The cause depends on which OBS source you added. Media Source plays one local file, and its Loop setting can replay that file. VLC Video is the source for a list of media files; its Loop Playlist setting can restart the list after it reaches the end. Check the source type first, then the playlist and the setting that applies to it.
First, identify the OBS source
In your scene’s Sources list, select the source that plays the cartoon and open its properties. The source name alone may not tell you what it is; check the source type shown in the properties.
- Media Source: loads a local media file. Its Loop setting applies to that file, not to a multi-episode playlist.
- VLC Video: plays a list of media items. Its playlist controls include Loop Playlist and Shuffle Playlist.
If you are using Media Source
Media Source is designed to play an individual file. If the same episode starts again when it finishes, inspect that source’s Loop setting. OBS describes the setting as controlling whether the file plays again after playback completes. Turn it off if you want that file to stop at the end.
If your intention is to play multiple episodes in sequence, a Media Source with Loop enabled is not a playlist: it will keep replaying its one file. Use a VLC Video source and check that the episode files are included in its playlist.

If you are using VLC Video
Confirm every episode is in the playlist
Open the VLC Video source’s properties and inspect the playlist entries. Make sure each intended episode appears, and that the entries point to the files you mean to play. If only one item is listed, that item is all the source has available to play.
Check Loop Playlist
Loop Playlist controls whether VLC Video restarts after it has played through its media files. OBS documents this setting as on by default. If you want the playlist to stop after its final episode, turn Loop Playlist off. If looping is on and the playlist contains only one episode, that episode will come around again when playback reaches the end.

Check Shuffle Playlist only if the order is unexpected
Shuffle Playlist controls whether files are played in randomized order or in the order listed. OBS documents its default as off. Turn it off if you want the episodes to follow the playlist order. Shuffle changes the order; by itself, it does not establish why one episode is repeating.
If the repeat happens after a scene change
VLC Video has a Visibility Behaviour setting for what happens while the source is hidden. Its available behavior can allow playback to continue, pause it, or stop it; the documented default is Stop when not visible, restart when visible. Check this setting if the apparent replay begins when you switch away from the scene and return. It concerns hidden-source playback, not playlist order or shuffle.

When VLC Video is missing or the settings do not explain it
Check the VLC prerequisite
OBS requires VLC to be installed for the VLC Video source. The OBS documentation specifies that 64-bit OBS requires 64-bit VLC. This is relevant if the source is unavailable or cannot be set up; it is not evidence that a VLC bitness mismatch makes one episode repeat.
Collect details before calling it a bug
If the playlist entries and relevant settings look right, note your OBS version, operating system, source type, playlist file paths, and VLC version if you use VLC Video. Include an OBS log when seeking help, so others can distinguish a playlist or path issue from a possible software problem.

A user report from 2022 described OBS 27.2.4 on Windows 10 repeatedly playing one XSPF file from a directory. That is a report about a particular older setup, not proof that current OBS generally repeats cartoon episodes or that your case has the same cause.
