Stephanie Arcila’s character, Gabriela Perez, left the show as a series regular because the producers decided to reset her relationship with Bode. Billy Burke’s character, Vince Leone, was killed off in the Season 4 premiere, and the showrunner framed that death as a way to honor the danger firefighters face and open new storylines. Neither actor has publicly given a personal or contractual reason for leaving, and the reporting does not establish one.
Two different exits, two different explanations
The two departures are often grouped together, but the sources give them different origins. Arcila’s exit was described as a production decision about a romantic storyline. Burke’s exit was a story decision that ended his character’s life. Keeping those two strands apart makes the reporting easier to read.

Stephanie Arcila: a creative reset for Bode and Gabriela
TV Insider reported the producers’ explanation on April 26, 2025. Co-creator and executive producer Tony Phelan said the decision grew out of the relationship between Bode and Gabriela, and that the writers felt the two characters needed a reset.
Arcila’s account, given to TVLine in an interview dated April 28, 2025, shortly after the Season 3 finale, lines up with that explanation. She said the producers told her she would not return as a regular on the same day Season 4 was ordered. She also said she did not know the specific reasoning behind the decision, and that the producers had described it as a creative decision on their end.

The producers said they loved Arcila and hoped she might return as a guest, and that the Bode–Gabriela story was not over. Those are statements of intent about the future, not confirmation that Gabriela will appear again.
Gabriela’s on-screen exit
In the Season 4 premiere, Gabriela leaves Station 42 to take a job with Cal Fire recruiting firefighters across California. That is the in-story reason she leaves Edgewater. It is a story explanation, and it is separate from the production decision behind it.

Billy Burke: Vince’s death in the Season 4 premiere
Vince dies in the Buena Vista facility fire while trying to help save his son Bode and his father Walter. His death affects the station and his family, and it is the premiere’s central loss.
Showrunner Tia Napolitano discussed the decision in an interview with CinemaBlend in October 2025. She said the show had long considered the possibility of a death of this kind, and that Season 4 felt like the right time to do something fresh. She tied the choice to the real risks firefighters take, and said the impact of losing Vince was large enough to support new stories for many of the show’s characters.

The reporting does not show that Burke asked to leave, that a contract dispute took place, or that any private circumstance drove the decision. The only explanation on the record is the creative one given by the show’s producers. Any other reason would be speculation.

Phelan’s explanation, from TV Insider, is the producers’ clearest statement on Gabriela’s exit: the decision came out of the Bode–Gabriela dynamic, and the two characters needed a reset. Arcila, speaking to TVLine, was more restrained: “They’ve said that it’s a creative decision on their end, so I don’t know, but this is the business that we’re in.”
On Vince, Napolitano offered the fullest explanation. She said firefighters risk their lives doing their jobs, that the show had weighed the possibility of a death like this before, and that Season 4 was the right time to try it.

Bottom line on the two exits
Gabriela’s exit was a production choice about the Bode–Gabriela relationship, and the producers have framed it as a reset rather than a departure with a deeper cause. Vince’s exit was a story choice to kill him in the Season 4 premiere, which the showrunner presented as honest about firefighting and useful for future storytelling.
