answer says the original script did not mention a gun and connects the bug spray and net to that deleted sequence. That is a community answer, not a primary script comparison or production record, and it does not establish that the gun itself came from the “Jitterbug” material. Treat the connection as a theory, not a confirmed explanation.

What restoration history can—and cannot—tell us
Restoration work can prompt viewers to look closely at small details, and American Cinematographer’s account discusses restoration of the film. It does not, however, say that release differences explain the gun or why some viewers remember the scene differently. Restoration is context for revisiting the image, not an answer to the prop’s origin.

Viewers can see the Scarecrow carrying a gun in the forest sequence. The available production and film-history sources do not settle why it is there, and the “Jitterbug” connection remains unverified. For now, the most accurate answer is that the prop appears onscreen, while its production explanation is unknown.
